MINUTES OF THE BICYCLE PEDESTRIAN COMMISSION
JUNE 16,2004
1. CALL TO ORDER
Meeting called to order at 7:05 P.M. by Chair David Greenstein.
2. ROLL CALL
Bicvcle Pedestrian Commissioners: Joe Walton, Geoffery Paulsen, David Greenstein

Absent: Hua Julia Fu (arrived 7:15) and May Koski (arrived 7:20)
3. WRITTEN COMMUNICATIONS
Two wa1k!bike-to-school surveys. VTA letter announcing Joe Walton's reappointment to
VT A Bicycle Pedestrian Advisory Committee.

5. APPROVAL OF MINUTES
No minutes were submitted for approval.
6. OLD BUSINESS
A. Pedestrian access across Portal School grounds - Diane reported that Glenn Goepfert
got a call from Van Adams ofCUSD. Glenn said CUSD will keep pedestrian access open
between Blaney Road and Portal Park. Neighbor Ian Colson spoke in approval of
CUSD's decision.
B. School Surveys -Julia and her son wrote an article on the results of the walkinglbiking to
school survey. The Commissioners suggested putting the article in the Scene and the
Cupertino Courier. David suggested forwarding the article onto Rick Kitson, Public
Information Officer of the city, to the Chinese newspaper and a report to City Council.
Joe reported he met with David to discuss a walking school bus seminar for parents who
volunteered on the surveys. Joe read a draft letter for this seminar. Julia pointed out
volunteers only put their email or phone numbers. David and Joe will contact the
volunteers.
Resident Anne N g reported other cities and community groups interested in copies of our
survey.
C. Bike-to-Work Week -David, Joe, and May participated in the Quinlan Energizer Station
this past May. Anne Ng reported 33 cyclists signed the guest book and 85 total cyclists
passed by the station from 6:30-9 AM. No report from the other stations at Apple and
HP.

D. Regnart Creek Trail -David mentioned the special BPC meeting in July to walk the
creek with neighbors and hear their concerns. The BPC meeting will start at 6:30 PM
instead of7 PM. Diane said the city will send out notices to neighbors. Meeting place will
be at City Hall parking lot at 6:30 PM. Geoff suggested getting the Santa Clara County
Water District to send a representative, and Diane will check. Julia mentioned she will
not be present for that meeting. Geoff requested a large aerial photograph. Joe sees this
coming meeting as information gathering. Neighbor Robin was concerned with danger of
kids at Blaney intersection, and she requests good notes be taken during the walkthrough.
E. Mary Avenue Footbridge -Diane reports that the city is waiting for paperwork from
Biggs Cardoza. Joe highlighted the feasibility report, its mitigation measures, and
suggested the process could be used as a model for the Regnart Creek Trail.
F. Stevens Creek Trail/Regional Creek Trails -No update status. Mt View is holding a
public meeting on June 22 to discuss a new reach of the trail connecting EI Camino Real
to the Mt View High School.
7. NEW BUSINESS
A. Street Smarts update - Diane reports the $2500 will be approved on June 21 by City
Council. David brought statistics on bicycle/pedestrian collisions from San Jose, a report
on the ineffectiveness of stop signs, and statistics on traffic calming devices. Geoff is
interested in low cost traffic calming devices and he will bring examples for the next
meeting.
David mentioned that Public Safety Commission is still discussing a road between
Lincoln and Monta Vista schools. Geoff made a motion that the Commission send a
delegate to the Public Safety Commission meeting and suggest to keep road closed to
cars, Joe seconds. David amended that Geoff be the Commission's delegate, Joe
seconds. Motion passes unanimously.
8. OTHER ISSUES
May was concerned a short traffic light for wheelchairs across Stevens Creek Blvd at Mary.
Diane would investigate solutions. May was also concerned about bicycle groups jamming
intersections, especially Rainbow and Stelling.
9. ADJOURNMENT
Motion and second to adjourn, voted unanimously.
Meeting was adjourned at 9:00 P.M.
