5.Draft Parklet Program for PRC 02.04.16Cupertino Parklet Program (DRAFT) 2-1-16 The City of Cupertino is interested in exploring a parklet concept that would turn small spaces into gathering places and foster appreciation of the outdoors. What is a Parklet? • Parklets make use of existing, unused pockets of outdoor space for the public to sit, rest, and meet. A parklet can be located on a street corner, public right-of-way, public or private property, and serve as an extension of our park system. Parklets generally provide amenities, such as a bench, picnic table, art work, or bookshare/library. • Parklets strengthen neighborhoods and maintain healthy and connected communities. • Parklets are to be adopted and maintained by applicant neighborhoods and businesses for daily upkeep, such as graffiti and litter. Selection Criteria Cupertino community groups, resident associations, neighborhood leaders, and businesses may apply for parklets. For the project to be considered, the applicant must: • Describe the location and proposed functions of a parklet space • List the primary users and surrounding land uses • Identify dedicated partners (neighbors, neighborhood or nonprofit groups, or businesses) for maintenance. For example, if the parklet is in a neighborhood, a neighborhood group, shall be listed as caretakers. If the parklet is to be located on private property, the property owners will act as caretakers. Funding & Liabilities Because Cupertino encourages community members to communicate and enjoy the outdoors, the city will fund up to $5,000/year for parklet amenities citywide. The city will identify approved benches and/or tables to be used in residential parklets. Additional design features paid for by private parties may be installed with prior city approval. Selection is based on the following criteria:  Neighborhood interest  Street traffic with low speeds (typically 25 mph or lower)  Existing pedestrian activity  Surrounding land uses  Visibility from adjacent businesses/neighborhoods  Existing shade trees  Existing street lights Once a project is approved in a residential area/neighborhood, the City will arrange for and install seating within eight weeks. If the parklet is on private property, residents will be reimbursed within 30 days once receipts are submitted.
