MINUTES OF THE REGULAR MEETING OF THE
BICYCLE PEDESTRIAN COMMISSION
August 19th, 2015
CUPERTINO
The meeting was called to order at 7:02 p.m.
ROLL CALL:
Present: Pete Heller, Gary Jones, Vidula Aiyer, Sean Lyn, Erik Lindskog
Absent: None
Staff: David Stillman
Others Present: Larry Dean, Jim Wiant (VTA liaison), Steve Elich, Andrea Grindlind,
Craig Hofstetter
ORAL COMMUNICATIONS
• Sean expressed thanks to the city for the recent installations of green bike lanes.
Larry reported his impression that everybody was pleased with them.
• Larry reported on a bike repair station outside the De Anza College that now is
up and working. (This bike repair station was funded by Rotary.)
WRITTEN COMMUNICATIONS
ORDERS OF THE DAY
1) Staff Report (David):
a. Finished with painting green bicycle lanes around public schools
according to plan.
b. Bicycle lane buffers to be installed on Bubb Road and in front of
Homestead High.
c. Bike plan update
I. Are in the process of hiring a consultant for the bike plan update.
ii. Looking for help from the commission for ideas and some of the
work.
iii. Plan is to have plan finished by May 2016.
iv. Plan is for consultant's work to include:
1. Generation of a stress map, and
2. Solicitation of input from the public
2) Jim Wiant presented the VTA BPAC report including material on
a. One Bay Area Grant (OBAG)
i. How funding comes from the Federal level and is proportioned out
to the counties.
b. Projects in Cupertino:
i. Apartments -Hampton apartments 342 -> 942 (Bounded by
Pruneridge and Wolfe)
ii. Civic Center
ur. Community Vision 2040 Housing Element
c. David: 280 corridor study and Wolfe corridor study is to happen
i. David: Pointing out that 70% of the funding goes to PDAs. A PDA
is a high density area where people live near transit. Cupertino
only has two such areas:
1. along Stevens Creek, and
2. part of De Anza.
d. SRS funding will be decided in a couple of months
e. Assembly bill 1193 signed into law September 2014 establishes the Class 4
protected bikeway type and requires Caltrans to develop design
guidelines/standard for it by 1/1/2016.
i. Having a statewide standard in place will enable the BPC to
propose such bike paths in the Cupertino bike plan.

3) Commission approved the July 151h, 2015 minutes.
OLD BUSINESS
4) Bike Plan Update
a. Covered under Staff Report.
5) Updates to BPC Items Catalog -no updates
a. Erik to edit a combined version, possibly including the hot-list, to the next
meeting.
6) Bike Rodeo Planning -October 3, 2015:
a. Flyer will go out with the Recology bill
b. Will be run by Safe Moves
c. City will reach out to schools
I. Plan to post on city website and publish in Cupertino Flyer,
Cupertino Scene.
d. Goal: Would be nice to have 200+ (Pete)
e. Age target: Middle and Elementary
f. Need to figure out ingredients for smoothies
g. Staffing of bike blender: Asking for staffing from Commissioners.
NEW BUSINESS
7) McClellan Road Calming
a. David presented a proposal for road calming on McClellan Rd. by S.
Foothill Blvd./Stevens Canyon Rd. and San Leandro Ave. The reason for
this road calming is the high speed of some traffic on this section of
McClellan Rd. The proposal was discussed and it was agreed to modify it
to:
i. Put stripes around parking along the sides of the road (The
purpose of this is to visually narrow the road in order to reduce
speeds.)
ii. Put up 'Bikes may use full lane' signs (as opposed to 'Share the
road' signs)
iii. Use a striped yellow line in the center of the road as opposed to
double solid yellow lines, such as to allow cars to pass bicycles
using the full lane.
8) Items for Future Agendas
a. The following items were decided to be included in the next meeting's
agenda:
i. Update to BPC catalog. (Including combined document -Erik)
ii. 'Warrant' study results for pedestrian crossing safety (David)
iii. Update on right turns on red issue on Stevens Creek Blvd. and
Bubb Rd. (David)
