BPC 07-20-2016CUPERTINO MINUTES MINUTES OF THE REGULAR MEETING OF THE BICYCLE PEDESTRIAN COMMISSION July 20th, 2016 The meeting was called to order at 7:05 p.m. ROLL CALL: Present: Vidula Aiyer, Pete Heller, Erik Lindskog, Sean Lyn, Gary Jones Staff: David Stillman (Senior Civil Engineer) Others Present: Shivani Tripathi, Craig Hofstetter, Gerald "Jerry" Tallinger, Shivani Tripathi, Amay Karvat, Gerhard Eschelbeck, Larry Dean, Revathy Narasimhan ORAL COMMUNICATIONS 1. Sean Lyn expressed concern about bicyclists using cell phones. 2 . Larry Dean and David Stillman talked about school education program that is kicking off this fall. WRITTEN COMMUNICATIONS 1. From Jerry Tallingner (email to David Stillman): Last night at the PSC Meeting Rob McCoy commented that he got a communication from a resident in the form of a request to investigate the situation at the Cristo Rey roundabout at the Cemetery and several other streets and other Cristo Rey locations. Andy Huang also commented on the issues and said he also sees the issues. The discussion centered around the cyclist not following rules-of-the-road as follows : a. Cristo Rey @ N Foothill Blvd traffic light cyclist zipping through dangerously. b. Cristo Rey roundabout -cyclists cutting through wrong way instead of going around circle. c. Groups of 5 or more cyclist traveling abreast slowing many cars and holding up traffic, down to about 5 mph, especially going up the hill. d . All referred to Sheriff liaison Lt. Robert Durr for enforcement measures and Bike-Ped Commission for possible recommendation to the city public works dept. The consensus of the commission was that these issues primarily are enforcement issues and as such are best handled by the Sherri££' s office. David Stillman will check though and see if there are some modifications that could be warranted at the round-about. Regarding the bicyclists biking slowly side-by-side it was noted that under certain circumstances bicyclists are allowed to 'take-the-lane' although it was not clear if these circumstances were present in this case. ORDERS OF THE DAY 1) Staff Report (David Stillman) a. David and Chelsea Biklen developed SRS logo (marketing) and cheat- sheets for distribution. Safe driving/walking check lists for involvement in SRS. Steps and resources, for giving away at events. b. David informed that the school survey will be analyzed by Staff and distributed. David will try to bring the data to the next meeting. c. David also plan to bring the walk audit data from Monte-Vista high school and Lincoln elementary to the next meeting. d. Walk audit from Monte-Vista and Lincoln -David to share next meeting e. Sean Lyn also informed that CUSD are revamping parking lot designs one by one which may open some opportunities to influence for walking and bicycle improvements. 2) VTA BPAC Report (Gary Jones): July meeting cancelled. Next meeting on Aug 10. APPROVAL OF MINUTES 3) The Commission approved the June 15, 2016 minutes unanimously. OLD BUSINESS 4) Bicycle Transportation Plan Implementation (David Stillman): David went over some updates/clarifications regarding the items in the different groups in the plan. Sending out requests for bike consultant proposals, to assist with design. Especially to help with class 4 projects, the bike boulevards and the public outreach. David met with Parks and Rec for feasibility study for the 'UPRR' and '280' trails. Council asked for alternative east-west route to Steven's Creek Blvd, say along McClellan etc. VTA will be kept in loop for Steven's creek separated lanes, especially for design by bus-stops. Pete: How will the separation be designed? David: Will ask for input. Gary: Rapid 523 buss, will it be center platforms in the medians? David thinks no. Bridge over 85 study will happen a little later. Has unknowns related to Oaks development. Possible transit center. Barry Berman, head of rails to trails, to be involved also (Pete and David). BPC will be involved/informed at each meeting. David will cross-reference projects with streets due to be paved. Carry over items from 2015 plan: Some class I trails in 2015 plan to be coordinated with park works Green paint going in on Stelling The bike-box on Stelling by McLellan: David, Presented at CTCDC to get approval for the bike-box. Allows bikes to get over to left lane easier and allows bikes to be in front of the cars. Have not gotten complaints about the bike-box. Did get complaints about the reduction from two to one lanes though. Bike box suggested on McClellan turning into Bubb, and on Stevens Creek Blvd by 85. 5) Updates to BPC Items Catalog (Lindskog) a. No new version. NEW BUSINESS 6) Protected Intersections (David Stillman) Suggestion from Frank Geefay were presented by David. The proposed intersection design was discussed. Some questions arose regarding how the intersection works and how safe it is. David plans to go to Davis and study the design there. 7) Public Relations Subcommittee (David Stillman) David proposed that the BPC, if so desires, appoint a two person subcommittee for public relations. Sean, seconded by Gary, propose to appoint Vidula and Pete. Approved. 8) Biking on Sidewalks (David Stillman) Communication from Dick Lane -Essence seem to be a proposal to allow bikes on paved trails parks and on private property but not to allow bicycles in cross walks. Pete proposes to change to exception for children to 'up to 10 years old' as opposed to the current 'under 10 years old'. Pete also proposed carve-outs for special roads, e.g . Rain-Bow. Support from Revathy Narasimhan. David: Pacifica carve-out to be removed (as it no longer has the road narrowing). Erik proposed for Cupertino to follow San Jose's formulation and allow children up to 12 years old and their guardians to bicycle on side-walks. David proposed we only allow riding on the side-walk in the direction of traffic, citing safety concerns. The commission agreed to propose allowing children up to 12 years of age and their guardians to bicycle on side-walks. Also agreed to propose to allow bicycles on paved trails in parks and on private property but not in cross walks . However, also propose biking on sidewalks only to be allowed in the direction of traffic . Pete to come up with precise language. 9) Items for Future Meeting Agendas a. Rodeo planning 10) Extra item (David Stillman) a. Letter of support for grant for Class IV from the VTA . Vidula will sign. 11) Next Meeting-Information a.
