Monday, July 27th, 2015
At 6:54 p.m., Chairperson Rajeswari Mahalingam called the meeting to order in
Conference Room C, 10300 Torre Avenue, Cupertino, California, and led the Pledge of
Allegiance.
ROLL CALL
Present: Chairperson Rajeswari Mahalingam, Vice Chair Diana Matley and
Commissioners Russell Leong, and Michael Sanchez.
Absent: Commissioner Priya J ayachandran.
ORAL COMMUNICATIONS
None.
APPROVAL OF MINUTES
Mahalingam motioned to approve minutes from March 27, 2015 with a correction.
Sanchez seconded. Motioned approved 4-0.
STAFF AND COMMISSION REPORTS
FAC would like a status update of the energized by art project. Commissioner Matley
volunteered to follow up and report back next time.
F AC inquired whether if anyone has applied for the Fine Arts Commission Grant this
year. Typically around this time of the year an application would be received. Last
year the Fine Arts League of Cupertino was the applicant.
Staff Chao provided a summary of the Main Street Cupertino development. Staff Chao
mentioned that the required art work for that project will return to F AC for review.
Staff Chao also answered F AC' s questions regarding other project status.
Commissioners Mahalingam and Sanchez encouraged that the art work developments
should be more diverse. Commissioner Matley would like the art work for
developments to be placed at locations visible to the public and not be screened by
landscaping.

Commissioner Leong provided a summary report of the Mayor's July meeting.
Commissioner Leong expressed the benefits of being able to bring back a written
summary from all of the speakers at these types of meetings as oppose taking notes of
what was verbally conveyed.
Commissioner Mahalingam expressed the interest of exploring collaboration
opportunities with the Parks and Recreation Commission. Commissioner Sanchez
volunteered to follow up with representatives from Parks and Recreation Commission.
NEW BUSINESS
Collaboration with the Library Commission
Commissioner Matley summarized her conversation with a Library Commissioner at
the Shakespeare's reception. Commissioner Matley expressed the interest of exploring
opportunities to collaborate with the Library Commission on various projects. More
specifically to encourage the artists from the F ALC who post their artworks on the
library art wall to apply for the emerging artists and distinguished artist awards.
Commissioner Matley volunteered to be the liaison between FAC and the Library
Commission
Chairperson Mahalingam suggested that the F AC should further discuss and
brainstorm how FAC could collaborate with the Library Commission at the next
meeting. Should somehow receive input and ideas from F ALC as well.
Commissioner Matley suggested developing talking points for the Fine Arts
Commission. She and Commissioner Sanchez will bring a draft to the next meeting.
Emerging and Distinguished Artist Selection
Chairperson Mahalingam inquired about the number of participants or entries this year.
Staff person Chao explained that there were a few more entries that the City had to
reject due to disqualification and/or tardiness.
Commissioner Sanchez suggested that the F AC should have a session later on lessons
learned from this year's art competition.

Commissioner Leong inquired about conflict of interest and explained his prior
interface with one of the contestant. Commissioner Russell clarified that his
relationship will not influence his judgment of the contestants.
Chairperson Mahalingam indicated that the FAC does not have to select a winner.
The FAC discussed their input and thoughts over the work of the various emerging
artist contestants.
The F AC voted 4-0 to select Claire Kuan as the Emerging Artist award recipient this
year.

artist contestants.
The F AC discussed the expectation for the distinguished artist award and expressed
generally that the art work should not only be outstanding but the artist's
work/standing should be broader reaching spanning across not only the community but
throughout the region. The F AC did not find any of the contestants meeting this
standard this year.
The F AC inquired why there were not any entries from the F ALC members.
FAC voted 4-0 to not grant the Distinguished Artist Award this year.
OLD BUSINESS
A draft of the Cupertino Youth Art Award flyer was presented by Commissioners
Leong. Suggestions and input were discussed. The FAC also discussed about the
logistics/strategies to advertise the award and decided that a special FAC will be held in
August to refine and finalize strategies and assignments.
Public Art Catalogue Update -Commissioner Sanchez provided an update.
Commissioner Leong is working on finalizing the catalogue and it will be available for
review in the August meeting.
Talking Points for the Fine Arts Commission -Commissioner Matley went over the
recommended talking points and explained that it helps consistently describe the
functions of the FAC.

Commissioner Sanchez moved to accept the talking point as a working document that
may be adjusted by the FAC as necessary.
Chairperson Mahalingam seconded the motion.
Motion was passed 4-0.
ADJOURNMENT
Commissioner Mahalingam adjourned the meeting to the Special Meeting on August
24, 2015 at City Hall at 8:00 p.m.
