Monday, January 25, 2016
At 7:00 p.m., the meeting was called to order in Conference Room C, 10300 Torre
Avenue, Cupertino, California, and Chair Mahalingam led the Pledge of Allegiance.
ROLL CALL
Present: Chair Mahalingam, Vice Chair Diana Matley and Commissioners Russell
Leong and Michael Sanchez. Absent: -
ORAL COMMUNICATIONS
APPROVAL OF MINUTES
1. Minutes of November 23, 2015 Fine Arts Commission
Motions:
Commissioner Leong motioned and Commissioner Sanchez seconded the motion
to approve minutes from November 23, 2015. Motioned approved 3-0-1.
STAFF AND COMMISSION REPORTS
Piu Ghosh introduced Catarina Kidd, Senior Planner, to Commissioners. She will be
taking over as Staff Liaison for the Fine Arts Commission. Chair Mahalingam thanked
Piu for her guidance and service to the Commission.
Vice Chair Matley requested a copy of the approved Work Plan for 2016.
Catarina indicated that she will be sitting in on the commission interviews at 8:30
tonight, so this meeting will be adjourned before then.
NEW BUSINESS
2. Select Fine Arts Commission Chair and Vice Chair for 2016
• Chair: Diana Matley
• Vice Chair: Michael Sanchez
Vice Chair Matley nominated Commissioner Sanchez for Chair; Chair
Mahalingam nominated Vice Chair Matley for Chair.

Commissioner Mahalingham motioned and Commissioner Leong seconded
the motion to select Commissioner Matley as Chair and Commissioner
Sanchez as Vice Chair. Motion approved 4-0.
3. Young Artist Award ceremony, display and updates
• Commissioners Sanchez, Leong and Matley reported that they each had a
great experience and conversations with the Young Artist awardees and
their families.
• The Commissioners will attend city festivals this year for outreach for
their programs.
• Library will display artwork for three months, starting on February 6,
2016. Commissioners will meet at 8:30 a.m. to set up display.
Action I terns:
./ Commissioners will each contact their group winner with a reminder .
./ Commissioner Matley will follow up with Saailey Palekar and her family
with a reminder of the reception and award ceremony; she will arrive at
5:45 p.m. to set up artwork on easels; make name cards for artwork; and
print the Fine Arts Commission mission to display at reception .
./ Commissioner Sanchez will follow up with Maya Kapur and her family
with a reminder of the reception and award ceremony; he will make a
card for the Mayor with names of awardees; take photos during the
reception and awards; and call the Courier to remind them of the awards .
./ Commissioner Mahalingam will create a Powerpoint presentation with a
slide for each winner with their names and artwork to display during the
awards .
./ Commissioner Leong will follow up with Kathy Liang and her family
with a reminder of the reception and award ceremony, he will email staff
a poster-size PDF of the Young Artis Award handout to be printed on the
plotter and be on hand to assist the Mayor during the presentation .
./ Staff will print and mount a 24x36 copy of the Young Artist A ward
brochure on the city plotter and will contact Mayor Chang to invite him to
the reception.
4. Special Meeting in February for public art submission review
The Main Street art submission is anticipated by the end of February. A Special
Meeting was called for Monday, February 29, 2016. Agenda items will include
2016 Work Plan review and the Main Street public art submission review.

Commissioner Leong moved and Commissioner Sanchez seconded the motion to
call a Special Meeting on Monday, February 29th, 2016. Motion approved 4-0.
OLD BUSINESS
5. Fiscal year 2016-2017 Budget Requests
The Commissioners proposed an increase to the grant award budget of $300 and
$700 for plaques and display supplies. The breakdown is as follows:
F ALC Grant: $500
Distinguished Artist: $500
Emerging Artist: $500
Young Artists (3): $300
Supplies: $700
Total $2500
Motions:
Commissioner Sanchez moved and Commissioner Matley seconded to increase
the budget request for grants and supplies in FY 16-17. Motion approved 4-0.
6. Application forms, deadlines, marketing strategies for 2016 Emerging and
Distinguished Artist Awards
Outreach ideas included personal, direct outreach; invitation to F ALC
representatives to the March 2016 meeting; reach out to senior art classes; reach
out to high schools; reach out to the Teen Commission.
Flyers: design and distribute by April 1st, 2016; email to area art schools; post on
City of Cupertino social media; and post flyers at Library, Senior Center and
Quinlan Community Center.
Action Items:
./ Commissioners Leong and Sanchez will work on enhancing Emerging
and Distinguished Artists flyer .
./ After flyer is developed, application and website materials will be revised.

Chair Matley adjourned the meeting at 7:55 p.m. to the Special Meeting on February 29,
2016 at City Hall, Conference Room C.
