BPC 09-18-03CUPERTINO THE REGULAR MINUTES OF THE BICYCLE AND PEDESTRIAN COMMISSION Thursday September 18, 2003 Conference Room C Cupertino City Hall 10300 Torte Avenue Cupertino, CA 95014 MINUTES ATTENDANCE Mr. Joe Walton, Chair, called the meeting to order at 7:11 p.m. Staff: Mr. Goepfert, Ms. Arrants Commissioners: Present: Mr. Geoffrey Paulsen, Mr. Joe Walton, Ms. Julia Fu, Mr. David Greenstein and Mr. Robert Levy. Absent: None Citizen: Ms. Anne Ng WRITTEN COMMUNICATIONS - Email regarding pedestrian traffic signal timing. APPROVAL OF MINUTES - Minutes of August 21,2003 were approved. ORAL COMMUNICATIONS - Resident Anne Ng discussed a recent email she forwarded to Diane Arrants regarding the bicycle lane on the east side of Blaney Ave, north o£ Stevens Creek Blvd. needing a section of red curb. Arrants will field review and prepare a work order as needed. OLD BUSINESS - 1. Regnart Creek Trail - Mr. Goep fert updated the commissioners. A letter of recommendation was presented and approved by the City Council at the September 16th meeting, which accepted the Bicycle Pedestrian Commission's recommendation that the existing pathway along the segment of Regnart Creek between Blaney Avenue and Pacifica Drive be considered for future use as a public trail, authorize the Commission to receive public input on the future use of the pathway as a public trail, and request that Staff pursue available grants to provide funding for trail improvement planning. A general discussion followed regarding the direction necessary to conduct a public hearing. Staffwould prepare a distribution list, notifying residents within 500 feet of the proposed trail, a notice any interested parties through the Cupertino Scene. A tentative date of November 19th at the regular Bicycle and Pedestrian Commission meeting was set. A request by the commissioners to have Aarti Shrivastava, Senior Planner and a representative of the SCVWD be present at the Public Hearing. Staff will contact both. 2. Bubb Road - Mr. Goepfert briefed the commissioners on the his meeting with Ciddy Wordell, City Planner regarding adding pedestrian access along the east side of Bubb Road when considering any future developments. Ms. Wordell stated pedestrian walkways, pathways and or sidewalks can be incorporated with futura development or remodel projects along the east side of Bubb Road. A general discussion followed. Cupertino Pedestrian Guidelines - a. Commissioner Levy discussed his findings of the VTA Pedestrian Technical Guidelines. Commissioner Levy found it to be an outstanding document and suggested it be used to supplement the Cupertino Pedestrian Guidelines. Walkability - a. This item was discussed in conjunction with item 2. Public Transportation - a. A general discussion regarding the current state of public transportation proceeded with Commissioner Levy discussing a recent contact with a person waiting on Bubb Road for a bus. There were not any schedules at the stop, leaving people without any knowledge of bus arrival times. Chair Walton a VTA Bicycle and Pedestrian Advisory Committee member will pass on a suggestion of posting a bus schedules on bus stop poles. Walk to School Day - October 8,2003 a. Vice Chair Greenstein discussed the upcoming event scheduled this year for October 8t~. A general discussion followed focusing on how to increase outreach to schools for future Walk to School Days. Commissioner Paulsen suggested a proclamation from the school district might aid in increasing participation of schools in Cupertino. Commissioner Fu volunteered to contact Regnart Elementary School proactively seeking participation for Walk to School Day. NEW BUSINESS - 1. The Oaks - Mr. Goepfert briefed the Commissioners on the status of this project. A motion was made by Vice Chair Greenstein to incorporate bicycle and pedestrian access through the development, second by Commissioner Paulsen, all in favor. Mr. Goepfert will pass on proposal to Planning Commission at their regular meeting. 2. Cupertino Senior Center - held over to next meeting 3. Altrans - held over to next meeting 4. Future Items Discussion a. Cupertino Pedestrian Guidelines review and comments for changes on December 17th. b. Guide to historical buildings and sites ADJOURNMENT - There being no further business or public comment Chair Walton adjourned the meeting at 9:09p.m. The next Committee meeting will be th on Wednesday October 15 at 7:00 p.m., City Hall, Conference Room A.
