P&R 11-06-03 APPROVED PAR_ S AND RECREATION COMMISSION CITY OF CUPERTINO REGULAR MEETiNG THURSDAY, NOVEMBER 6, 2003 CALL TO ORDER Chairperson Bradford called the regular meeting of the Parks and Recreation Commission to order at 7 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Commissioners present: Commissioners absent: Staff present: Jeanne Bradford, Rod Brown, Frank Jelinch, Roger Peng, Kris Wang Therese Ambrosi Smith, Director; Don McCarthy, Recreation Supervisor; Mike Bookspun, Recreation Coordinator; Marie Preston, Administrative Secretary On behalf of the Commission, Chairperson Bradford congratulated Kris Wang's election to the Cupertino City Council and acknowledged her many years of great work as a member of the Parks and Recreation Commission. MINUTES OF PREVIOUS MEETING A. Minutes of the Regular Meeting of October 2, 2003. ACTION: The minutes were unanimously approved as written. 2. ORAL COMMUNICATIONS Michael Gottwald, 1026 Pennington Lane, congratulated Kris Wang's election to the Cupertino City Council and thanked her for her years of service to the Commission. He also thanked the Commission, as a whole, on their good work. WRITTEN A. Director Smith reported that there had been email communication to City Council regarding last months Commission meeting and a proposed Sports Center marketing proposal. Though the email was not addressed to the Commission, a copy of this document will be given to the Commission in their next packet. 4. UNFINISHED BUSINESS - None Parks and Recreation Commission November 6, 2003 Page 2 of 3 NEW BUSINESS A. Sports field usage for permitted Sunday play at Creekside and Jollyman Parks - Don McCarthy introduced new hire Mike Bookspun. Mr. Book,pun pre~¢nted a plan for balance in field utilization, preservation of field improvements, and support of youth sports programs, while respecting residents' quality of life. The following requirements/conditions were recommended for Sunday permit field usage at Creekside and Jollyman Parks: · Sunday permits will be accepted at the discretion of CPRD for Creekside and Jollyman Parks. · Sunday permits will only be granted during the respective organization's primary season. · Soccer has priority on the fields in the fall (9/1-11/15). · Baseball has priority in the spring (2/15-7/31). · Any exceptions will be negotiated on a case-by-case basis. · Two (2) Sunday Special Permits per organization per year will be authorized by Parks and Recreation Staff to accommodate tournaments. · Fields will be closed for restoration and re-seeding from November 15 to February 15 of each year. · Any exceptions will be negotiated on a case-by-case basis. · Sunday access to fields will be granted no earlier than 9 a.m., with games beginning no earlier than 10 a.m. · This policy is proposed to go into effect March 1, 2004. Director Smith offered background information on this subject. The Commission asked clarifying questions. Commission expressed concern on how adherence to these regulations would be overseen and how will residents know how to address concerns. Supervisor McCarthy stated that signs are posted at the parks with the contact number for Code Enforcement; also, Code Enforcement does do spot checks on certain fields. In addition, if staff were notified about any vandalism, non- adherence to time constraints, etc., staff would know whom the permitted organization is and staff would contact them. It was noted that Creekside is only for soccer, so that site would have Sunday permitted use September to November. Public Comments Robert Joyce, 10137 Myer Place, De Anza Youth Soccer League Pedro Cortopassi, 7544 Donegal Drive, De Anza Youth Soccer League Sarah Feit, 1181 Yorkshire Court, SV United Spoke in favor of permitted sports field usage on Sundays at Creekside and Jollyman Parks. It was noted that Sunday play has been going on, both Parks and Recreation Commission November 6, 2003 Page 3 of 3 permitted and non-permitted, at Cupertino fields since the 70's. The soccer leagues are required to host Sunday games where surrounding cities are invited to play, and having access to more fields on Sundays makes arrangements easier on the leagues. There are many youths, aged 8 and under, who cannot join leagues because they attend Saturday schools, and Sunday games would allow more youths to participate in these sports. ACTION: Commissioner Jelinch made a motion to adopt the recommendations of the staff. Commissioner Peng seconded the motion, and the motion passed 4-0. MISCELLANEOUS - NO ACTION REQUIRED A. Staff Oral Reports: a. Sports Center Reopening - Supervisor McCarthy reported that the remodeling would be done in late November/early December, which is months ahead of schedule. A grand re-opening celebration is being planned for January 10. Equipment and furnishings are being purchased. Director Smith noted that the project is also on budget, including the equipment bid. b. Stevens Creek Corridor - Director Smith reported that a letter went out to 320+ interested people on the timeline for the Stevens Creek Corridor Master Plan. She will give a further update on this project in December. Community Contacts: a. Commissioner Jelinch reported that he led a roundtable discussion at the District IV conference of the CPRS held in San Leandro, which was attended by about 200 people. The discussion was on council/commission relations.
