BPC 10-15-03CU?ERJ NO THE REGULAR MINUTES OF THE BICYCLE AND PEDESTRIAN COMMISSION Wednesday October 15,2003 Conference Room A Cupertino City Hall 10300 Torte Avenue Cupertino, CA 95014 MINUTES ATTENDANCE Mr. Joe Walton, Chair, called the meeting to order at 7:1 I p.m. Staff: Mr. Goepfert, Ms. Arrants Commissioners: Present: Mr. Geoffrey Paulsen, Mr. Joe Walton, Ms. Julia Fu, Mr. David Greenstein and Mr. Robert Levy. Absent: None WRITTEN COMMUNICATIONS - APPROVAL OF MINUTES - Draft October 2003. ORAL COMMUNICATIONS - None OLD BUSINESS - I. Regnart Creek Trail- a. Mr. Goepfert discussed the groundwork so far, and discussed the next stage for a public meeting scheduled for November 19th. There was a general discussion regarding preparations needed for the meeting. Chair Walton raised concerns regarding street crossing at trail junctions. Vice Chair Greenstein suggested a history of"How we got to where we are" be presented, further suggesting a Q&A sheet be prepared as a handout. Commissioner Levy suggested this be approached by the Commissioners, to the residents as an opportunity to make it better for them and make it more useful, safer and convenient. 2. Mary Avenue Footbridge- a. Mr. Goepfert updated the Commissioners. A kick-offmeeting with Biggs-Cardoza for design next week and an oversight meeting the following week with Caltrans. UPRR Trail - a. Chair Walton updated commissioners regarding the status of the City of Saratoga's section. The section in Saratoga is being discussed, tonight, by their City Council to discuss putting in their trail segment, which is part of a PG&E easement. 4. Walk to School Day- Commissioner Hua briefed everyone oo her experience with Regnart Elementary. Ms. Arrants assisted in reaching the secretary to the Superintendent, which helped with outreach to the local elementary and middle schools. Commissioners Hua suggested a banner be made and placed over Stevens Creek Boulevard. All commissioners agreed that in order to have this more successful begin outreach to the schools early. Commissioner Paulsen suggested a Q&A sheet be prepared and distributed regarding concerns parents may have about children walking to school, as well as fitness data. A general discussion followed as to how better prepare for next year's Walk to School Day. NEW BUSINESS - 1. Cupertino Senior Center- a. A general discussion followed regarding the lack of pathways in the parking lot guiding seniors walking through the parking lot. Vice Chair Gmenstein suggested the parking lot coald have painted areas to guide seniors walking through the parking lot. Commissioner Paulsen suggested other senior centers be contacted to see if they have solved this type of situation. 2. TbeOaks- a. An open discussion followed regarding the proposed development and pedestrian access between the Monta Vista am and the Oaks. Mr. Goepfert discussed recent VTA grant monies, which included submitting naming this corridor as an area of study for a project. Commissioner Paulsen discussed his concern of the westbound right turn for all pedestrian traffic. Mr. Goepfert discussed the proposed development resubmittals status. Mr. Goepfert also suggested we go ahead and submit request for an encroachment permit from Caltrans to do an improvement for the northeast corner of Stevens Creek Boulevard and State Route 85 on ramp 3. Altrans - a. Vice Chair Greenstein provided information to this topic as interest in community transportation outreach. Commissioner Levy provided background as to what type of service is provided by Altrans and the costs involved. A general discussion followed. Vice Chair Greenstein would like to look into Altrans providing services within the city. Commissioner Paulsen suggested this could be looked at by the new Senior Commission. Mr. Goepfert suggested we contact Altrans to see what service they could provide. Chair Walton suggested this be reviewed agaio in January. 4. Future Items Discussion a. Collins Middle School b. Advocate study and design of intersections to support pedestrian use by documenting crossing issues. c. City bus system - Bus system which loops around the city to serve local needs. d. Cupertino Pedestrian Guidelines mview and comments for changes on December l7~h. e. Commissioner Paulsen will be attending the I~talk/llike California 200'~ in Oakland, and will give a briefing at the November meeting http://www.walkbikecalifornia.net/ f. Forward concerns to the proposed Senior Commission regarding the need for senior transportation outreach.
