MINUTES OF THE REGULAR MEETING OF THE PUBLIC SAFETY
COMMISSION, OCTOBER 9, 2003
1. CALL TO ORDER
At 7:00 P.M., Commissioner Darknell called the meeting to order.

4. MINUTES
Commissioner Chen made a motion to approve the minutes from the September 11, 2003 regular
meeting. The motion was seconded by Commissioner Chang and passed unanimously.

7. REPORTS
A. General Plan Update - Commissioner Chen briefly describes the Taskforce recommendations
of the Health & Safety section within the General Plan. During the Taskfome review, they
divided the section into four (4) subjects, as follows:
a. Earthquakes - Should earthquake safety standards be lowered? The response of the
Taskforce was, no.
b. Fire Hazards - Should security gates and road bumps be discouraged? The response of
the Tasktbrce was, yes.
c. Emergency Training It is recommend that the City continue and promote the
C.E.R.T. and other emergency programs.
d. Stevens Creek Dam Evacuation Plan - It is recommends that the City coordinate with
the City of Sunnyvale and develop an evacuation plan.
Santa Clara County Fire District - Chief Lopes distributes the August fire report, which
Indicated no major incidents causing a large fire loss or death. And call-outs are normal for
date of the year. "An ordinary month." In addition, October is fire prevention month includes
inspection schools with fire drills.

Another item of interest, is reporting a 911 situation from a cellular telephone, which is
increasing (15-20%). Currently, the cellular calls go to CHP in Vallejo and until legislation
changes, it is recommended to call your specific emergency community you are in. A listing
has been compiled and distributed.
In addition, since the Cupertino community is diverse, one of the firefighters put together a
pamphlet that covers thirteen languages and is titled "The Non English Speaking Tool"
(NEST). Which consist of signs and symbols to communicate with responders to take
appropriate action.
And finally, one of our past Fire Captains was appointed Medical Director of the Santa Clara
County Emergency Medical Services Division. He will be a real asset to the local emergency
response community, because he is aware of this operation.

8. OLD BUSINESS
A. School Traffic Project - Commissioner Darknell introduces McClellan Road school traffic
issue and Commissioner Chang briefly describes the schedule for attending Fremont and
Cupertino School District meetings. The Commission is eager to make a presentation to the
school districts on a solution to free some congestion on McClellan Road by recommending use
of an adjacent roadway between Monta Vista High School and Lincoln Elementary School. The
school districts would need to agree to provide access (open gate) and roadway use during
certain hours of a school day. Gaining support of the school districts, perhaps the roadway
section could be extended to Fort Baker.
Motion - That a request be made to Fremont School District to placed on the agenda for
the 21 st of October. Commissioner Chang
