FAC 09-28-2015CUPERTINO PLEDGE OF ALLEGIANCE APPROVED MINUTES FINE ARTS COMMISSION Special Meeting, Conf. Rm. A 10300 Torre A venue Cupertino Tuesday, September 28, 2015 At 7:01 p.m., Chairperson Rajeswari Mahalingam called the meeting to order in Conference Room C 10300 Torre A venue, Cupertino, California, and led the Pledge of Allegiance. ROLL CALL Present: Chairperson Rajeswari Mahalingam, Vice Chair Diana Matley and Commissioners Russell Leong, and Michael Sanchez. ORAL COMMUNICATIONS Tommy of Hongyun Art School attended to invite the Commissioners to the Hongyun Art Show on Saturday, October 3rct from 11 a.m. to 7 p.m. at the Bay Club in Cupertino. APPROVAL OF MINUTES 1. Commissioner Matley motioned to approve minutes from September 15, 2015. Commissioner Sanchez seconded. Motioned approved 4-0. STAFF AND COMMISSION REPORTS September znct Mayors Meeting: Item was skipped. NEW BUSINESS 2. Proper Protocol for Communications • It was discussed that Commissioners may communicate 1 to 1, but more than two commissioners may not discuss City business. • Agenda items may be proposed to staff. Staff will put items on the agenda with Commission Chair's approval. • Commissioner Matley requested that Commissioners arrive on time or a little early; review the minutes ahead of time; come to the meeting prepared; during meetings have one conversation at a time. 3. Fine Arts Commission Involvement at City Festivals/Events The Fine Arts Commission can use the City festivals such as the Cherry Blossom Festival, Earth Day, Happy Kids Day, Fall Festival, and Diwali Festival to promote their mission and activities, talk to the public, hand out cards, and September 28, 2015 Cupertino Fine Arts Commission Page2 network with community members. Commissioners Matley and Leong will attend the Hongyun Art show this Saturday, October 3rct at the Bay Club. Action Items: ./ Diwali Festival is on October 17th. Commissioners Mahalingham and Sanchez will attend and will ask for three minutes on the microphone to announce the Young Artist A ward . ./ City staff will distribute a list of City Festivals to the commissioners. Commissioner Matley suggested developing a "hit list" of contacts in different organizations for networking purposes . ./ Commissioner Mahalingham will contact Janaki and Slava with Fine Arts League of Cupertino and request a coffee date or to attend the next group meeting. 4. Commission interaction with other City Commissions Ways to interact with other city commissions was discussed. Action Items: ./ Commissioner Sanchez will attend the Parks and Recreation Commission meeting to discuss the idea of art in parks. He inquired about who would coordinate public art in parks. Public Works and Parks & Recreation Departments would need to be involved . ./ Commissioner Sanchez heard of a local family would like give an endowment to place a piece of art in Blackberry Farm Park in memory of their son. He will find out more about this proposal. ./ Commissioner Matley will coordinate with the Library Foundation to confirm that the FAC would like to display awardee art. February to May is available. The library has a tremendous amount of programs that the F AC could be involved in. Commissioner Matley will determine what supplies are needed to display the art, such as frames, and any other expenses that might be incurred. 5. 2016 Fine Arts Commission Work Plan The 2016 Work Plan was drafted. Action Item: ./ Staff will distribute the draft work plan to all Commissioners. Motion: Commissioner Sanchez moved and Commissioner Leong seconded to carry over this item to the November meeting. Motion passed 4-0. 6. Budget Adjustments for Mid-year and Fiscal Year 2016-17 September 28, 2015 Cupertino Fine Arts Commission Page3 A mid-year budget adjustment will be requested in December to accommodate marketing and awards for Young Artist Awards . ../ Commissioner Matley will calculate how much to request for the mid-year budget adjustment. Motions: Commissioner Sanchez moved and Commissioner Leong seconded the motion to carry over this item to the November meeting. Motion passed 4-0. OLD BUSINESS 7. Emerging Artist Award Presentation, Marketing and Plans The City Council approved the presentation to the Emerging Artist be added on October 20th, 2015 agenda. A checklist for steps after a winner is identified should include a photo of the artist right after the winner is selected and an article in Courier with artist photo and art selection. Winner's artwork will be displayed of artwork at a city venue or on the City Channel for performing arts. Action Items: ../ Commissioner Mahalingham will formulate a checklist and staff will distribute a draft checklist to Commissioners . ../ Commissioner Sanchez will contact the Cupertino Courier to publish an article about the Emerging Artist winner . ../ Commissioner Sanchez will take a photo of the Emerging Artist winner . ../ Staff will post winner on social media. 8. Young Artist Award Marketing & Presentation Contest flyer was posted on Peach Jar and distributed to all district elementary art teachers. The elementary school art teachers will make this part of their curriculum and designate class time for students to work on entries. Commissioner Sanchez distributed flyers to Euphrat Museum, Lincoln Elementary School, Kennedy Middle School and Monta Vista High School. Commissioner Matley distributed flyers to Honyun Art School, Rainbow Art School, Young at Art, and California School of Art and Design. The winner will be selected at the November meeting. The Young Artist Award will be presented at the City Council meeting on January 19, 2016. Action Item: ../ Commissioner Sanchez will distribute flyers to Fremont Union High School District. ../ Commissioner Matley will coordinate display of artwork on Library art wall.
