C 10300 Torre A venue Cupertino Jul 25, 2016 1. Minutes of May 23, 2016 Fine Arts Commission Regular Meeting Motions: Chair Matley motioned and Commissioner Sanchez seconded the motion to approve minutes from May 23, 2016. Motioned approved 3-0-2 ORAL COMMUNICATIONS None WRITTEN COMMUNICATIONS None NEW BUSINESS Chair Matley motioned with a second from Commissioner Sanchez to change the order of the agenda so that Energized by Art is item no. 2 and Emerging and Distinguished artists is item no. 3. 2. "Energized by Art" utility box pilot project-Phase 2 and judging Discussion: The Commissioners were concerned about the entries that appeared to have assistance from an adult. Commissioners requested that staff reiterate in future contest rules that students' artwork must be original and independently executed without any assistance from a person outside the age group. Motions: Chair Matley motioned and Commissioner Sanchez seconded the motion to name the following winners per age category: July 25 , 2016 Cupertino Fine Arts Commission Page2 Grades K-2: Amy Tang and Miranda Zeng Grades 3-5: Madison Chin Grades 6-7: Olive Tang Grades 9-12: Michelle Tang Hongyun Art School submission: Proposed art approved contingent upon showing to Commissioners a mock-up of how the art would look on all sides of the box. Motion approved 3-0-2. Action Items: ./ Lauren Dickinson will send out letters to notify winners and send a follow-up mock-up of the Hongyun Art School proposal to the Commission to confirm that art will be on all sides of the box. 3. Emerging and Distinguished Artist Commissioner Leong joined the meeting starting with this item. Discussion: There was no emerging artist selection, due to the missing statement and recommendation. While the single applicant has a promising body of work, the application is incomplete relative to the requirements. For the distinguished artist evaluation, the Commissioners looked for demonstration of a body of work, breath and longevity. Motions: Commission Sanchez motioned and Commissioner Chokshi seconded the motion to name Harish Agastya as the 2016 Distinguished Artist. Motion approved 4-0 -1. Action Items: ./ Staff will send out letter notifying winner, advising that Commissioner Sanchez will be in contact regarding the award presentation details and order plaque . ./ Commissioner Sanchez will contact winner to provide these requested materials to be used for the Fall Fest/September 1Q 1h presentation: production photos and loop video of clips in both English and Hindi to be about 2-3 minutes long . ./ Commissioner Chokshi confirmed the set-up and presentation will be at the Senior Center and can assist with logistics of set-up. Chair Matley will join Commissioner Chokshi as a subcommittee member for the presentation. July 25, 2016 Cupertino Fine Arts Commission Page3 OLD BUSINESS 4. Young Artist Award 2016. Discussion: Commissioners discussed theme ideas and review and agree on key dates and action items. Motions: Commissioner Chokshi motioned and Commissioner Leong seconded the motion to the following details for the Young Artists Award 2016: Theme: "Fun in the sun: Things I do in Cupertino's parks and open spaces" Kick-off date: September 15, 2016 Deadline: November 11, 2016 Motion approved 4-0-1. Action Items: ./ Commissioner Leong will update flyer with "fun in the sun" themed graphics but use the same general style as last year . ./ Staff will email the PDF file when available and create paper packets for Commissioners to pick up from City Hall. ./ Chair Matley will distribute flyers to Seven Springs residential area and Hongyun Art School. ./ Commissioner Chokshi will distribute to FALC, studios and Peachjar. 5. City's 1/4% for Art Discussion: ·Staff liaison Kidd provided examples of projects from 2009, 2012 and 2015 and expressed concern that data does not provide meaningful comparison as the development years and scope of each project vary widely. Commissioners concurred that the issues were not about the dollar cap amount but rather diversity of artists and art medium, innovation, appropriate scale and review process of appropriate due diligence . Commissioners discussed that a site visit and story poles or other mock-ups would help manage expectations once the art is installed. There was discussion about holding meetings at the subject site for the whole commission as part of the review for future proposed public art. Motions: Commissioner Leong motioned and Commissioner Sanchez seconded the motion to make no changes to the public art ordinance dollar amount cap and to add clarifying edits to the public art guidelines that are provided to applicants. Motion approved 4-0-1. July 25, 2016 Cupertino Fine Arts Commission Page4 Action Items: ,/ Staff will email word document of criteria to Commissioner Sanchez. ,/ Commissioner Sanchez will edit the language within the guidelines to encourage diversity (i.e. variety) of artists and art medium, innovation, appropriate scale and that a field review, including mock-ups and story poles, are required. The draft edits will be provided to the Commission for review. ,/ Chair Matley will review and draft proposed changes/additions to the F AC process for vetting and approving public art and to email it to you for distribution to the group . 6. Artist directory project Discussion: The general consensus was that the Commission preferred to create a network rather than to control a network, and to connect people. The Commission wanted to be clear that there would be no endorsement for any particular artist or group, and to not duplicate work that other groups were already doing. Motions: Commissioner Chokshi motioned and Commissioner Sanchez seconded the motion to reach out to local artist groups, find out which groups want to be included, and provide a link on the Commission's web page that advises where interested parties may check when looking to hire an artist. Action items: ,/ Commissioner Chokshi will reach out to F ALC and Art Summit. ,/ Commissioner Sanchez will reach out to Open Studios. ,/ All commissioners will return to next meeting with a report of which organizations would like to be included on the F AC web page. 7. Potential performing arts centers Chair Matley and Commissioner Leong motioned for this item to be continued to the next meeting to allow adequate time for discussion and commissioner reports. COMMISSIONER REPORTS AND ANNOUNCEMENTS • Commissioner Sanchez attended the June 1 st mayor's meeting and discussed performing arts and will attend the next August 3rd meeting. • Commissioner volunteered to attend the October 5th mayor's meeting. Chair Matley attended the Crest Awards, reception for Shakespeare in the Park and discussed that organization's interest in creating partnerships in Cupertino. Commissioners suggested teaching opportunities for children to be incorporated into the event.
