CALL TO ORDER Vice Chair Geoffrey Paulsen called the meeting to order at 7:00 p.m. in the Community Hall Council Chamber, 10350 Torre Ave., Cupertino, CA. 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL Commissioners present: Geoffrey Paulsen, David Fung, Neesha Tambe, Judy Wilson Commissioners absent: Staff present: Carol Atwood, Gail Seeds, Liz Nunez 4. MINUTES OF PREVIOUS MEETING A. Regular meeting of December 4, 2014 Action: Commissioner Tambe made a motion to approve the minutes. Commissioner Wilson seconded the motion. The motion carried unanimously. 5. MISCELLANEOUS – NO ACTION REQUIRED A. Staff oral reports Director of Parks and Recreation, Carol Atwood gave recap of the events in December and upcoming in 2015: Events:  January 10 – Sports Center Open House  April 4 – Big Bunny Fun Run  April 11 – New – Holi Festival of Colors  April 25 – Cherry Blossom Festival 2 Meetings:  December 16 – City Council Study Session for Stevens Creek-McClellan Corridor MP project. B. Commissioner Contacts Commissioner Wilson attended the Council Study Session for the SCC-McClellan Corridor MP project and the Tree Lighting event for the first time. Commissioner Fung attended the Council Study Session for the SCC-McClellan Corridor MP project, the Tree Lighting and Breakfast with Santa. Commissioner Tambe met with an Audubon Society representative and the tour of the SCC-McClellan corridor with City staff. Commissioner Paulsen attended the Council Study Session for the SCC-McClellan Corridor MP project and the tour of the SCC- McClellan corridor with City staff. 6. ORAL COMMUNICATIONS None. 7. NEW BUSINESS A. Citywide Park Master Plan Discussion Carol Atwood requested to postpone the item until next month due to time needed to discuss item 8b and listen to public comment. B. Nick Szabo – Senior Center policies and programs Mr. Szabo presented his request regarding the policy at the Cupertino Senior Center to modify specific wording of the agreement required by all volunteer instructor/facilitators to sign. Discussion followed. Chair Paulsen directed Mr. Szabo’s request to Carol Atwood and recommended that this request be directed to the City Council and the City Attorney for authorization to consider and modify. 8. OLD BUSINESS A. Criteria for CIP Rankings Atwood reviewed the draft document incorporating all changes discussed at previous meeting. Discussion followed. Commissioner Tambe suggested removing the matrix. Discussion followed. Commissioner Tambe motioned to approve the CIP Rankings document with removal of matrix. Commissioner Fung seconded. Motion passed unanimously. 3 B. Stevens Creek Blvd.-McClellan Ranch Corridor Master Plan Atwood presented an overview and history of project. Public Comments: Donna Austin-supports the recommendations the Audubon Society sent to City and Commission. Restoration of the Stocklmeir home and legacy farm; golf course should be more environmental and repair irrigation; keep Blue Pheasant and renovate; Blesch property-utilize for parking and add foot bridged to Stocklmeir. Danielle Blakkan-Lives on Scenic Blvd- supports the recommendations the Audubon Society sent to City and Commission. Sharon Blaine- supports the recommendations the Audubon Society sent to City and Commission. Keep McClellan Ranch preserved in natural environment and as educational area. BBF: new irrigation for golf course; renovate ponds. Barbara Nunes-Keep golf course; do not add sports fields- utilize school fields and other parks in City. Kathy Stakey-Keep golf course; restore ponds. Christina Armstrong-Daily walks dog on SC trail-Agree keeping natural as possible. Would like to see lap pool added in City. Gary Latshaw-Sierra Club- supports the recommendations the Audubon Society sent to City and Commission. Objects to adding roads and pools. Steve Wesolowski-supports the recommendations the Audubon Society sent to City and Commission. Keep golf course the way it is. Recommend pursuing using sewage treatment plant for potable water. Partner with DeAnza and schools for pools. Rancho Rinconada has a 5 lane lap pool. Irene Stevens-Audubon Society- supports the recommendations the Audubon Society sent to City and Commission. Keep golf course. Upgrade pool area. Deborah Jamison- supports the recommendations the Audubon Society sent to City and Commission. Opposed to added road through Stocklmeir property. Eric Schaefer-Recommend having open space access Tracy Hurt-Recommends delay spending funds until City has a city master plan and add back to east area of City. Remove golf course. Nicholas Egan-student at Monta Vista High School- volunteers at McClellan Ranch. Supports the recommendations the Audubon Society sent to City and Commission. Opposed to adding road to 4 middle of park, additional bridges, nature play. Upgrade water source for gold course. Supports parking in south side. John Ennals-Oakdell Ranch HOA-Congratulated City process throughout varies events to communicate and get feedback from the community for this project. Supports City’s proposed Option B. Recommends repurposing Blue Pheasant as another venue or remove. Janet Trankle-Does not support adding roads or soccer fields. Janet Van Zoeren- Supports keeping area as natural as possible. Supports the recommendations the Audubon Society sent to City and Commission. Roy Hampton- supports the recommendations the Audubon Society sent to City and Commission. Presented plan to add walkway and path by San Fernando. Paul Davis- Supports the recommendations the Audubon Society sent to City and Commission. Supports golf course recommended changes and recommends using recyclable water. Jonathan Luxton-volunteer with Acterra- supports the recommendations the Audubon Society sent to City and Commission. Jose Beltran-Volunteer at McClellan Ranch-Supports a conservation plan and sustainability. Kevin Cheek-New resident to Cupertino-Supports the least impact to natural habitat which does not destroy ecosystem. Pam Cheek- Supports the least impact to natural habitat and environment for students to learn from. Carol Emerich- Supports keeping natural environment with least amount of cars. Great learning environment. Keith Wandry- important to keep the educational aspect to learn more about our natural environment. James Lei- Supports plan with minimal development and not using funds. Lisa Warren-Keep area as close as possible to what it is now. Joyce Eden- Supports the recommendations the Audubon Society sent to City and Commission. Remove parking near San Fernando. Add parking to McClellan. Communication via email from various residents submitted to commissioners. Please see attached matrix with recommendations from each commissioner. 5 9.
