MINUTES OF THE REGULAR MEETING OF THE
BICYCLE PEDESTRIAN COMMISSION

CUPERTINO
The meeting was called to order at 7:02 p.m.
ROLL CALL:
Present: Pete Heller, Vidula Aiyer, Gary Jones, Erik Lindskog

ORAL COMMUNICATIONS
1. Sandy James, representing Sand Hill Partners, explained that ownership of the
Vallco properties are now,consolidated under her employer. This should enable
more efficient and cohesive development and management since previously
there were three owners with competing interests. She encouraged residents to
provide feedback to Sand Hill on their desires for Vallco.
2. Nitin Shah, Cupertino resident, expressed concerns about the non-compliance of
drivers with stop signs at Orion Lane and Stelling. He indicated that law
enforcement officers are overwhelmed with the volume of drivers not stopping
and that perhaps there were alternatives that should be explored. No specific
proposals were presented.
3. Larry Dean, Cupertino resident, expressed the desire to have more informational
signage along bike routes indicating significant destinations such as the library
or schools. He also suggested that education programs at the middle schools
could be effective in improving cycling safety among youth cyclists.
WRITTEN COMMUNICATIONS
ORDERS OF THE DAY
1) Staff Report (Stillman)
a. Following up on the March 3 City Council meeting. Mr. Stillman reported
that the City Council had approved $435K, which was in excess of the
$250K request. This indicated the City Council's support for enhancing
cycling safety throughout the city. The$435K will enable nearly all the
Priority 1 items from the 2015 Bike Plan to be implemented by the end of
summer in time for the 2015-2016 school year.
b. The remainder of the Priority 1 plus the Priority 2 items, totaling to
approximately $700K, will be requested from the Council in May. Mr.
Stillman expressed confidence that the Council will approve the second
tranche.
c. The truck route ordinance was also passed. It limits trucks from using
roads within 500 feet of schools. Signage will be added to the streets to
inform drivers. The ordinance was amended to ensure that the location
where Ethan Wong's fatal collision took place would be covered.
d. City Council had requested that Rainbow and McClellan be included in
the ordinance. Mr. Stillman reported that staff will recommend that
McClellan between Stelling and Bubb be included, but that Rainbow not
be included.
e. Mayor's Meeting Recap (Aiyer)
Mayor Sinks was knowledgeable and supportive of the 2015 Bike Plan.
2) Receive VTA BPAC Report (Wiant) —No report was given due to the non-
attendance of Mr. Wiant.

3) The Commission approved the February 251", 2015 minutes unanimously.
OLD BUSINESS
4) Bike to Work Day Planning
a. The discussion was postponed due to the non-attendance of Mr. Lyn.
b. Mr. Stillman stated that Whole Foods had expressed interest in providing
food for the event.
5) Bike Rodeo Planning
a. Mr. Heller reported that Safe Moves has again agreed to provision and
man the safety training course this year as they did in 2014.
b. The schedule is still being finalized but Saturday October 3 has been
identified as a good candidate. Mr. Heller and Stillman will conclude this
prior to the next meeting.
c. Promotional ideas were also discussed. Items and their owners are fisted
below:
• mentions in school newsletters to parents (Stillman)
• mentions on the Cupertino web site (Stillman)
• creating a flyer (Heller)
• posting the flyer at the library and other public buildings (Stillman)
• using inserts in the Recology bills (Heller)
• K-8 Peach Jar (TBD)
NEW BUSINESS
6) A Short Study on Bicycle Safety and Solutions in Other Cities and Counties
a. Mr. Lindskog presented a variety of data points taken from internet
searches. The item that generated the most interest was a general speed
limit reduction.
7) Green Bike Lane Discussion
a. Green bike lanes consistently receive positive feedback however motorists
aren't yet educated as to how to navigate around them. It was discussed
that more education would be valuable but it was unclear how best to
deliver it. One suggestion was to provide information at the Bike Rodeo.
The Cupertino website is another option.
8) Hotlist
a. The hotlist was revived after being dormant for nearly a year. A few
updates were noted and Mr. Stillman will maintain it.
9) Items for Future Agendas
a. Scope for the upcoming cycling feasibility study to be undertaken by a
consulting firm. This will likely involve route selection at each class level
and planning level costs.

c. School outreach update
