LIB 06-15-04 City of Cupertino Library Commission Regular Adjourned Meeting June 15,2004 1. CALL TO ORDER At 7:10 p.m. Janet Riddell called the meeting to order at the Cupertino City Hall, 10300 Torre Avenue, Cupertino, CA. 2. ROLL CALL Commissioners: Kathy Stakey, Janet Riddell and Yuhfen Diana Wu City/County Library Staff: Mary-Ann Wallace, Melinda Cervantes, Carol Atwood Absent: Eno Schmidt and Sheila Mohan Guests: None 3. MINUTES April 20th minutes approved as written and May 18th minutes had several changes. Moved by Stakey, Second by Wu, all in favor. 4. ORAL COMMUNICATIONS None. 5. WRITTEN COMMUNICATIONS Letter from Donna Austin, President of the Cupertino Historical Society advocating that the "California Western Americana Collection" be kept in the reference only section of the new library and not be available for check out. In addition, she recommends the books be placed in a locked glass case. Mary-Ann stated that the copies will be in the reference library but unlocked because there is no room in the new library to accommodate such security cases. Discussion followed with Mary-Ann to contact Donna Austin. 6. STATUS REPORT ON NEW LIBRARY PROJECT Carol Atwood gave the Commission an update on the Library construction project. The project is still on time and on budget. Ralph will be addressing a recommendation from Dolly Sandoval to include the words "Council Chambers" on the outside of the new community hall at the special Council Meeting of June 17th Discussion followed and several Commissioners will be in attendance. 7. CITY OF CUPERTINO LIBRARIAN'S REPORT Mary Ann gave the commission an update on the May activity. Circulation for the month was 154,261 with a gate count of 25,346. 55%, ûr 85,151 items, were checked out via the self-check out machines. This is the second highest circulation in the County and the highest self-check numbers. Long time children's reference librarian, Bonnie Wang, is retiring July 1st and Gail Hugger is retiring July 11th Carol wiJ] invite the Council to the retirement luncheon for Bonnie. Signups for the Summer Reading Club 2004 began yesterday and the theme is 'Track it Down at Your Library". Club activities will run over 6 weeks. There will be 2 drop-in craft 3 programs and dispJays of four different animal habitats in the temporary library. Summer Reading for Teens is also underway. Beginning in July, the library wi]] be closed on Sunday. 8. COUNTY LIBRARIAN'S REPORT a. Silicon Valley Reads - The program is underway with the selection committee hoping to have a recommended reading list by mid-August. b. Silicon Valley Library System (SVLS) - will be discussing goals in August. c. Fees and Fines - Melinda handed out a summary of the new fees and fines that go into effect for the library. d. Budget - The library JPA Board adopted a budget on June 3fd, which deleted 24 positions as of July 1st and reduced operating hours. There will be a special meeting in August to ascertain the little known law that exempts public libraries from State take-backs and may save the shift in funds. Melinda wilI report more next month. e. Special Election - There will be a special meeting on 6-29 at 2pm to discuss the library parcel tax measure. f. Headquarters - The market is good for looking for other, more suitable property. They have identified a facility near Winchester and Highway 85 and staff is negotiating a lease to occupy in September. 9. NEW BUSINESS - None 10. OLD BUSINESS a. Survey Review - Melinda stated that a 5-day per week schedule works but not a six-day per week due to IT staffing and MOD restrictions. The goal however, is to provide a 6 day, 40 hour week within the dollar budget available with 4 hours on Saturday and 4 hours on Sunday. She estimates a survey available in late July or August to ask patrons of their preference. b. Steering Committee for New Library Opening - A lot of the day's activities have already been planned inc1uding Torre A venue booths and Park and Recreation activities. All staff wilI be on duty that Saturday. c. Fine Arts Liaison Subcommittee - Nothing to report other than the artist for the piece "Cyrus the Great" appeared at a City Council meeting to explain his artwork d. Sister City Library - Hsin-Chu City has requested documentation so that they can remit the donation to the city of Cupertino. Diana has been referring the requests on to Kris Wang who is organizing the translation document needed by our sister city e. Mayors Breakfast - Diana passed out highlights of the Mayor's Breakfast. Discussion fo]]owed. f. Friends of the Library - Kathy stated that they wou1d be working on suggestions on how to set up books for sale. They are considering making a contribution to the Silicon VaHey Reads program. g. Library Foundation - Diana reported that commissioners have given $3,000 to datè. Kathy wi]] follow up with requests for donations. h. Calendar - Deferred 11. AGENDA BUILDING - Deferred. 12. REPORTS BY COMMISSIONERS Janet win be in England for the July meeting. She passed out an article on SBC expJaining the benefits of wireless to libraries. There will be an informal report from the Library Commission via Sheila at the July 6th City Council Meeting. Diana was elected VP/President elect for the Chinese American Library Association. Congratulations, Diana! 13. OTHER - None. 14.
