PSC 03-11-04 I CUPEIQ1NO MINUTES OF THE REGULAR MEETING OF THE PUBLIC SAFETY COMMISSION MARCH 11,2004 1. CALL TO ORDER Meeting called to order at 7:09 P.M. by Commissioner Chen. 2. SALUTE TO THE FLAG 3. ROLL CALL Commissioners: Nolan Chen, Hugh Riddell, Barry Chang, and Jay Cena Staff: Ben Lopes, Chief Santa Clara County Fire Department Vicki Guapo, Senior Traffic Technician Absent: Charles Caldwell and Glenn Goepfert Guest: Bernd Stamme (Presidio Dr.), Steve Hill (presidio Dr.), and Susan Camilleri (Wilkinson Ave.) - Tri-Schools Action Committee (TSAC) 4. MINUTES - Minutes of January 8, 2004 and February 12, 2004, motion by Commissioner Riddell, seconded by Commissioner Chang, approved unanimously 4-0. 5. ORAL COMMUNICATIONS - None 6. WRITTEN COMMUNICATIONS - None. 7. REPORTS A. Santa Clara County Fire District - Chief Lopes delivers and reports on the month of January 2004 statistical data for call outs and property damage. B. Santa Clara County Sheriff Department - No oral report. February 2004 statistical data and public safety report was distributed to Commission at this meeting. C. Commissioner's - None 8. OLD BUSINESS A. School Traffic Project - Residents and Guest Stamme, Camilleri, and Hill, presented to the Commission a visual and published presentation, listing their concerns for the proposal of using the fire lane on Monta Vista High School campus as circulation and exiting onto Fort Baker and Presidio. In addition, the Commissioners were informed for the past six (6) weeks Kennedy Middle School has started five (5) to ten (10) minutes of Monta Vista High School adding to the congestion in the area for the convenience of a few, that have children at both schools. Addressing response time by emergency agencies during start and release times from the schools is a real concern too. Discussion followed. Page 1 00 Commissioner Riddell suggests that the Commission compile a draft letter soliciting interest for the surrounding schools and PTA's in forming a committee to address neighborhood traffic issues. B. Secretary for the Commission will be rotated each month throughout the members starting April 2004. In addition, Commissioner Chen, current Chair, has requested that he be exempt from the task of recording the minutes. Unanimously agreed. a. Recording the minutes and rotation has been determined as follows; Commissioner Chang will record April, Commissioner Cena will record May, and Commissioner Riddell will record June. 9. NEW BUSINESS - A. Joint Meeting with the Bicycle and Pedestrian Commission - Commissioner Chen informed the Commission that a special joint meeting has been set up for April 14, 2004 (Wednesday) for a presentation by Linda Crabill, Community Relations Manager with the City of San Jose introducing "Street Smarts," an education program. Commissioners Chen, Chang, and Cena will attend, if no conflict. B. Commissioner Cena has asked that the Commission program time to review the current Public Safety Commission goals and/or educate the newer Commissioners what the Commission is working on and if they are in connection with the City Council and City plans or expectations. 10. OTHER A. With the joint meeting on April 14, 2004 no regular meeting will be held on the second Thursday of April 2004 at 7:00 P.M. B. Commissioner Cena attended Commissioners' Reception on February 25, 2004 and Commissioner Chen attended the Mayors Breakfast in February and met Commissioner Walton with the Bicycle and Pedestrian Commission. C. Commissioner Chen informs the Commission that the Office of Emergencies Services (OES) now has an office and training center setup in Valko Shopping Center. 11.
