At 7:10 p.m., Chairperson Rajeswari Mahalingam called the meeting to order in
Conference Room A, 10300 Torre Avenue, Cupertino, California, and led the Pledge of
Allegiance.
ROLL CALL
Present: Chairperson Rajeswari Mahalingam, Vice Chair Diana Matley and
Commissioners Russell Leong, and Michael Sanchez.
ORAL COMMUNICATIONS
None.
APPROVAL OF MINUTES
1. Sanchez motioned to approve minutes from July 27, 2015. Leong seconded.
Motioned approved 4-0.
STAFF AND COMMISSION REPORTS
Energized by Art:
Commissioner Matley met with kids on the first day of painting the initial four boxes.
The project leads are having trouble getting permission from the box owners to paint
them. Commissioner Matley spoke with the project managers about ways to get more
children involved in the F AC-sponsored art projects. Some ideas were to work more
closely with the parents, as they have the main influence over and provide the
necessary support to the children; have a reception with the mayor; and offer some kind
of reward incentive and prizes.
August 5th Mayors Meeting:
Commissioner Matley shared three new pieces of public art, the draft of the Young
Artist Award, the public art catalog and updates on the Emerging and Distinguished
Artist programs. The mayor mentioned that the Fine Arts Commission should be
coming up with creative ideas.
The mayor provided an update on the Civic Center Master Plan. The Parks &
Recreation Commission updated the group on the new baseball field opening at Collins

Elementary School, the new Foot Golf program, and Shakespeare in the Park; the TICC
Commission gave an update on the AT&T Giga Power program and the cell phone
tower at City Hall; the Public Safety Commission talked about car and home burglaries
in the City; the Library Commission will be naming a new Poet Laureate. They also
mentioned that trends in library use are changing due to the emergence of digital
media. Libraries now have other roles such as being a gathering place for the
community .
./ The September 5th Mayor's Meeting was attended by Commissioner Leong. He
will present his report at the September 28th meeting.

OLD BUSINESS
2. Young Artist Award
Marketing:
The program flyer is updated and in the final version. Marketing ideas included
posting the flyer on the Peach] ar; art teachers through school district offices;
distribution to area art schools; an ad in the Cupertino Scene; Euphrat Museum;
posting on social media, including NextDoor.com, Facebook, Twitter and
Cupertino website.
Entry Rules:
• Applicants must live or go to any public or private school in Cupertino.
• Entries must be submitted digitally.
• Public display entries may be requested and must be 24x36.
• The submission deadline is November 13, 2015.
• The City website will be updated by the end of the day on September l61h
with the flyer, application and contest rules.
Other contest decisions:
• A cash prize and plaque will be presented at a City Council meeting and
the winner will have their picture taken with the mayor.
• If possible, a cake and punch reception will be planned with the Fine Arts
Commissioners after the City Council presentation.
• A public display at the Cupertino Library, if possible.
Action Items:
./ Commissioner Sanchez will distribute flyers at Monta Vista High School,
Kennedy Middle School and Lincoln Elementary School. He will also
contact FUHSD.

./ Commissioner Mahalingham will contact CUSD to distribute to district art
teachers as well as post on PeachJar .
./ Commissioners Matley and Leong will divide up the art schools.
Commissioner Matley has the list and will coordinate with Commissioner
Leong .
./ Staff liaison will update website with Young Artist Award Materials .
./ Staff liaison will post Young Artist A ward announcement on
Nextdoor.com, Twitter, and Facebook.
./ Staff liaison will place an ad in the Cupertino Scene, if the deadline allows .
./ Staff liaison will request a budget amendment from the City Council for
awards, prizes and ads in the Cupertino Courier.
Motions:
Sanchez moved to keep the Young Artist Award deadline as November 131h,
2015. Leong seconded the motion. Motion approved 4-0.

3. Emerging Artist Award
With approval from the mayor, City Manager and City Clerk, presentation of the
Emerging Artist Award will be at the October 61h or October 201h City Council
Meeting.
Action items:
./ Staff liaison will contact Emerging Artist winner to see when she can
attend a City Council meeting .
./ Staff liaison will request the plaque and check.
ADJOURNMENT
Sanchez moved and Matley seconded the motion to adjourn the meeting at 8:15 p.m. to
the Regular Meeting on September 28, 2015 at City Hall, Conference Room C.
