LIB 11-5-2014City of Cupertino Library Commission Regular Meeting November 5, 2014 MEETING MINUTES 1. CALL TO ORDER At 7:02 pm Commissioner Liu called the meeting to order at Cupertino City Hall, 10300 Torre Avenue, in Conference Room C Cupertino. f► RIJA RIyWF Commissioners: Jerry Liu, Annie Ho, Ann Stevenson, Adrian Kolb Cit.. /may LibrarStaff. Gayathri Kanth, Nancy Howe, Nidhi Mathur. Absent: Rose Grymes Guest: Jerry Tallinger 3. APPROVAL OF MINUTES Commissioner Stevenson moved to approve the minutes of the regular meeting of October 1, 2014. Commissioner Ho seconded and the motion passed unanimously. 4. WRITTEN COMMUNICATIONS A. Cupertino Community Librarian Report Gayathri Kanth, Cupertino Librarian, reported about the Library 10th Anniversary Celebration. There were 24 learning activities and programs, a 50 -year time capsule, five dance and music performances, and 4,300 attendees in the library. Programs this past month included the Harvest Celebrations, the Children's Garden Program and the puppet show and costume parade, which attracted 165 children. For Teens, the programs included the Teen Book Club and the Code Flrst Computer Programing Workshop, which attracted 49 teens. The Fall Performing Arts Series had two programs Pushpanjali Dance Academy, an Indian dance program and a percussion performer. The League of Women's Voters had a pros and cons forum. And also part of the Fall Performing Arts Series was the Relativity Theory of Albert Einstein. Coming up includes the Globe Movies at the B1ueLight Cinemas. Also planned at the B1ueLight Cinemas is the Silicon Valley Reads Movie Festival. There will be a table at the lobby for library cards. B. County Librarian Report Nancy Howe, the County Librarian, reported about the Silicon Valley Reads kickoff event February 4th at the Heritage Theater in Campbell which will feature all three authors of the Silicon Valley Reads books. The County Library is planning 100 free events with the theme of the Immigrant Experience. There were over fifty-two 100 -year celebrations with 14,000 people attending. Ms. Howe mentioned actions that carne from the JPA meeting October 30th, one of which is that they voted to eliminate the non - district resident $80 fee for library cards, effective July 1St, 2015. The fee is being .eliminated because there is a desire for reciprocity with six neighboring libraries that do not charging Santa Clara County residents. Since 2011, four cities opened, remodeled or built new libraries. San Jose Libraries are planning to open five days per week as opposed to four days. There were increases in Library services and hours. The County Library System spends $200,000 per year in staff time to implement the purchase of library cards with verification of addresses for purchasing the Library card. So in other words, to collect $300,000 of fees, staff was spending $200,000 in staff time and staff time is also used in discussions with patrons when cards were not purchased. In addition, there is something in state law that indicates eligibility of library funds if services provide equal access and don't have barriers to service. The Library District approved a Community Room Policy which includes increasing the fee for renting community rooms. Since Cupertino does not have a community room, the fee information does not apply. Derek Wolfgram who was Deputy County Librarian since 2009 will be leaving the position to be the Director of the Redwood City Library. C. Friends of the Library Report The Annual Friends, Foundation, Endowment and Commissioners Forum will be held February 7, 2015 in the morning. The special guest is Robert Dawson, who traveled across the country photographing and getting stories about libraries. Saratoga Friends will talk about how you can open your own bookstore in your community. D. Cupertino Library Foundation Report A report was provided to Commissioners E. Others None F. Calendar Review Mayor's Meeting, November 12, 2014 — Ann Stevenson will attend Silicon Valley Reads, February 4, 2015 Annual Friends, Foundation, Endowment and Commissioners Forum February 7 at 9:00 am 5. REPORTS A. Commission Report Commissioner Kolb reported that there is a Poet Laureate event on November 13, 2014 at the Euphrat Museum at De Anza College, Cupertino. Commissioner Kolb will be terming out of the Library Commission and her last date will be in January 2015. She plans to volunteer with the Poet Laureate through October 2015 to keep consistency with the program. If the program continues, a Commissioner will be needed to start the search in January or February for the new Poet Laureate. Commissioner Ho mentioned the award for Erin Cooke should be postponed. Commissioner Liu reported that in October, the Lincoln Elementary School Book Fair and how he invited the Cupertino Library and Library Foundation to have a booth. The Library Foundation provided information about "Silicon Valley Reads" and the Cupertino Librarians asked age-appropriate questions and provided prizes to the children. During the October 21st City Council meeting, there was a vote for five options of the Civic Center redevelopment possibilities. There was deliberation about including a community room in the City Hall development. Also the idea of making the Library atrium area a community room was raised. Ms. Mathur will invite City staff, Katy Jensen, to address the Library Commission with further information about the Civic Center Master Plan project. Commissioner Liu mentioned the idea of having the Library Commission help to notify residents of the Civic Center Master Plan. B. Cupertinolibrary.org website Commissioner Liu reported that the website traffic is down to approximately 7,000 sessions with the average time of half a minute. C. Staff Report Nidhi Mathur reported that there is a sRecial City Council Community Workshop scheduled for November 6t at 7:00 pm at the Quinlan Community Center regarding the tragic bicycle accident. There is a Stevens Creek Corridor Master Plan meeting November 5th at Community Hall and there will be a follow-up Study Session November 6th at 7:00 pm in the EOC at City Hall. There will be a follow-up discussion regarding the Stevens Creek Corridor Master Plan at the City Council meeting at 4:00 pm on December 16th D. Mayor's meeting Commissioner Ho sent out a report to the Commissioners regarding the Mayor's Meeting. 6. OLD BUSINESS A. Library Patron Survey Report Commissioner Liu provided information that patrons are happy with the staff, the Library collection and the Library location. Some people requested other books or particular items. Several people complained about the Library fee. B. Library Expansion - Update from October 23rd City Council Meeting 7. AGENDA BUILDING It was decided that the December meeting would be cancelled for lack of business. At the February 2015 meeting, the Library Commissioners will select the new Chair and Vice -Chair.
