PSC 09-10-2015CUPERTINO PUBLIC SAFETY COMMISSION REGULAR MEETING MINUTES Thursday, September 10, 2015, 6:00 p.m. Cupertino City Hall, Conference Room A I. CALL TO ORDER Commissioner McCoy called to order this special meeting of the Cupertino Public Safety Commission at approximately 6:00 p.m. on Thursday, September 10, 2015 in the Cupertino City Hall, Conference Room A, located at 10300 Torre Avenue, Cupertino, California 95014. II. ROLL CALL Commissioners Present: Robert McCoy Andy Huang Mike Jerbic Gerald Tallinger Bob Cascone Commissioners Absent: None Staff Present: Captain Rick Sung, Santa Clara Cow1ty Sheriff's Office Staff Absent: Others Present: III. REPORTS Chief John Justice, Santa Clara County Fire Department Chelsea Belkin, Safe Routes to School Coordinator John Mumy and daughter Ashley, Cupertino residents Sgt. Kurtis Stenderup, Santa Clara County Sheriff's Office 1. Santa Clara County Fire Department There is no Fire Staff present at this regular meeting, but the monthly report was forwarded in advance as usual. 2. Santa Clara County Sheriff's Office Captain Sung reports that residential burglaries have slowed somewhat, leaving us at about the same level we were at this time last year. He has also noticed a dramatic decrease in commercial and vehicle burglaries, noting our burglary rates are much better than many other cities. Elsewhere, the residential burglary, auto theft and identity theft numbers have 1 steadily climbed together, because many thieves will first steal a car, then burgle multiple ' houses and steal not just cash/jewelry/electronics but also paperwork/passports/ID cards for future identity theft uses. Even in Cupertino, identity thefts number 106 so far this year, compared to the entire total .last year of 79 cases. Captain Sung then reviews the recent shooting inddent that occurred in Cupertino, confirming that the suspect was found and arrested. 3. Commission Reports Commissioner Jerbic reports that the TICC project is moving forward. On October 13, they plan to host a one hour session at the Quinlan Center with speakers talking about internet safety, how the City uses personal information, and how to recover if you're a victim of identity theft. This event will be aimed at senior citizens, and the project's teen outreach is on hold due to advertising costs. Commissioner Cascone announces he will be on vacation next month, unable to attend the next PSC meeting. Commissioner Tallinger reports there was no Library meeting, and that the Teen Commission has just sworn in 7 of 9 new members, plus they have a new City Liaison. Commissioner Tallinger gave a short presentation on what the PSC works on, including WOW, WBC, Boltage, etc. He states he is impressed with the new group of members and they have some new ideas for events. Commissioner Tallinger also mentions seeing a Forum on Inner Bay Area Transit that presented some interesting ideas. Lastly, he talks about his role in the realm of Safe Routes to School. IV.ORAL COMMUNICATIONS Chelsea Belkin, Cupertino Coordinator for the Safe Routes to School Task Force, speaks briefly about what they are working on. Right now, in the early stages, they are focused on getting the word out and giving people direction with road safety tips for motorists and bicyclists and pedestrians. They plan to target six schools for a pilot program, including Lincohi. and Sedgewick Elementary, Kennedy and Hyde Middle, and Cupertino and Monta Vista High Schools. They ask for the PSC's assistance in spreading the word through their school liaison assignme~i.ts. Safe Routes to Schools has three sub-groups focused on Education, Evaluation, and Encouragement/Outreach. There is also a W alkability Checklist Survey, a nationally used tool, which they may ask the community for help with in the future. It gives residents an opportunity to walk certain routes and make notes about good aspects and issues that may need attention. John Mumy, a Cupertino resident, states that he has observed more aggression among both motorists and bicyclists in the City. He also complains that a deputy spoke to him earlier this 2 year about the dangers of allowing his first grade daughter, Ashley, to walk to school alone; so he finds the City's encouragement of students walking and biking to school to be incongruous. He would like increased traffic and parking enforcement. Captain Sung reminds him to call the Substation directly with concerns about our deputies so that Supervisors can be notified and matters looked into. Sgt. Kurtis Stenderup from the Sheriff's Office gives a confidential presentation to the PSC Commissioners about particular crime trends and signs of which to be observant. V. WRITTEN COMMUNICATIONS Commissioner Huang brings foiward an email sent by resident Hermann Pohland, discussing his difficulty in getting the EMS Service provider, Rural/Metro, to respond to his insurance company so that he may be reimbursed for the emergency medical bills he paid directly. Commissioner Cascone learned that all customer service issues are handled exclusively out of their Arizona site. The commissioners discuss the best approach and come to the conclusion that the County Agency that oversees the County Contract with Rural/Metro is the appropriate entity to follow up on Mr. Pohland's behalf. Commissioner Huang also presents a copy of minutes for the Mayor's Meeting, provided to him by a Library Commissioner, which he holds as a much more efficient way of informing his fellow commissioners what topics were discussed. He hopes the PSC may continue to receive copies of minutes for future Mayor's Meetings. VI.APPROVAL OF MINUTES 1. July 29, 2015 ACTION: YES VOTE: YES MOTION: TALLINGER SECONDED: Huang 5 to 0 Commissioner Tallinger motioned to approve the minutes of July 29, 2015, as amended below; Commissioner Huang seconded the motion; votes taken, all in favor to approve the minutes of July 29, 2015 with the following amendments: a. Page 5, VII. 1. "the PTA is incredibly strong through fundraising [activities]. b. Page 3, III. 3. "He volunteered to join their [Evaluation and their] Communication [Committees] ... " c. Page 6, VIII. "Commissioner Jerbic goes through his PowerPoint presentation and accompanying narrative. The commissioners discuss different points. Chair McCoy states that the GIS mapping of accident history is an excellent product to have come out of the collected research, and Commissioner Tallinger commends the work done by the graduate students that assisted Commissioner Jerbic. The 3 commissioners determ:ine that these items are or will be addressed by either the / Bicycle-Pedestrian Commission or the new Safe Routes to Schools Task Force, or perhaps the Public Works Department. The commissioners decide not to move forward with Commissioner Jerbic's presentation before City Council, and to pursue this topic no further unless specifically directed." VII. OLD BUSINESS 1. Discussion of Walk/Bike/Carpool to School (WBC) project (All), the Boltage program (Tallinger), and Surveys to Schools (Tallinger) ACTION: YES VOTE: NO MOTION:N/A 0 to 0 SECONDED: N/ A Commissioner Tallinger reports that all three Boltage units have been taken down for reprogramming through Dero Bike Rack Company. There will be a demonstration after reinstallation, and Commissioners Jerbic and Huang express interest in attending. Commissioner Tall:inger has not yet worked on the letter for the Fall Survey to Schools but targets it to be sent to schools in mid-late October. The Teen Commission is mostly new membership, so there will be no Fall WOW event this year. Commissioner McCoy states that he brought up at the last Mayor's Meeting that the PSC has gone as far as it can go with the WBC Program, and perhaps it should be transferred over to the Bicycle-Pedestrian Commission. The Mayor responded that was a good idea, and Captain Sung adds his agreement as well. Further, Capta:in Sung suggests that the PSC should now focus on helping to educate residents in crime prevention, since that is what is most impacting the quality of life across the board. He advocates for visiting each block, through block parties or Neighborhood Watch meetings for example, so deputies can speak face-to-face with residents on this topic. Captain Sung also reports that the Sheriff's Office is planning to host a Public Safety Academy for citizens next summer, which would cover much of the same type of material as the current Teen Academy Program. He reiterates that the PSC should look at the current needs in the community and find new ways to help the citizens they serve in the realm of public safety, especially since there are now other groups dedicated to transportation issues. 2. Discuss participation in the Alert SCC Program, the CAS Program, and the Pulse Points App (Huang/McCoy) ACTION: YES VOTE: NO 4 MOTION: N/A 0 to 0 SECONDED: NIA Commissioner Huang presents comparative numbers to show how the AlertSCC/CAS membership compares to the local Twitter, NextDoor and Facebook.followings, reiterating the growth the PSC can be credited for so far and the need to offer incentives to people to garner additional sign-ups. He presents four of the five sample products he has been considering, and the commissioners discuss the options. They decide to order a trial combination of more and less expensive items to see how effective they are. Commissioner Tallinger strongly suggests new signage, better than the simple A-frame signs they currently use. Commissioner McCoy asks about the possibility of using a QR code on the items instead of spelling out CAS and PulsePoints, but Commissioner Huang is unsure if the laser pixilation is precise enough that a QR code would work VIII. Discuss Reports from County Fire, County Sheriff's Office and Commission Liaisons. 2. Discuss transferring the Walk/Bike/Carpool to School Project, the Boltage > Dero Project, and Survey to Schools to the Bicycle/Pedestrian Commission. 3. Discuss promotion plans for CAS, AlertSCC and the Pulse Points App. a. Discuss how to align public safety outreach and established County materials (Cascone) 4.
