Amended PRC Minutes1 PARKS AND RECREATION COMMISSION CITY OF CUPERTINO Regular Meeting AMENDED MINUTES Thursday, March 3, 2016 at 7:00 p.m. Community Hall, 10350 Torre Ave., Cupertino, CA Note: This meeting will be televised CALL TO ORDER Chair Stanek called the meeting to order at 7:02 p.m. in the Community Hall Council Chamber, 10350 Torre Ave., Cupertino, CA. PLEDGE OF ALLEGIANCE ROLL CALL Commissioners present: David Fung, Helene Davis, Carol Stanek, Judy Wilson, Neesha Tambe Commissioners absent: None Staff present: Carol Atwood, Christine Hanel, Tom Walters, Gail Seeds, Rachelle Sander, Jeff Ordway, Kelsey Hayes, Dave Jahns, Barbara Banfield, Molly James, Keith Wandry ORAL COMMUNICATIONS Noel Eberhardt, Cupertino resident, spoke regarding Kennedy Middle School field use for gliders. Rhoda Fry, Cupertino resident, stated that busses going to Blackberry Farm should only have one option-Stevens Creek Blvd. she asked about running funds for Blackberry Farm through an enterprise fund. Director Atwood responded to the question. Discussion followed. APPROVAL OF MINUTES 1. Regular meeting of February 4, 2016 Commissioner Wilson moved to approve the minutes of February 4, 2016. Commissioner Tambe seconded and motion passed unanimously. STAFF AND COMMISSION REPORTS Director of Recreation and Community Services, Carol Atwood reviewed the February and March events: □ Working with MIG consultants for the S.C. Corridor Master Plan 2 □ City Wide Parks, Open Space and Recreation Master Plan website launched this week and an on-line survey is scheduled to be available 3/26. □ Stocklmeir Orchard harvested on 2/14. Estimated 4,150 pounds of fruit that went to local food banks (included West Valley Community Services). In 2014 the harvest was 2,000 pounds □ City’s budget process will begin and includes Fee Schedule proposals □ Closed Session on 3/1 to discuss next steps for Lawrence/Mitty park project □ MIG presentation to Parks and Recreation Commission for Stevens Creek Corridor Master Plan -3/3 (Council Study session scheduled 4/5) □ Senior Center Volunteer Recognition Lunch/event on 3/19 □ Big Bunny 5k and Fun Run-3/26 □ First Intercept event for City Wide Parks, Open Space& Recreation Master Plan at Big Bunny on 3/26 □ Next Intercept event for City Wide Parks, Open Space & Recreation Master Plan will be Earth Day 4/30 Other upcoming events: The Joint Cities Stevens Creek Trail Feasibility project tentatively scheduled on to go to Council early May. Cupertino Day at Blackberry Farm is May 7. Commission Reports: Commissioner Tambe walked the corridor. Commissioner Fung attended the City Wide Park Master Plan meeting. Chair Stanek attended the City Wide Park MP meeting, Stocklmeir orange harvest and Mayor’s meeting. NEW BUSINESS 2. Community Theatre Update – Rachelle Sander Discussed the upcoming theatre program. Partnering with San Francisco Shakespeare. Cost is $27,000 and City plans to recoup most of the cost. 3. Field Use Policy and Big Bunny 5k Update – Jeff Ordway Jeff reported that the Big Bunny event attendee age ranges from one month to 102 years old. This year’s event is 3/26/16. Number of attendees has ranged from 230 in 2006 to 1,200 current projection. Field Use Policy- Updated in 2004-Jeff reviewed current policy. Permitting process is twice a year. Resident rate $11/player and Non-Res. From $22- $88/player. Fields have reached capacity. Annual revenue $175-$200K. 3 4. New Facility Use Policy – Kelsey Hayes Kelsey discussed the new proposals for facility use going to City Council. Goals are to streamline process for our customers, provide consistent rental process throughout facilities and automate the rental and insurance process. Fees have not increased in 10 years, therefore, a thorough market analysis completed to ensure rental fees are competitive. Presentation attached. OLD BUSINESS 5. Stevens Creek Corridor Master Plan Update - MIG Laurie Matthews, Director of Preservation Planning & Design for MIG, presented recap of master plan progress to date. Presentation attached. Comments from Commissioners: Commissioner Wilson – Keep a café at Blackberry Farm; nice plan, listened to community; cut community garden plots in half without making footprint bigger; need additional parking especially at McClellan West; move golf and clubhouse little to the north. Commissioner Fung – Asked about the golf course financials. Suggest a separated bike path be incorporated into design along Stevens Creek Blvd. Suggest a frontage path is safer with possible path from Mary to trail. Would like to know more about a future bicycle/pedestrian underpass. San Fernando is narrow and dangerous. Suggest looking at separate path for pedestrians and bikes. Commissioner Davis- Good job listening to the community. Like the trailhead feature with interpretive signage. Educate reason for the underpass. Need lap swimming. Likes the bridge to Stocklmeir. Safety issue is high down San Fernando. Would like to see the McClellan Barn renovated. Like the new golf clubhouse, and the meadow parking at McClellan Ranch West. Commissioner Tambe- Agree with other commissioner comments. Happy to see smaller golf course footprint. Like the parking concept. Split the community garden plots. Wants lap swimming at Blackberry Farm swimming pool. Chair Stanek-Proceed with next step (environmental report) for this Plan for the Stevens Creek Corridor while simultaneously proceeding with the City Wide Master Plan for Parks, understanding that the Council decisions and/or the City Wide Plan may result in a different result for the pool modifications. 4 Public Comments: Shani Kleinhaus, S.C. Valley Audubon Society- Commented that she thought the revised plan reflected the community concerns. Would suggest moving golf clubhouse a little north. Ann Ng, Cupertino resident-Happy that wildlife area is preserved in corridor. Add more bike parking. Consider moving new building for golf course a little north. Reduce size of community garden plots and add new community gardens on east side of town. Does not agree with new entrance at McClellan West or use for parking. Unclear about future underpass. Rhoda Fry, resident- Asked about the leftover items from the Mitigated Negative Declaration; wants less activity and to run like enterprise fund (Atwood responded). Walkway idea at San Fernando will not address safety issues. Glad to hear pond areas will be natural habitat and use of on-site water source. Not in favor of re-building the legacy bar/restaurant. Still questioning the financials. Tina Ma, resident- Concerned about parking changes; asked where the rest of the Stevens Creek Trail is going; unclear about future underpass. Does not agree with new club house at Blackberry Farm Golf Course. Simon Lee, resident- Stevens Creek Trail should not to into Phar Lap Drive. Questioned if future underpass is the venue to move trail there. John Ennals, resident—Glad to see more appropriate plan for a Club house for golfers and likes the putting green concept. Would like to keep the slide at the Blackberry Farm pool. Would like to reduce wasted asphalt between the Captain Stephens play structure and the maintenance yard. A future underpass is worrisome because of the four cities Stevens Creek Trail plan. 6. 2015-16 Work Plan Carol Atwood stated that the current plan is on track. Adult Learn to Swim pilot program, pool has been identified, discussion underway with Prometheus complex management. International movie pilot program-looking at buying an inflatable movie screen and partnering with Library at Civic Center courtyard. Adding to Work Plan: Rotary Stocklmeir proposal-Wendell will present to Commission in April or May. Parks Make Life Better activity in June: Commissioner Stanek suggested flash mob venue at an existing event. Carol Atwood will investigate further. Discussion followed.
