PSC 05-13-04 . CUPEIQ1NO MINUTES OF THE REGULAR MEETING OF THE PUBLIC SAFETY COMMISSION May 13, 2004 1. CALL TO ORDER Meeting called to order at 7:03 P.M. by Nolan Chen. 2. SALUTE TO THE FLAG 3. ROLL CALL Commissioners: Staff: Charles Caldwell, Jay Cena, Barry Chang, Nolan Chen, Hugh Riddell, John Hirokawa, Captain, Santa Clara County Sheriff Office Terry Calderon, Lieutenant, Santa Clara County Sheriff Office Ben Lopes, Fire Chief, Santa Clara County Fire Department Marsha Hovey, Emergency Services Coordinator Carol Shepherd, Administration Secretary Absent: Glenn Goepfert, Assistant Director of Public Works Guests: Majid Babazadch (Redmond Ave. San Jose), Tom Lowe (Elm Ct.), Robert Levy (Wilkinson Ave.) 4. MINUTES - Minutes of April 14th 2004 meeting unavailable, no action taken. 5. ORAL COMMUNICATIONS - Mr. Babazadeh addressed the Commission on a recent incident where by his daughter was injured at the Val1co Ice Center during an instructional class. Conclusion was that Commissioner Riddell would draft a letter on the Commission's behalf to submit to the City Council and City Attorney making them aware of the details. - Mr. Lowe addressed the commission on a safety issue that occurs from time to time in the Ehn Ct. Bubb Rd., McClellan, Hyannisport area during extreme storm condition. This past winter/spring the run-off condition caused flooding 15 hrs and a street manhole cover was forced from it resting place into the roadway. Mr. Lowe advised the commission that this has been a known issue that the City is aware of and the last study showed it would require millions of dollars to fix. The Commission requested that it be placed on the next agenda, that Mr. Lowe provide pictures, and request further information from Glenn Goepfert of Public Works. - Mr. Levy requested clarification on the designation and use of "painted red curbs" on Private Property. Captain Hirokawa provided extensive information on the subject 6. WRITTEN COMMUNICATIONS - None Page 1 of3 7. REPORTS A. Santa Clara County Sheriff Department - Captain Hirokawa distributed and gave oral report on April's Stats and Summary data and trends. Introduction was made of Lieutenant Calderon who will be joining the West Valley District in Saratoga. B. Santa Clara County Fire District - Chief, Ben Lopes distributed the March 2004 activity fire/emergency report, nothing out of the ordinary and is consistent with monthly reports. The Chief also reported that 4 members of the local Cupertino Station were deployed as Is, responders in the recent Southern California fires. On May 3rd a class of 12 new recruits started their 12-week training program. In addition the county recently received grants for equipment from Homeland Security. The chief also reported the Saratoga Volunteer Fire Department is interested in merging and having the county manage their facility. Marsha Hovey gave report that the city now has 600 CERT graduates. Thanked Commissioner Riddell for his help in securing storage containers that are placed at Garden Gate School. Ms. Hovey has been successful in securing a 3yr $150,000 grant from the Surgeon Generals office to enhance the cities readiness. Has partnered with Cupertino Medical Center and their suppliers to provide and rotate medical stock with expiration dates and the Scout Troops support with the adoption and administration of the water, generators, and supplies. Ms. Hovey recognized Commissioner Chen for is assistance in securing multilingual translators to teach and convert CERT training materials into 10 different languages; which ultimately will be disbursed countywide. Basic information on disaster preparedness will be carried on the City Channel. Marsha also extended invitation to everyone to visit the new Center at Vallco which is really shaping-up. C. Commissioners - Commissioner Cena provided written (see word doc and hard-copy) and verbal reports on the March 27th Cupertino Community Congress, and the April Mayor's Breakfast. Commissioner Riddell will attend and report back on Mayor's Breakfast from May at the next meeting. 8. OLD BUSINESS A. School Traffic Project - Chairman Chen presented a draft of Monta Vista High traffic letter, Commissioner Cena suggested that Kennedy be added to the Letter and distribution. Commissioner Ridell will provide exact addresses for Chairman Chen. Unanimous approval 5-0 to send letter with suggested revisions. 9. NEW BUSINESS - A. Goals: Review of present goals, synch with current Council & City goals and add as required. It was recommended that there be more cross communication between Public Safety Commission and City Traffic Committee. Cena also recommended the Commission take a closer look at "Red-Light Scofflaws" and general School traffic safety throughout the City. The "Street Smart" program and the Tri-School initiative may address both; monitor both to see if improvements can be made. 10. OTHER A. None. Page 2 on 11.
