BPC 11-16-2016MINUTES MINUTES OF THE REGULAR MEETING OF THE BICYCLE PEDESTRIAN COMMISSION November 16 1h, 2016 CUPERTINO The meeting was called to order at 7:05 p.m. ROLL CALL: Present: Vidula Aiyer, Pete Heller, Erik Lindskog, Sean Lyn Absent: Gary Jones has resigned Staff: David Stillman (Senior Civil Engineer) Others Present: Chelsea Biklen (Safe Routes to School Coordinator), Brooke DuBose (Toole Design Group), Paula Wallis ORAL COMMUNICATIONS Paula expressed concerns about 'Bikeway no. 17' in our bicycle plan. This is the Stevens Creek overpass over the train tracks, the road that goes into Rancho San Antonio Preserve by the Hammonds House. The problem is the gate that prevents bicycle and pedestrian access to the Rancho San Antonio Preserve from Stevens Creek Blvd. b y the cemetery. UPRR claims it would be a new passage. Paula claims it is in fact an old passage and as such should not be blocked . David: UPRR own road and gate. We will be contacting the UPRR regarding the rail trail in the spring and plan to bring up the issue then. WRITTEN COMMUNICATIONS Jerry Tallinger -Implementation of Plan for Transportation Safety Forum. ORDERS OF THE DAY 1) Staff Report (Stillman) a. Kick off meeting with Toole Design on Monday -Asking for someone from BPC to attend. b. Walk Audit and Homestead High, with Alta, parents and school s taff: Will be getting a report from Alta in a few weeks. • Toby Smith meeting with one of the schools to do some improvements • Vidula: Asking for inventory of improvements resulting from walk audits. David: Added school zone signs, loading zone signs, hair- pin sign, putting up no stopping signs in bike lanes. 2) VTA BPAC Report: No report as Gary Jones has resigned as the Cupertino representative to the VT A BP AC. 3) Receive Public Relations Subcommittee Report (Heller) a. Education and Encouragement -messaging, campaigns, adult bike classes via employers, open street events, marketing campaigns, back to school events, national bike use accounts (employers encouraging people to bike) b . Schools -walk and roll days, bike trains? c. Open street event -Showcase improvements APPROVAL OF MINUTES 4) The Commission approved the October 19, 2016 minutes unanimously. OLD BUSINESS 5) 2016 Bike Plan Implementation (Stillman): a. Waiting for conceptual drawings etc . from Toole . b. Pete to attend meeting with Toole on Monday. c. Feasibility studies upcoming for the UPRR and 280 trail. d. Vidula: Can other Tier 2 projects be expedited? e. David: Another city engineer being hired, so maybe . Want to get something completed in the field this year. 6) Biking on Sidewalk Ordinance (Stillman) a. Changed to allow biking on paths in parks, unless specifically prohibited. NEW BUSINESS 7) Safe Routes to School Update (Biklen) a. Chelsea presented an update on the Safe Routes to School activities and achievements. 8) VTA BPAC Representative Nomination (Stillman) a. Was not able to nominate a candidate at this point in time as one could not be found with high likelihood that would be able to attend the required VTA BP AC meetings. 9) Items for Future Agendas a.
