At 7:00 p.m., the meeting was called to order in Conference Room C, 10300 Torre
Avenue, Cupertino, California, and Vice Chair Matley led the Pledge of Allegiance.
ROLL CALL
Present: Vice Chair Diana Matley and Commissioners Russell Leong and Michael
Sanchez. Absent: Chairperson Rajeswari Mahalingam
ORAL COMMUNICATIONS
APPROVAL OF MINUTES
1. Approve minutes of September 25 Special Meeting of the Fine Arts Commission
Motions:
Commissioner Matley motioned and Commissioner Sanchez seconded the
motion to approve minutes from September 23, 2015. Motioned approved 3-0.
STAFF AND COMMISSION REPORTS
Commissioner Sanchez reported on his outreach efforts. He did not attend the Diwali
Festival. He is planning on attending the next Parks and Recreation Commission
meeting, is following up with a local family to endow some art work at Blackberry
Farm, has talked to the Courier about publishing articles on the Emerging and
Distinguished Artists, and spoke with Cupertino Recreation Coordinator Dave Jahns.
Staff liaison reported on development projects, including Apple, Main Street and other
project timelines.
NEW BUSINESS
2. Young Artist Award
• Group A: Saailey Palekar
• Group B: Kathy Liang
• Group C: Maya Kapur
• No honorable mentions were selected.

Commissioner Sanchez motioned and Commissioner Leong seconded the
motion to select Saaily Palekar as Group A winner. Motion approved 3-0.
Commissioner Sanchez motioned and Commissioner Leong seconded the
motion to select Kathy Liang as Group B winner. Motion approved 3-0.
Commissioner Sanchez motioned and Commissioner seconded the motion to
select Maya Kapur as Group C winner. Motion approved 3-0.
3. Young Artist Award Program Processes
• The Mayor will present the Young Artist Award at the Ci_tr__J::ouncil
meeting on February 2, 2016.
• A cookie and punch reception for award winners and guests will be held
in Community Hall lobby before the City Council meeting. City staff will
make arrangements.
• A $25 cash award, certificate and plaque will be award to each winner.
• Staff will notify winners and other contest participants.
• Winner's artwork will be displayed in lobby for the reception as well as at
the Cupertino Library.
• Winners will provide artwork to commissioners for display in
Community Hall lobby.
Action Items:
./ Commissioners Matley and Leong will work on layout for lobby and
library displays. Foam core, frames, hardware and other necessary display
supplies will be reimbursed from Fine Arts Commission budget.
./ Commissioner Matley will contact Saailey Palekar to obtain artwork.
./ Commissioner Leong will contact Kathy Liang to obtain artwork.
./ Commissioner Sanchez will contact Maya Kapur to obtain artwork.
Motions:
Commissioner Sanchez moved and Commissioner Matley seconded the motion
to accept these processes. Motion approved 3-0.
4. Fine Arts Commission Work Program
The 2016 Fine Arts Commission Work Program was reviewed.
Motions:
Commissioner Leong moved and Commissioner Sanchez seconded the motion to
accept the Work Program. Motion approved 3-0.
5. FY 16-17 Budget Requests
Motions:
Commissioner Sanchez moved and Commissioner Matley seconded to postpone
the budget item to the next regular meeting. Motion approved 3-0.

6. Presentation to City Council on December 1
Action Item:

./ Commissioners Matley and Sanchez will provide a draft of the City
Council presentation to staff by November 301h •
./ Staff will work with Commission Chair to finalize presentation.
OLD BUSINESS
7. Emerging Artist/Distinguished Artist Program
Motions:
Commissioner Sanchez moved and Commissioner Leong seconded the motion to
carry over this item to the November meeting. Motion passed 4-0.
ADJOURNMENT
Vice Chair Matley adjourned the meeting to the Regular Meeting on January 25, 2016 at
City Hall, Conference Room C.
