SCC 03-25-04 APPROVED Senior Citizens Commission CITY OF CUPERTINO REGULAR MEETING THURSDAY, March 25, 2004 1. CALL TO ORDER Chairman Yap called the meeting to order at 2 p.m. 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL Commissioners present: Linda Walker, Frank Yap, Estelle Incociati, Mavis Smith, Christine Pierce None Julia Lamy, Supervisor; Marie Preston, Administrative Secretary Commissioners absent: Staff present: 4. ORAL COMMUNICATIONS A. Ralph Otte, Lucky Oak Street, spoke in favor of establishing a sister city relationship with one of four recommended cities in the Pearl River Delta in southern China. He discussed the need for 20 people who might be interested in this project, and provided contact information. 5. WRITTEN COMMUNICATIONS - None 6. NEW BUSINESS A. Review the Case Management Program and make recommendation to City Council- Supervisor Lamy presented an outline on the scope of the case management program in Cupertino and how it links with the countywide program. She also reported that she had submitted a budget asking for the case management program to be funded in the next fiscal year. Supervisor Lamy answered clarifying questions from the Commission. Commissioner Smith asked if a volunteer case manager would be accepted. Supervisor Lamy stated that the Senior Center has an active volunteer program that does wonderful work. She was unsure if there were any volunteer assignments in the county with such a protocol. She also stated because she, herself, was not a licensed case manager or degreed, and it would be difficult for her to accurately supervise a volunteer. Senior Citizens Commission March 25, 2004 Page 2 of3 Supervisor Lamy noted that to get the matching funds from the county, a caseload of 120 cases per year is required. (Prior case manager did 130 in 2003). Every month, a report is given to the county and they in turn send a check. The last report given to the County was in December 2003. Commissioner Pierce asked if the census data showed that the aging population was increasing or decreasing in Cupertino, and Supervisor Lamy answered that this information is being researched. Commissioner Yap asked if there had been an uproar with the vacancy of the case manager? Supervisor Lamy stated that most days, they get two to three requests for services. Commissioner Pierce asked why the internship support was eliminated from the current funding request and what was the role of the interns. Supervisor Lamy stated that in tandem with the case manager, two interns assisted in the expansion ofthe number of cases. In the first year, a new case manager will probably not be able to get up to speed while supervising two interns. This information will be included in the report to City Council requesting funding. Public Comments Jack Peter, Linda Vista Drive, spoke in favor of requesting funding ofthe case manager position at the Senior Center. Diane Snow, retired Cupertino Senior Center Recreation Supervisor - Supervisor Lamy read a fax from Ms. Snow giving her opinion of the case management program and asking the commission to consider supporting the case management program at the Cupertino Senior Center. ACTION: A motion was made, seconded, unanimously passed to have a proposal for full funding of the case management program made to the City Council. 10. MISCELLANEOUS - NO ACTION REQUIRED A. Commissioner Reports: a. Commissioner Smith reported that Mr. Otto may not have received a response regarding his recommendation for a crosswalk across Stelling Road, and that he had been talking to two mayors and one commissioner without any confirmation that someone in the city was looking into his comments. Commissioner Smith investigated and found that Glenn Goepfert, Assistant Director of Public Works, had received the comments, but no response had been sent back to Mr. Otto. Commissioner Smith requested that someone Senior Citizens Commission March 25, 2004 Page 3 of3 c. contact him about his comments and give him an update. Staff stated they would make contact with Mr. Otto. Chairman Yap reported on the Mayor's breakfast he attended on March 16 where he met with other commissioners and discussed their various plans and issues.
