PSC 04-14-04 " CUPEIQ1NO MINUTES OF THE JOINT MEETING OF THE BICYCLE PEDESTRIAN (BPC) AND PUBLIC SAFETY COMMISSIONS (PSC) APRIL 14,2004 1. CALL TO ORDER Meeting called to order at 7:00 P.M. by Assistant Director, Glenn Goepfert. 2. SALUTE TO THE FLAG 3. ROLL CALL Bicvcle Pedestrian Commissioners: Joe Walton, Geoffery Paulsen, David Greenstein, Hua Julia Fu, and May Koski Public Safetv Commissioners: Nolan Chen, Barry Chang, Charles Caldwell, and Jay Cena Staff: Glenn Goepfert, Assistant Director of Public Works Absent: Public Safety Commissioner, Hugh Riddell Guest: Linda Crabill, City of San Jose, Community Relations Manager 4. MINUTES A. Public Safety Commission approved minutes of March 11,2004, unanimously 4-0. B. Bicycle Pedestrian Commission approved minutes of March 17, 2004, unanimously 5-0, with the exception that the spelling of Geoffery Paulsen, Vice-Chair name be corrected. S. ORAL COMMUNICATIONS - Bicycle Pedestrian received an electronic mail from Sunnyvale BP AC will be discussed at the May 19, 2004 meeting. 6. WRITTEN COMMUNICATIONS - None. 7. REPORTS A. Santa Clara County Fire District - No written or oral report. B. Santa Clara County Sheriff Department - No written or oral report. C. Commissioner's - None 8. OLD BUSINESS A. School Traffic Project - In March 2004 and in connection with Monta Vista High School campus circulation review, PSC Commissioner Riddell suggested that the PSC compile a draft letter soliciting interest for the surrounding schools and PIA's in forming Pagelof3 a committee to address neighborhood traffic issues. BPC Commissioner Greenstein made some suggestions to PSC Commissioner Chen regarding the draft letter. The PSC agreed with the input and will make the necessary changes and will finalize the letter and bring it back to the May meeting. B. Public Works presented Commissioner Fu of the BPC with returned completed walking / biking school surveys and it was noted that the bulk of the completed surveys would be arriving from the schools soon. Discussion followed with the BPC and the PSC. 9. NEW BUSINESS - Linda Crabill, City of San Jose, Community Relations Manager made a special presentation to both the Commissions on "Street Smarts" program. A. Some of the highlights, as follows: a. Street Smarts is meant to encourage regional partnership. b. By 2020 the World Health Organization (WHO) indicated that traffic accidents will be the third leading cause of death worldwide. c. Street Smarts is a three (3) year program to impact behavior. d. Minimum package for the program partnership is $2,500.00, in which the neighborhood kit includes video, 20 discussion points, and traffic cahning toolkit. B. After the presentation each Commission voted unanimously to recommend to the City Council that the City adopt the Street Smarts program and that each Commission appoint members to coordinate and research activities directed toward the City's use of the Street Smarts program. a. BPC - Appointed Commissioners Greenstein and Koski. b. PSC - Appointed Commissioner Chang. C. The Commissions (BPC & PSC) also suggested that Captain John Hirokawa, Captain, Santa Clara County Sheriff Department and the City's Rick Kitson, Public Information Officer regarding input and coordination of Street Smarts. 10. OTHER A. Welcome new Commissioner, Mary Koski to the Bicycle Pedestrian Commission. 11. ADJOURNMENT Motion to adjourn by BPC and PSC, voted unanimous, by all in attendance.
