Regular Meeting

CALL TO ORDER
At 7:40 p.m. Chairman Beard called the meeting to order in Conference Room A
and led the Pledge of Allegiance.

Commissioners present: Steve Beard; Diane Ikeda; Robert Lerner (8:09 p.m.);
Sheila Mohan; Mary Sievert (7:45 p.m.); Rita Young.
Commissioners absent: Springmeyer
Staff members present: City Clerk Kimberly Smith; Recording Secretary Dorothy
Steenfott.

APPROVAL OF MINUTES
A.
Minutes of the regular meeting of November 28, 1995. Ikeda moved to
approve the minutes as recommended. Motion carried unanimously.
Lerner, Sievert and Springmeyer absent. At 7:45 p.m. Sievert was present.
5.
NEW BUSINESS
Joy Loraine Wilson from Creativity Unlimited discussed her organization and
gave a slide presentation about their organization's work, including some of the
art work they had created. She explained that it provided a fine arts program for
mentally, physically, and developmentally disabled adults. Ms. Wilson discussed
some ofthe organization's needs, including supplies, places to display their art,
and a new place for their studios. A video which was done by Channel II was
also viewed by the commission.
Bobby Winston and Charlie McCue from the San Francisco Shakespeare Festival
discussed plans to present Love's Labors Lost in Cupertino on August 16, 17, 18,
23,24,25. Performances will be held on Friday and Saturday at 7:00 p.m. and
Sunday at 5:00 p.m. They discussed the location, stage setting, advertising, and
plans for parking.

Zoe Thompson from the Fine Arts League informed the commission that they
show paintings at the Chamber of Commerce, DeAnza Library and the Quinlan
Center. She expressed interest in the Art of the City Directory which the
Commission was compiling.
At 8:09 p.m., Lerner was present.
6.
STAFF REPORTS
City Clerk Kimberly Smith discussed a new format for budget expenditures for
grants and special events which will provide a better picture of how the money is
being spent and the current balance.
7.
NEW BUSINESS
A.
Election of Chairperson and Vice-Chairperson.
Mohan nominated Ikeda for Chairperson. Ikeda nominated Sievert for
Vice-Chairperson. The nominations were closed and the Commission
concurred to appoint those individuals.
B.
Future Special Events.
Mohan discussed the possibility of getting music teachers to do a sing-a-
long in the Spring. Mohan will get a list of teachers and call the Quinlan
Community Center to establish dates that would be available to hold the
event. An ad hoc committee of Mohan, Sievert, and Young was formed.

OLD BUSINESS
A.
Update on research assistance from San Jose State University Department
of Urban and Regional Planning.
Sievert stated that the instructor has developed the curriculum and the
students plan to give a presentation to the City in May on the concept of
the Heart of the City project.

B.
Update on loaned art and Art ofthe City.
Young gave an update on the survey form for loaned art for the Art of the
City project. The Clerk stated that the morion and City of Cupertino
should be added somewhere on the survey before it's final. It was decided
that the paragraph regarding liability issues be removed at this time until
some responses to the survey are received. Young will arrange for the
Chamber of Commerce to distribute the completed survey form to its
members.
C.
Update on agreement with Mr. Zhao.
City Clerk reported that letters have been prepared for Mr. Zhao which
acknowledges his gift to the City of the painting "Spring In Cupertino".
When that form is returned, a follow-up letter from the City Manager will
be sent to Mr. Zhao.
9.
ADJOURNMENT
At 9:55 p.m., the meeting adjourned. The next regular meeting will be February
27,1996 at 7:45 p.m.
