BPC 05-08-00 MINUTES REGULAR MEETING OF THE CUPERTINO BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE May 8, 2000 Conference Room A START 7:35pm ROLL CALL Committee members present: Doug Herrick, David Greenstein, Chris Klein, Anne Ng, Joseph Walton Committee members absent: Bernie Album, Fred Holmes Staff: Raymond Chong Guests: Phil Underwood APPROVAL OF MINUTES - April 12, 2000 Motion by Anne, Second by Joe, Minutes approved WRITTEN COMMUNICATIONS None ORAL COMMUNICATIONS Phil: Showed off a "Let's Go Walking" pamphlet and other pamphlets highlighting pedestrian tours through towns. Phil suggested it could be done in Cupertino. CONSENT CALENDAR None OLD BUSINESS Subcommitt.e Reports a. Pedestrian Transportation Plan:. Doug got a copy of the Portland, OR Pedestrian Plan. Ray will make copies for everyone in the committee and distribute for review. b. Bicycle Transportation: Joe, Fred, and Bernie created a list of major attractors in Cupertino. They included De Anza College, Flint Center, all high schools, the City Center area, the major parks, the Post Office, VaIco Fashion Park, and the YMCA Northwest. Ray will present these to city staff for review. Signs will follow VTA guidelines and be posted under "Bike Route" signs. Doug suggested only one destination per Bike Route pole. c. Cycle Commute Cupertino: Bike-to-Work (BTW) Day scheduled next Tuesday, May 16. Joe brought a BTW poster created and donated by Giro. David suggested a thank you letter be sent for poster, and Doug will draft that letter. Doug's son hosts a radio program at Santa Clara University and could do a spot announcement for BTW Day. Doug will write PSA. Anne will ask Donna Krey to put our poster and an announcement about BTW Day on the City Channel. Doug, Joe, and Anne visited bike stores and handed out signs and literature. Eleven shops signed up, but Anne said only one prize so far. Joe promised to get prizes from his bike shops by the end of the week. Anne said Bernie contacted someone at each high school, and HP and Apple are set to hold their energizer stations. Chris, David, Anne, Joe, and Doug volunteered to staff the Quinlan energizer station this Tuesday. Anne, Joe, and David will enter the data from the yellow "I Commuted by Bike" cards. Mary Avenue Bicycle Foot Bridge: Doug reminded us the meeting is coming up May 18, 3 :30prn in City Hall. Ray showed a letter he received from Victor Pickering, manager of Casa De Anza apartments, supporting the Mary Avenue bridge project. Union Pacific Railroad Trail: Anne emailed Rails-to- Trails and they suggested fmding out who owns the right-of'way. They also suggested pushing a cantilever bridge for bikes at the two narrow overpasses. Ray says UP owns most of the right-of-way, with easements for the Water District and PG&E. Ray announced the City of Campbell created an official resolution supporting the trail. Stevens Creek Recreational Trail: Ray said Jana Sokale met on April 13 to discuss major trail challenges over Stevens Creek and McClellan Road. Prices on each of the projects would equal the whole budget, so a meeting on May 16 will look further into these issues. d. e. Santa Clara Transportation Authority Reports a. Bicycle Advisory Committee: Joe reported the Rt 280/Page Mill issue is ongoing. Conflicting opinions between local authorities and County Roads on right-of-way. Michelle DeRobertis is to create a recommendation. b. Valley Transportation Plan 2020 - Bicycle Element: No news. Capital Improvements Projects & Neighborhood Traffic Calming Measures Reports Ray reported on seven projects either in the works or to be started soon: McClellan Road School Zone Pedestrian Safety, De Anza Blvd bike facility improvements, Stevens Creek Recreational Trail bike facility improvements, Foothill Blvd bike lanes, South Stelling Road bike facilities, and Mill Avenue bike facility improvements. Joe observed the improvement of red paint used for crosswalks in front ofthe Post Office. Anne noted the new crosswalk signals on McClellan do not deter motorists. Phil suggested police enforcement to gain compliance. Bikes Belong Grants Ray asked for suggestions for the $IOKgrant application. David suggested using it to build or improve bike facilities at Monte Vista High given they lost many parking spots to portable classrooms. Someone needs to contact the school to get them involved. NEW BUSINESS Bicycle Citation Diversion Policy No news to report. Wbeel Deal VII Ray will make the presentation for Cupertino City. Anne, Joe, David, Doug, and Ray will attend.
