BPC 03-15-2017MINUTES MINUTES OF THE REGULAR MEETING OF THE BICYCLE PEDESTRIAN COMMISSION March 15 1h, 2017 CUPERTINO The meeting was called to order at 7:03 p.m. ROLL CALL: Present: Pete Heller, Sean Lyn, Jennifer Shearin, Gerhard Eschelbeck Absent: Erik Lindskog Staff: David Stillman, Julie Chiu Others Present: Jerr Tallinger, Cu ertino Public Safe Commission; Larry Dean, Walk-Bike Cupertino; Anne Ng, Friends of Stevens Creek Trail; Jessica Zoeb, Toole Design Group; Brooke DuBose, Toole Design Group; Jon Cacciotti, HMH Engineers APPROVAL OF MINUTES 1) The Commission approved the February 15, 2017 minutes unanimously. ORAL COMMUNICATIONS • Anne Ng spoke on the VTA community meeting held last Thursday, March 9. She explained a proposed 'Diverging Diamond' interchange for I-280/Wolfe. More information is available at http://www.vta.org/projects-and- programs/highway/280-wolfe. This will be discussed as an agenda item at the next BPC meeting. • Larry Dean gave an update on Walk-Bike Cupertino and Cupertino Rotary Club as pertains to biking. Bike repair stations have been installed at two of the five local high schools, with plans for all 5 as well as all Cupertino middle schools. The BPC was encouraged to install a station at the Mary Bridge. Main Street Cupertino will have a bike rodeo in April, with helmet distribution and booths. Walk-Bike Cupertino has been meeting with De Anza College on biking issues. WRITTEN COMMUNICATIONS OLD BUSINESS 2) 2016 Pedestrian Plan Master Update (Stillman/Toole Design Group) • An update was given by Toole Design Group on progress of the Pedestrian Master Plan. • Community feedback amounts and results were reviewed. • Walk Audits of representative areas of Cupertino were just completed. • The draft plan should be completed in early summer, with an expected final plan available July 2017. 3) 2016 Bike Plan Implementation (Stillman/Toole Design Group) • An update was given by Toole Design group on progress of the final plan for class IV bike lanes along Stevens Creek Boulevard and McClellan A venue. • Bike Boulevard locations were presented along with possible traffic calming features along the boulevards. • Bus pull-off recommendations along Stevens Creek Boulevard were presented as follows: 'Floating' bus lanes at EB Mary Ave; WB Saich; EB and WB at De Anza College; WB at Wolfe Bus/Bicycle 'weave' lanes: WB Phar Lap; WB Stelling; EB Torre All other bus stops along Stevens Creek will have standard shared bus/bicycle lane (same as today) • The treatment recommended along McClellan in school areas will be a raised bike lane (at height of sidewalk) with a rolled curb. • At Target on Stevens Creek, the s treet adjacent to its driveways will be raised to sidewalk level. This is also the recommendation for driveways along McClellan in the school zone. • David Stillman confirmed that bike lane installation should happen by the end of 2016 . NEW BUSINESS 4) Rotation for monthly Mayor's Meeting (Stillman) • Mayor's meeting is at 5:30 PM on the first Wednesday of each month in City Hall conference Room A. • BP Commissioners attending will be as follows: • Shearin -April 2017; Eschelbeck -May; Lindskog -June; Lyn - July; Heller -August; Shearin -September; Eschelbeck -October; Lindskog -November; Lyn -December; Heller -January 2018 5) McClellan/Orange Sidewalk (Stillman/HMH) • Proposal for bike lane and sidewalk treatment was discussed for the corner of McClellan and Orange A venue. • Proposal will be discussed with homeowner by HMH. HMH will report back next month on progress. 6) Earth Day Family Bike Ride (Stillman) • Commissioner Heller has created bike route for family ride; it is the same route as last year (7.5 miles) • David Stillman will be providing water for the water break in Memorial Park. • Ride will start at 10:00 AM, with bike repair available at 9:00 AM. Chelsea Biklen to coordinate bike repair personnel. • Ride should begin along Torre A venue, same as last year. • All BPC commissioners will be riding in the Family Bike Ride this year. • Commissioner Shearin will create promotional flyer for commission members to distribute in-social med1a and other channels. 7) Bike to Work Energizer Station planning (Stillman) • This item was postponed until next month's BPC meeting. 8) Discuss Transportation Forum Proposal (Tallinger) • Jerry Tallinger, Public Safety Commissioner, discussed a proposal for an upcoming Safety Forum to be held sometime between August and October of 2017. • Potential topics for the forum are any Cupertino safety related items, including traffic, school, pedestrian, earthquake, etc. Forum could be educational, informative, or working groups on a topic. All residents and interested parties would be invited . • Commissioner Lyn agreed to be the BPC representative to the initial planning meeting for the forum, with support from other BPC commissioners. 9) Items for Future Agendas • Discussion on 'Diverging Diamond' intersections at Wolfe/I-280 interchange • PR campaign/information on Bike Plan road changes in Cupertino STAFF AND COMMISSION REPORTS 10) Staff Report (Stillman) • At upcoming City Council mee tin g, there will be a vote on Commissioner Lindskog to be the VTA BPAC r epresentative. 11) VTA BPAC Report (Lindskog) • No report given. 12) Public Relations Subcommittee Report (Heller) • No report given.
