CALL TO ORDER Commissioner Tallinger called to order this regular meeting of the Cupertino Public Safety Commission at approximately 6:05 p.m. on Thursday, November 10, 2016 in the Cupertino City Hall, Conference Room A, located at 10300 Torre A venue, Cupertino, California 95014. II. REPORTS Captain Rich Urena, Santa Clara County Sheriff's Office Deputy Chief John Justice, Santa Clara Cow1ty Fire Department None Scout Troop 494-Anuradha Subramaniam Cupertino Resident -Kathy Chole One other Cupertino Resident 1. Santa Clara County Fire Department Fire Chief Justice read the County Fire report. The report discussed response times and type of calls for the last three years in October. He explained that the First Due engine is the engine in that particular jurisdiction were the call originated and the Reliability is if the First Due engine is not available then the next available engine responds within the eight minutes that they are allowed to respond. Fire Chief Justice explains the response times, type of calls, and how the time stamps work to the residents attending PSC Meeting. Resident Anuradha Subramaniam asks if the response time of eight minutes is required even if it is a non-emergency call. Fire Chief Justice explained that they time stamp all the calls but specifically make a report of all code-3 calls. County Fire works with County Communications to dispatch them and track data to help meet the public needs. Resident Kathy Chole asks if response times have gone down. Fire Chief Justice responds, "Yes" and adds that it comes down to traffic issues and the time of day of the call for service. He further adds that a response time for a call at 3:30am vs. 8:30am would be different. 40 percent of the calls have a response of four minutes. Fire Chief Justice explained that in the month of October, they had four fires and the majority of the calls were emergency medical and rescue calls for accidents. Damages in fire loss during the month of October were $500. The low number is from educating the public on how to prevent fires or what to do in the case of a fire. 2. Santa Clara County Sheriff's Office Captain Urena reviews the Sheriff's Office reports and explains that all data related to enforcement actions performed in the city of Cupertino is gathered and analyze d . He further explains that a Management Analyst gathers all data on the different types of calls for further review . During the month of October, the Sheriff's Office had eight Priority 1 calls which are life threating in nature type calls. As an example, if someone calls and says there is a person hurting another person then deputies would need to respond as soon as possible with lights and sirens and getting people out of their way to ensure that we are on scene quickly and certainly to meet our target time of five minutes. For October the average response time was 6.74 minutes for priority 1 calls. Response times are affected by nature of heavy traffic and time of the day. Captain Urena explains that they had 396 -Priority 2 calls which are non-life threating calls that require expedited response. The target time for Priority 2 calls is nine minutes . Captain Urena explains that a Priority 2 call may be a type of call where a resident arrives home and notices the front door damaged and thinks a burglar could be inside. Average response time for Priority 2 type calls was 8.57 minutes. Lastly, Captain Urena explains that the Sheriff's Office received 433 Priority 3 calls which are mail theft types of calls or calls that do not require an urgent response. The average response time was 13.82 minutes; all calls met the target time frame of 20 minutes. For this current year so far January -October the average time for response has been as follows: Priority 1 -4.99 minutes Priority 2 -7.68 minutes 2 Priority 3 -15.00 minutes Captain Urena explains that in the month of October, the Sheriff's Office had 2 robberies. He further explained that a robbery is a little different than a theft. A robbery is where someone takes something from a person using some type of fear or force . One was at Target, security tried to stop the person but they got into a scuffle after the suspect made his way outside and was apprehended. The second was at TJMaxx where 3-4 suspects bumped the victim and took the victim's wallet which contained credit cards . The suspects were able to make $8,000 in charges. Captain Urena explained that 12 residential burglaries occurred during the month of October. He explained that the Sheriff's Office is seeing an increase lately and added that they are working with other law enforcement agencies and also assembling covert type of operations. On Main Street, the Sheriff's Office had an increase in vehicle burglaries, which were also leading to residential burglaries. After a 6-7 day covert operation, deputies were able to arrest a person and link him to 5-7 cases . On Halloween a deputy saw a vehicle at a gas station around noonish that may or may not have been related to some of our burglaries. The deputy monitored the vehicle and its occupants and realized the occupants fit the profile of potential suspects deputies had been looking for. The deputy attempted to make a vehicle stop but instead a pursuit started after the vehicle jumped onto highway 85 and sped up to 120 mph. Due to unsafe speeds the deputy terminated the pursuit after a minute in half because it was not safe for the public or the deputy. Captain Urena explained that deputies do have a description of the vehicle, but unfortunately the car had paper plates. The Sheriff's Office investigated five commercial burglaries compared to two from September. Captain Urena explained the differences between this year's rates to two years ago and added that the Sheriff's Office has cut that number of commercial burglaries in half. He further attributed the significant decrease as a result of the relationship the Sheriff's Office has built with The Chamber. Commissioner Nellore asks if the response time of 8.57 minutes is tracked from the time the person makes the call. Captain Urena responds, yes that is correct just like County Fire and it is also done through C0tmty Communications. Commissioner Nellore further asks what are the chances that the response time can be brought down from the 8.57 minutes. Captain Urena explains that they are meeting the response times since our response time target is within nine minutes. A resident asks how many deputies are assigned to the West Valley Patrol Division and Captain Urena states that they currently have about 82 deputies assigned to the West Valley Patrol Division, which includes Cupertino, Saratoga, Los Altos Hills and the unincorporated areas. 3 Captain Urena continues to explain the report by stating that moving violations continue to increase as deputies issued a total of 396 citations this past month. For this year so far deputies have issued 2945 moving violations. 3. Commission Reports Commissioner McCoy-None Commissioner Sahai-Absent Commissioner Huang-Absent Commissioner Nellore-None Commissioner Tallinger-Reported that the Bike Pedestrian Commission lawyer is currently working on the wording for the 14 and younger cycling on the sidewalk change. Commissioner Tallinger asked David for the latest draft and he was informed that the draft is still changing and he could possibly get a draft for next month's meeting. Commissioner Tallinger asked the Bike Pedestrian Commission to include the Sheriff's Office in their proposal as they will be the once enforcing the rules. Commissioner McCoy asks Captain Urena if he has been kept in the loop of any of the updates. Captain Urena responds that he has not been informed. Commissioner Tallinger provided updates on the protected bike lanes adding that consultants are working on it but the bike lanes will be from Steven's Creek and De Anza to Main Street. The Sheriff's Office should be kept in the loop since it will affect traffic and emergency vehicles as well. Bike safety classes to be mandated into their curriculum per the district to all Cupertino schools from grades 6th -8th . Commissioner Nellore asks how many bikes is this being planned for. Commissioner Tallinger explains it will be a protected bike lane that a car cannot get into for all bicyclists but we currently do not have the exact number. IV.ORAL COMMUNICATIONS Cupertino Resident-Kathy Chole is concerned with the safety of her neighborhood, with the increase of residential burglaries happening in her residential area. She explains that she would like more information on the Neighborhood Watch Program. She asks what they can do to protect them and help protect her neighbors. She also asks what types of services are available from the City and Sheriff's Office. She adds if it would be appropriate to leave flyers door to door about this meeting? Commisioner McCoy asks Kathy Chole what neighborhood and she replies Wilson Park. Resident Kathy Chole states that more of the concern is with people that have been a victim of a burglary. City staff has not been in contact regarding the concern. Kathy Chole has reached out to Colleen to find out how she can become a member of a Neighborhood Watch, but no response. She would like to put up a sign in her home window. Captain 4 Urena advised Kathy that the City of Cupertino has a very good Neighborhood Watch Program and gives Kathy his business card to reach out to him for resources. V. WRITTEN COMMUNICATIONS Commisioner Nellore -email from Linda, forward out to the rest of the group. The content of the email explains the need for better public safety measures to be discussed by the commission. VI.APPROVAL OF MINUTES October 13, 2016 ACTION: YES VOTE: YES MOTION: McCoy SECONDED: Nellore 3 to 5 Commissioner McCoy motioned to approve the minutes of October 13, 2016 with no corrections; Commissioner Nellore seconded the motion; votes taken, all in favor to approve the minutes of October 13, 2016. VII. OLD BUSINESS 1. Discuss participation in the Alert SCC Program, the CAS Program, and the Pulse Points App At the Diwali Festival "See Something, Say Something" cards were handed out to the community and hopefully that increases our enrollment. The website sign up has been changed and much simpler to access. This may work better, and we might be able to go back to using the tablets for sign-ups. Discuss creation of a wallet card/fridge magnet about reporting crimes/fires/incidents and situational awareness 0 to 0 Do we want to re-order more cards? Commissioner McCoy thinks that ordering fridge magnets would be better since they would tend to work better since people would use them more. We would need to take into consideration what size we would need to order and what we want the magnet to have on it for a 5 quote. Discuss the Continuation of Public Education and Outreach (McCoy/Sahai) Commissioner McCoy, Class will be on November 19, 2016 from 9am-12pm, Spoke with Sgt. Pak she is already conducting interviews from the media that are obtaining information about the training, women's only self-defense workshop. A Resident present asked if it will be taught again and Commissioner McCoy responds that it will depend on the outcome of this first class. The Resident asks if there is a limit of participants in the class and sign-ups. Commissioner Tallinger responds yes up to 100 participants at a time and no sign- ups are required you just show up the day of the class. Information will be up on Neighborhood Watch and Next Door. Resident asks-is this something the instructor can teach at our middle schools? Commissioner Tallinger responds this class is a pilot class to see how the public reacts to it and that would have to be coordinated w1 fnfll:e schoolclistrict. Commissioner Tallinger talks about having a Senior Event in the spring. He adds that he had a meeting with Walk Bike Cupertino and he is thinking of having something in the spring for about 3-4 hours long, broken up into different topics such as bike safety, traffic around schools, school safety, epic diversity, rules of the roads all to help educate the community about the things that are problematic around the city. Have it be a lunch event having a pizza lunch. Having a speaker from different committees would be great. Biggest issue in having a workshop is getting community members to the workshop. a.
