BPC 04-12-00 MINUTES I REGULAR MEETING OF THE CUPERTINO BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE April12,2000 Conference Room A START 7:40pm ROLL CALL Committee members present: Bernie Album, Doug Herrick, David Greenstein, Fred Holmes, Anne Ng, Joseph Walton Committee members absent: Chris Klein Staff absent: Raymond Chong Guests: Kevin Jackson, Richard Lowenthal APPROVAL OF MINUTES - March 13, 2000 Motion by Anne, Second by Fred, Minutes approved WRITTEN COMMUNICATIONS None ORAL COMMUNICATIONS Doug: Bumps in road at Homestead and Rt 85 not fixed yet. Kevin: Missing patch of road at Stelling & Valley Green. Debris on Homestead near Lawrence. Doug: Will tell Ray about Stelling. Debris near Lawrence is outside Cupertino domain. David: Will bring up debris issue with Santa Clara BAc. Kevin: Sunnyvale to do 3 energizer stations for Bike-to-Work Day: Mary & Maude, CalTrain Station, and FremontJEl Camino/Wolfe intersection. CONSENT CALENDAR None OLD BUSINESS Budget 2000-01 Doug will represent CUBP AC to lobby City Council. Joe suggested to thank the Council for the current Stevens Canyon Road improvements. Subcommittee Reports a. Pedestrian Transportation Plan:. Several members made edits to the plan, and Doug reviewed. Handoffto Joe to incorporate changes. Richard has a copy of the Portland, OR plan, and will forward it to Doug. b. Bicycle Transportation: Bernie made a list of bike thoroughfares to consider for signage. Joe, Bernie, and Fred will meet April 17 and pare down the list. c. Cycle Commute Cupertino: Anne passed out packages for members to distribute to bike shops. It contained handouts and a letter to the shop owner/manager. Joe will create plastic stand information and distribute to members later this week. Bernie will distribute posters to the local schools. Joe got Giro to contribute helmets and design a Bike-to-Work graphic. David is working with DeAnza College instructor to hold student contest to create a Bike-to-Work graphic. The committee approved spending up to $200 for the contest. Anne mentioned energizer stations will be located at Quinlan Center, Apple (DeAnza), and HP (Tantau & Pruneridge). There was much discussion about paying for prizes. and the first idea was to raffle off $50 gift certificates from bike shops. Anne does not want the prize incentive to be a hollow gesture to cyclists and a waste of taxpayer money. No resolution was made, so Anne, Joe, and David will come back to the committee with their proposal by the end of the week. Richard and Doug suggested giving away valuable "prizes" at the energizer stations, like logo t-shirts, water bottles, and patch kits. They reasoned the bike shops would subsidize these prizes since they are perfect for marketing the shop names. Again, Anne, Joe, and David will come back to the committee with a recommendation. Mary Avenue Bicycle Foot Bridge: Doug rescheduled the next meeting to May 18. Union Pacific Railroad Trail: Ray and Anne appeared at the last County meeting. There is support, but it needs political clout too. Byron Shur's aide cycle commutes, but they still need to get a county supervisor for support. Once all of the people are lined up in support, then they will approach UP. Joe mentioned VT A is also using UP right-of-way for an extension of the light rail. VT A's Mike Evanhoe may be an asset to the trail project too. Stevens Creek Recreational Trail: No news. f. Santa Clara Transportation Authority Reports a. Bicycle Advisory Committee: Joe reiterated the Mary Bridge project got highest marks out of all bike projects. Dangerous Page Mill underpass/on ramp to Rt 280 is be reviewed by DeRobertis to allow bikes to cross safely. b. Valley Transportation Plan 2020 - Bicycle Element: No news. Capital Improvements Projects & Neighborhood Traffic Calming Measures Reports Ray was absent, so agenda item was passed over. Bikes Belong Grants Ray was absent. so agenda item was passed over. Recreational Trails Immunity Doug reported that maintenance of the trail will be in the plan, so we can take this item off our list. NEW BUSINESS Safe Routes to Schools Program Doug prepared a letter to Raymond Chong that supports Ray's proposed bicycle and pedestrian improvements to improve safety at schools. Doug asked for a vote from the committee to endorse the letter.
