MINUTES OF THE SPECIAL MEETING OF THE
BICYCLE PEDESTRIAN COMMISSION
February 24th, 2016

The meeting was called to order at 7:02 p.m.

ORDERS OF THE DAY
1) Staff Report (Stillman): April 71h City Council meeting debrief
a. Bike Plan update -item #5
b. Plan to seek City Council approval to make Safe Routes to Schools
Coordinator position full time -March 2nd.
c. Stevens Creek Trail follow up discussion at the City Council has been
deferred to May 2016.
d. Road Share Signage on McClellan is part of the broader Bike Plan.
2) VTA BPAC Report (Jim Wiant) -no updates
APPROVAL OF MINUTES
3) The Commission approved the January 201h1 2016 minutes as amended.
OLD BUSINESS
4) Updates to BPC Items Catalog (Lindskog)
a. Recommended to separate specific pedestrian crossing improvement item
on Stelling/ Alves from the more general request. The general request to
evaluate city wide pedestrian safety will be considered as part of
pedestrian plan update -an item to be taken up by the BPC after the bike
plan update is complete.
5) Bicycle Transportation Plan Update (Stillman)
a. March 9th -Alta bike plan recommendations public review meeting.
Commissioners Aiyer and Lindskog to attend from BPC.
b. Alta proposal cover bike network recommendation across city arteries,
type of bike facilities and prioritization.
c. Impact of new growth projects around the city is only considered at a high
level. Each project is responsible for its individual plans to incorporate
bike/ped friendly facilities.
d. Stevens Creek Trail not in BPC agenda, not in Alta plan; it is being
handled separately.
6) Walk-One-Week/Dero Discussion (Lyn) -N/A for BPC, owned by Teen
Commission.
NEW BUSINESS
7) Election of Chair and Vice Chair (Stillman)
a. Commissioner Heller recommended Commissioner Aiyer for BPC Chair
position and commissioner Lyn for Vice Chair. Seconded by
Commissioner Jones, the motion was approved.
8) Parent Survey for Comment Summary (Lyn)
a. No update on Bike/Walk/Carpool to school, deferred.
9) Charter Expansion of BPC (Heller)
a. David Stillman advised that the ordinance passed in forming the BPC,
specifically describes its charter to include bicycle, pedestrian, parking
areas only. To add other forms of transportation in the charter would
require a new ordinance from the City Council. BPC decided to take no
further action at this time.
10) Role of BPC in Development Review (Heller)
a. At the moment BPC is completely disconnected from City Planning and
development projects and bike/ped plans therein.
b. City Staff reviews and makes recommendations on development projects
which are then considered by the Planning Commission
c. City General plan includes City Policies on Bike & Ped facility
requirements for development projects.
d. BPC members took an action to review these guidelines and present any
recommendations for update in a future BPC meeting.
e. BPC commissioners are also encouraged to attend Planning Commission
meeting for better visibility.
f. Appointing a liaison to Planning Commission from BPC was discussed
but decision was deferred.
11) Carmen Bridge over Stevens Creek Blvd (Jones)
a. Commissioner Jones and Larry Dean presented a proposal to alleviate
traffic congestion and provide better alternate paths to schools on both the
north and south side of Stevens Creek Blvd. near Foothill Expressway,
Carmen Road area.
b. A bridge over Stevens Creek is a large project, not one for the hot-list.
c. Upcoming Bike Plan update recommendations for this area need to be
evaluated. If further action is deemed necessary, it will be added to the list
of items for the next bike plan update process.
