MEETING
MINUTES
Chair Davis called the meeting to order at 7:01 p.m. in the Commw1ity Hall, at 10350
Torre Ave, Cupertino, CA.
PLEDGE OF ALLEGIANCE
ROLL CALL
Commissioners present: Carol Stanek, Judy Wilson, Helene Davis, Neesha Tambe,
Meenakshi Biyani
Staff present: Jeff Milkes, Jeff Ordway, Jacqueline Guzman, Timm Borden,
Katy Jensen, Kevin Khuu
Chair Davis introduced and welcomed Meenakshi Biyani to the Commission.
Commissioners Wilson, Stanek, and Tambe followed suit.
APPROVAL OF MINUTES
1. Special Meeting of March 2, 2017 -Commissioner Wilson moved to approve the
minutes of March 2, 2017. Commissioner Stanek seconded. Commissioners
voted 4 yes and 1 abstain. Motion carried .
CEREMONIAL MATTERS AND PRESENTATIONS
2. 2017 Big Bwmy Ftm Rw1 Update
Jeff Ordway, Recreation Coordinator for the City of Cupertino, gave a
presentation to the Commission about the run, scheduled for Saturday, April
15th, at the Cupertino Civic Center. Jeff highlighted the various events, noting
the expected turnout of 800-1000 participants, the sponsoring organizations, and
the non-profit, Charity:Water.

ORAL COMMUNICATIONS
Qin Pan, a Cupertino Resident, expressed support of the recent Farmer's Market held at
Creekside Park, but had concerns about the start time and parking of the event.
Commissioner Wilson added about touching base with the schools to determine the
best start time due to possible upcoming changes in the local school's schedule. Jeff
Milkes also weighed in about the parking problem.
OLD BUSINESS
3. Lawrence-Mitty Property
Jacqueline Guzman presented to the Commission a review and update of the
possible Lawrence-Mitty property acquisition by the City, highlighting the
details, challenges, and benefits . Presented a brief overview of responses, from
local residents, from a recent open house held at the site on April 1. Discussion
followed.
Jennifer Griffin, a Cupertino resident, expressed support for the City to acquire
the property, but to have it as a passive use/walking park.
Joan Chin, a Cupertino resident, proposed the idea to create a bank boardwalk
trail with rails, next to the creek and to have a gated entrance and exit drive
through, from Lawrence expressway that parallels the creek, for security access
to be able to review the area.
Jim Schauf, a Cupertino resident, expressed concern that the City would need to
review and prepare for the possible flooding from the creek before considering
the purchase of the property.
Jeff Law, a Cupertino resident, supports the purchase of the property, to increase
the green space on the East side of Cupertino.
Commissioner Wilson asked the speakers, if acqumng the property as a
trail/walking space and not a park, would the residents still support the project.
The overall consensus was yes.
The Commission recommended to acquire the property, but to clarify, to City
Council and the community, that the acquisition is for a passive use trail/open
space and not an active use park. The Commission also recommended to reach
out to the Planning and Bicycle Pedestrian Commissions, with the revised goal of
the acquisition.
4. 2016-2017 Commission Work Plan
Chair Davis reviewed the work plan with the Commission. Discussion followed .
Decided to remove the "Parks for Life" presentation from the list and asked to
keep the Main Street Park item for May, to have an update and review on the
item for the Commission.
Jennifer Griffin expressed concerns about the Main Street Park, that it is not what
was promised originally during the planning stages of Main Street.
NEW BUSINESS
5. Capital Improvement Program (CIP) Presentation
Jeff Milkes introduced the topic to the Commission, clarifying that the goal is to
give the Commission a chance provide input on the prioritization of the specific
programs.
Timm Borden and Katy Jensen presented to the Commission a review of the
program, covering completed, current, future funded projects and w1funded
projects that involve Recreation.
Jennifer Griffin expressed concern about the Stocklmeir Property and believes
that the Stocklmeir house should be restored and preserved. Also restated that
the Lawrence-Mitty property should be purchased.
STAFF AND COMMISSION REPORTS
6. Director's Report
Jeff Milkes reported on an upcoming event, a Community Safety Forum on
Monday April 24th at 6:30pm, at the Quinlan Community Center. Provided an
update on the supervisor position recruitment and the finalized summer movies
and concerts schedule. Also talked about the website update, the current budget
process, including to possibly open the Cupertino Senior Center to later hours,
and a potential mobile climbing wall opportw1ity for the summer time.
Commissioner Wilson attended the City Cow1cil meeting on Tuesday night, the Senior
Center Volw1teer Luncheon and the recent Lawrence-Mitty site visit.
Commissioner Stanek also attended the events above and the opening of the Farmer's
Market in Creekside. Had presented to City Council on Tuesday about the
Commission's work plan.
Vice Chair Tambe also visited Lawrence-Mitty, the City Council meeting, and will be
judging the Teen Hackathon on Sw1day, April 9th.
Commissioner Biyani attended the Senior Center Volunteer Appreciation Luncheon
and the Lawrence-Mitty site visit.
Chair Davis attended the Farmer's Market opening, City Council meeting, and the
Lawrence-Mitty site tour. Reminded the community about the special meeting
scheduled at 7pm on Monday, April 17th, to talk about the Master Plan.
ADJOURNMENT-Chair Davis adjourned the meeting at 9:10 p.m.
