MINUTES OF THE REGULAR MEETING OF THE
BICYCLE PEDESTRIAN COMMISSION
February 15 1h, 2017

The meeting was called to order at 7:02 p.m.

1) The Commission approved the November 16, 2016 minutes unanimously.

2) 2016 Bike Plan Implementation (Stillman)
a . Covered in item #8
NEW BUSINESS
3) Election of Chair and Vice Chair (Stillman)
• Commissioner Lindskog recommended Commissioner Lyn for the BPC Chair
position and commissioner Shearin for Vice Chair. Seconded by
Commissioner Heller, the motion was approved.
4) Cupertino Bike-to-Shop Proposal (Biklen/Heller)
• Two different configurations were discussed. (a) 1 Day Preview around Earth
Day followed by 90 day program later; (b) 90 Program (no Preview)
• Decision:
a. Execute on Plan (b)
b. Timing: wait until Class IV bike lanes in place, expected Q2'18
• Program components
a . Need to ensure big retailers are signed on. Will require long lead tim e .
b. Piggy back on CEEF' s shop to donate to schools if feasible
c. June for kickoff meeting
• Earth Day, April 22 nd
a. Ride at 10am
1. Select social stopping point midway
ii . Water to be organized by David Stillman
iii. Route to end of February (assigned to Pete)
b. Bike Repair: Chelsea will reach out to bike shops to secure a sponsor
i. Promotion: David Stillman to secure article placement in The Scene
with the City Communications team
5) VTA BPAC Representative Nomination (Stillman)
• Erik Lindskog was nominated and unanimously voted to be the VTA BP AC
representative.
6) Transportation Forum Proposal (Tallinger)
a. No discussion
7) Items for Future Agendas
a. No items were brought up at this point in time.
STAFF AND COMMISSION REPORTS
8) Staff Report (Stillman)
• David Stillman updated City Council on Class IV plans in early February.
• Both McClellan and Stevens Creek are moving forward in parallel.
• Toole will complete conceptual drawings by the end of February.
• RFP to an engineering consultant will be issued by the end of February. After
that:
a. 2 months for hiring
b. 2 months for drawings
• All signaling changes will be modeled before live implementation
• Updates and Expectations:
a. 1-way lanes expected to be employed for Class IV; using rolled curbs for
easy ingress and egress by cyclists
b. 2-way Class IV' snot expected to be employed to avoid confounding
motorists
c. Precast islands will be employed using intermittent physical separators
(e.g. giant Botts dots)
d . Bike Boulevards also being planned. Toole performing traffic counts.
Likely to include speed bumps, traffic circles, bulbouts, and/or raised
crosswalks.
e. UPRR Class I
i. Next step : scope of work for consultants
ii. David Stillman will then solicit bids
• Walking Survey to be completed by 23 rd in preparation for the Pedestrian
Plan.
• ADA compliant ramps being installed before pavement work.
