Application 17-U-83 of Town Center Properties (Jaaon Chartier.): Use Permit to construct. 248 attached residenti&l condominium units and a two story 45,000 sq. ft. office building and Environmental Review: The Environmental Review Committee recommends the granting of a Negative Declaration. The subject property is located between Stevens Cr~ek Boulevard and Rodrigues Avenue east of the future extension of Torre Avenue in a P (Planned Development with Commercial, off ice and residential, 15-30 dwelling 1.1ni ts per gross acre intent) zoning dist~ict~ Referred back to Planning Commission from City Council meeting of October 17, 1983. Tentative ~ity Co1mcil hearing date -October 31, 1983. Director of Planning and Development Sisk reviewed the staff report with the Comm.isidion. John Vidovich, applicant, reviewed drawings, stating that more parking places and open space has been inco~porated int<. the development.. He r.evit~wed the ele;ration changes of the proposed office building and the materials to b~ used. He stated that the building was 39 ft. high at the peak of the roofline and 29 ft. at the beginning of the roofline. These were approximate heights; however, the roof will be adequate to cover the rooftop equipment. In regard . to Condition No. 26, Mr. Vidovich stated that he could widen· the driveway as the majority of the parking places are underground. He asked if Condition No. 17 which requires participation in street improvements would be based on traffic generated. He informed the Commission that he is supplying some BMR uni ts in his development, and he feels it would be unfair to require the traffic from those units to be figured into his share of improvements. He saw no problem regarding the transfer of a small triangle of property as required by Condition 19; however, he did express the desire for assurance of getting fair value for it. Discussion follow~d regarding the integration of office and residential buildings. It waa stated that that may no longer be necessary since the lower level of the off ice building would not be res~ricted to small shops serving the condominiums. Richard Frisbie, Environmental Center, addressed the Commission regarding parking. He expressed the apini~n that there was plenty of parking in the residential area. He felt the joint use parking would probably not be used L.:aquently, but it was a safety valve, r-·:r. Upon being asked by Commissioners, Mr. Frisbie stated that. asterisks on the plau illustrate probable trash enclosures for the residential units. It was moved by Com. Adams to close the public hearing. The motion was withdrawn. Commission discussion fol1 owed regarding recessed parking, the setback and an access from the Stevens Creek Boule~ard entrance straight into the residential area wi tb a barricade between the office and residential areas for the present but with a pedest~ian access through. Mr. Vidovich pointed out that there was a grade difference .between the two areas. Commission felt the open space as proposed was adequate as was the parking. In regard to tha building design, B or C were selected as the bette.c choices for the office building. The architecture ·;>f tb11 residential uni ts was accepted. NEW BUSINESS 2. Preliminary report pertaining to propozed Off-Street Parking Ordinance Amendment. Assistant Planning Director Cowan reviewed the issue paF•r regarding off-street parking requirements with ttie Commission and requested direction.. Su99estions to consider were such things as bonus for use of public transportation; and if parking standards are reduced make sure it has the desired effect and does not create a problem with cars parking all over the streeto. It was suggested that different parking ratios for different uses be considered. 'fhe Commission urged a po.ai ti ve approach rathar than the negative reinforcement technique be used. It was mentioned that the City of Sunnyvale either has ~n ordinance or is considering an ordinance that provides special parking places for car poolers. These spaces would be close to building entrance. Staff was urged to be careful not to create a parking problem. In regard to valet parking, it was stated that one would expect it at a hotel; however, this would not be free parking. The Commission requested that staff come to them with a working draft and background information so the public can discuss the proposal. ,, Assistant Planning Ditector Cowan informed the Commission that staff will be working with the Chamber of Commerce, Vallco and Prometheus.
