'MEETING MINUTES
1. CALL TO ORDER
At 7:02 pm Commissioner Liu called the meeting to order at Cupertino City Hall,
10300 Torre Avenue, in Conference Room A, Cupertino.
2. ROLL CALL

3. APPROVAL OF MINUTES
Commissioner Stevenson moved to approve the minutes of the regular meeting of
January 7, 2015. Commissioner Ho seconded and the motion passed unanimously.
Commissioner Jerry Liu welcomed new Commissioner, Gopal Kumarappan, and
asked each commissioner and guest to introduce them to the new commissioner.
ORAL COMMUNICATION
Katy Jensen, City of Cupertino Capital Improvement Program Manager discussed the
Civic Center Master Plan. She relayed that on October 21St, 2014, the Civic Center
Master Plan was brought to the City Council to select a preferred plan, which
includes an expansion of the Library. After the meeting the Council provided
direction to study a new, larger City Hall than was proposed and a larger program
room than was initially discussed. The new City Hall would be in the 40,000 sf size
with parking beneath that will address current parking deficiencies and planned
increases for the new City Hall and program room sites.. It will allow 100 to 120
spaces for parking. The surface parking adjacent to the Library would stay intact'. In
addition there is a feature to study the additional parking that had been previously
considered to cure the deficiency problem from 2012 near Pacifica. The program
room size considered accommodates 130 people. Ms. Jensen provided a visual image
of the proposed buildings with the program room is shown as an extension on the east
wing and the teen center not involved in the discussion. After the October 21St City
Council meeting the consultants did an analysis of where the program room should be
placed. The roof is a green roof along with solar power. The green roof is anticipated
to address water runoff concerns. They looked at four scenarios with options (1, 2, 3
& 4) including a teen room, atrium, plaza, 130 seat program room, enclosed
courtyard, and a roof bridge perch. There will be a meeting in the near future with the
stakeholder group. City Hall may have program rooms available to the community
in addition to the one proposed in the Library. When the environmental document is
complete, Ms. Jensen will provide information to the City Council for more input.
Staff has a timeline to complete the planned environmental document in May, 2015
4. WRITTEN COMMUNICATIONS
A. Cupertino Community Librarian Report
Ms. Gayathri Kanth, Cupertino Librarian,provided a report about the
Cupertino Library. The trend is continuing with circulation a little bit lower
than in the past, which is due to an increase in eBook circulation. EBook
circulation for the Santa Clara County District was up by 69%o this year and
this upward trend is expected to continue in the future. Annual circulation is
2.5 million items, which is probably one of the highest in the nation.
Programming attendance has increased. There were 62 programs offered this
month with 3,145 people in attendance. There were 12 outreach events.with
349 attendees. The Lunchtime Librarian program was expanded to include
Kindergarteners. The Facebook page is gathering more"likes,"increasing
from 707 to 721 over the last month. Education events included the STEM
activities in the children's garden. In January there was a garden scavenger
hunt and in February there was a first garden journal activity for young
children. In addition there were weather,water and composting activities. This
month they will be planting valentines. Adult events include the Covered
California presentation, ESL conversation club, Chinese Book Discussion
group and Mark Larsson's movie series with an associated book list. The
Family Lunar New Year Craft and Parade was very successful with a Lion
Dance group, a martial arts demo and crafts. The Silicon Valley Reads closing
event with authors will be held in Cupertino March 28, 2015..
B. County Librarian Report
County Librarian, Chuck Griffin, provided the County Library report. The
American Library Association is having its annual meeting at the Moscone
Center in San Francisco, June 25th through 30th. The early registration fee is
$125 if registered before March 16th. An exhibit only fee is approximately
$65. The program will offer author events,round tables and exhibits. The JPA
Board Meeting on January 29th covered the 5-year financial forecast, capital
maintenance plan update and technology plan update. All of this information
can be found on the County Library website under governance and budget.
The 2015 meeting calendar was also adopted. The meetings will be held April
16, June 4 and October 29..The April and June meeting will be the initial
review and final adoption of the 2015/16 Fiscal Year Budget and will look at
the audit report. Mr. Griffin thanked Commissioners for attending the Forum
on Saturday.

5. REPORTS
A. Commissioner Report
Commissioner Liu reported that he and Commissioner Ho attended the
Commissioner Forum, represented by Cupertino, Saratoga and Morgan
Hill. One of the workshops hosted by Emily Lo described how
Commissioners can be effective in getting information to City Council.
Commissioner Liu recommended inviting City Councilmembers to'the
Library Commission meetings and also providing them with quarterly reports.
Ms. Kanth discussed piloting a new library program for Commissioners and
City Councilmembers that shows people behind the scenes of the Cupertino
Library. Commissioner Liu drafted a letter to City Council regarding the
Library's position on the need for the expansion.
B. Cupertinolibrary.org report
Commissioner Liu provided an update about the Cupertinolibrary.org website.
The Library district runs the website for all the Santa Clara County libraries
but the City of Cupertino owns the Cupertinolibrary.org website. Google
Analytics provides website traffic and demographic information about people
utilizing the Library website.

D. Mayor's meeting report
Commissioner Stevenson provided a report about the Mayor's Meeting.
There is a new format this year where Commissioners are asked to talk about
how Commissioners would like to liaison with Councilmembers and inform
them about what is going on in the Commission meetings and what items .
Councilmembers need to be made aware of to help them make their decisions.
The meeting was a brainstorming session on how to meet these goals.

7. NEW BUSINESS
A. Award committee report
Commissioner Ho and Commissioner Grymes are on the committee to award
the Library Commission's Accomplishment in Community Enlightenment
(ACE) 2015 Award. City of Cupertino Sustainability Manager and Assistant
to the City Manager, Erin Cooke, was selected to receive the award,being
recognized for her work to create a more sustainable community.
6. OLD BUSINESS
A. Poet Laureate program continuation
Commissioner Stevenson reported that she, Ms. Kanth and Bev Lenihan
from the Library Foundation will meet to discuss the feasibility of continuing
the Poet Laureate program.
B. Community survey discussion
Commissioner Liu discussed the Godbe Community Survey results.
