MINUTES OF THE REGULAR MEETING OF THE
BICYCLE PEDESTRIAN COMMISSION
November 18t11, 2015
CUPERTINO
The meeting was called to order at 7:05 p.m.
ROLL CALL:
Present: Pete Heller, Gary Jones, Vidula Aiyer, Sean Lyn, Erik Lindskog

Others Present: Christopher Kidd (Alta Planning), Larry Dean (Walk-Bike Cupertinot
Jerry Tallinger (Public Safety Commission), Izaro Andres, Jasmie Mong, Craig
Hofstetter, Robert McCoy (Public Safety Commission), Steve Elich.
ORAL COMMUNICATIONS
Jerry presented about the WBC (Walk-Bike-Carpool) survey, the WOW, (Walk-One-
Week) and Boltage programs, and the request to transfer the management of these
activities to the Bicycle-Pedestrian Commission.
• WBC (Walk-Bike-Carpool) survey
o Started in 2009, twice yearly
o Presented some of the data from the past surveys
• Boltage program
o Presented how Boltage works
o In process to transfer from Boltage to Dero equipment/tool.
• WOW (Walk-One-Week)
o Management of grants to schools
o Promotes relieving of traffic congestion around schools
Asking the Bicycle Pedestrian Commission to take over the management of these
activities. Offers to train to the end of 2015.
David is thinking we eventually should transfer these programs to a staff person.

ORDERS OF THE DAY
1) Staff Report (Stillman)
a. League of American Bicyclists: Received a bronze rating this year. Will try
to get a better rating in the future. Sometime in December we expect to get
more detailed feedback from the League.
b. Buffered bike lanes being put in on Stelling. On some stretch( es) the
parking is placed between the bicycle lane and car lanes, i.e. not right next
to the side walk.
2) VTA report: Jim Wiant not present.
APPROVAL OF MINUTES
3) The Commission approved the October 21"1, 2015 minutes unanimously.
OLD BUSINESS
4) Updates to BPC Items Catalog
a. Erik provided updates to the BPC items catalog, version 0.3.
b. Had some discussion about the content and format but largely decided to
keep the format and content the same for now. We however want a short
version of the items in the catalog.
NEW BUSINESS
5) 2016 Bicycle Transportation Plan-ALTA Presentation and Discussion
Christopher Kidd from Alta, our consultant for working on the new Bicycle
Pedestrian Plan, presented about the work he is planning to do for the plan.
Plan to present a proposal for a refreshed plan with broad visions and a blue
print for how to move projects forward and improve bicycling conditions.
Project started in October 2015 and is planned to run through May 2016.
Will survey existing conditions, solicit public input, analyze conditions and
propose implementations. One of the items the work will include is a 'Bike
network stress test'. This is an analysis of estimated 'stress' for bicycle traffic
based on sources and destinations in the city and the routes between them.
Jerry asked for input from students. Plan is to reach out via the Safe Routes to
School program. There will be a public workshop on December 1st.
Pete requested a focus on bicycle infrastructure for routes to school as this is an
area the commission has identified needs improvement.
Sean asked if we can include the West Gate Mall as a destination (for the bicycle
network stress plan) but David is thinking it may be too complicated if we
include destinations outside the city.
Larry asked about bike paths on setbacks along freeways and such. David
mentioned that this is in consideration.
Gary is suggesting we need a big project where the city can show it is making a
big impact.
Pete mentioned that protected bike lanes along Stevens Creek and De Anza are
desired.
David asked about complications when implementing protected bike lanes along
streets with many commercial drive ways. Christopher responded that it is more
difficult but still possible. He mentioned that is has been done along Telegraph
A venue in Oakland.
6) Items for Future Agendas
a. Steve Elich to present about Stevens Creek Trail in next meeting.
