To expand enrollment of an existing child care facility under church sponsorship from 36
to a maximum of 76 students.
FIRST HEARING CONTINUED ENVIRONMENTAL DETERMINATION: Negative Declaration
Staff Pr~;!!i~rn: Mr. Piasecki reviewed the Application and presented an aerial :photograph;
he called attention to a traffic study presented by the Applicant which demonstrated:
Approximately 3.4 trips per child
Equal distribution of traffic from th~ east and \•/est oounc!
Only 5% of the trips "cut through" the adjacent residential area on Parnell Place
Staff verified the numbers presented by an on-site visit
He summarized that this Application was for an expansion of an existing Use Permit. Staff
recommended approval o[ this rec1ucst.
.b..ll.J2licant's Pl.k.S,entation,.;. Mr. Lee S. Neish, Associate Pastor of Good Samaritan Church,
stated that the proposed expansion would provide a much needed community service and requested approval of this request.
Ms. Nancy R. Meredith, Program Director, reviewed the cunent school schedule and noted
that fewer children participated in the afternoon program: she felt that approximately 13 staff
.members would be required during the expanded operation.
The Public Hearing was then opened. There were no speakers.
MOTION: Corn. Claucly moved to close the Public Hearing
SECOND: Com. Adams

Com. Sorensen felt that the prnposed operation w.as a much needed service; Com. Adams
concuITed and noted that re.cent closures of other child care services rn?de this operation even
more necessary. Com. Claudy noted that this service was a needed use, at an appropriate
location with usable physical space; Com. Szabo concurred.

Mr. Piasecki asked that the Modd Resolution be amended to read. " .. TO EXPAND AN EXISTING PRE-SCHOOUCHILD CARE FACILITY."
Com. Adams questioned whether the 11 staff persons requested would be sufficient for the expanded operation; he suggested consideration of additional individuals to insure
aC..:~quate staffing. Chr. Mackenzie suggested the number be increased to 15 staff.
MOTION: Com. Claudy moved to grant a Negative Declaration
SECOND: Com. Sorensen VOTE: Passed 5-0
MOTION: Com. Claudy movet: approval of Application 39-U-87 subject to findings and
conclusions of Staff Report and this Hearing, Model Resolution heading to
re;i.d, ".AN EXlSTING PRE-SCHOOL/CHILD CARE FACILITY."
Conditions 1-9; Condition 10, modified to read, ·"This use permit authorizes
the opemtion of a prc-schooVchild care facility with a maximum enrollment
of 7 6 children and a maximum 15 person staff .... " SECOND: Com. Adams VOTE: Passed 5-0
