PSC 11-13-2014(Special) ` , CUPERTINO PUBLIC SAFETY COMMISSION SPECIAL MEETING MINUTES Thursday, November 13, 2014 Cupertino City Hall, Conference Room A I. ROLL CALL Commissioners Present: Andy Huang Robert McCoy Gerald Tallinger Steven Michael Jerbic Commissioners Absent: Bob Cascone Staff Present: Captain Ken Binder, Santa Clara County Sheriff's Office Staff Absent: Battalion Chief Gary Cocroft,Santa Clara County Fire Department Others Present: Kuo-wei Chang,William Chan (Vice-Chair Bicycle-Pedestrian Commission), Savita Vaidhyanathan(possible City Council elect),Peter Martin,Mr.Zhou(a reporter from the Work Journal),Mr. Zheng,Ms. Aberg,Yin-ping Zhao,Hui Zng,Kristen Lyn(CUSD School Board Elect) II. ORAL COMMUNICATIONS There are no oral communications to discuss at this regular meeting. III. NEW BUSINESS 1. Discuss the possible addition of school crossing guards and deputies (Huang) Commissioner Huang reports there is a desire for an increase in deputy resources and crossing guards at Faria Elementary School, which Captain Binder has already forwarded to the City. Commissioner Tallinger adds that Lincoln possibly also verbally requested crossing guards for two different intersections. Commissioner Huang tells Commissioner Tallinger to ask for a formal email request. Commissioner Tallinger mentions that Toby Smith said they are in the process of reorganizing-the crossing guards,based on a recent study. Captain Binder offers that the City spends about$119,000.00 per year on crossing guards. Visitor William Chan adds that the high school district does not participate in the crossing guard program. 1 r Yin-ping Zhao speaks about a similar tri-school area along Stevens Creek Blvd. between Wolfe Road and Lawrence Expressway around Cupertino High School, Sedgewick Elementary School and Hyde Middle School. Traffic is a mess every morning, and Sedgewick has to start at 9:OOam most days to accommodate the heavy traffic. She would like attention given to this problem area. Yin-ping Zhao also mentions "zero period" at many middle and high schools, starting early at 7:30, which causes school traffic to span 7:OOam through 9:30am. Elementary school traffic starts at 8:00 because most start at 8:30am. Commissioner Huang thanks the visitors for their comments and closes the public comment section of this meeting. 2. Nomination of Chair and Vice Chair for PSC 2015 Commissioner Huang states that commission chair nominations are normally held at the December meeting, but he would like to proceed now because he will be on vacation next month. ACTION_ : YES VOTE: YES MOTION:HUANG SECONDED: TALLINGER 4 to 0 Commissioner Huang motions to nominate Commissioner Rob McCoy to the position of Cupertino Public Safety Commission 2015 Chair; Commissioner Tallinger seconded the motion; votes taken, all in favor to assign Commissioner McCoy as the PSC Chair for 2015. Commissioner Huang nominates Commissioner McCoy as Chair for next year, because he puts in the most hours among them, going to all possible Council meetings, and he reliably communicates the information back to the rest of the PSC. Commissioner Jerbic asks why none of the other commissioners were nominated, and Conunissioner Huang answers that typically a Chair has already held the Vice-Chair position and has had at least one year but preferably a couple years of experience on the commission before taking on such a leadership role. Commissioner Jerbic also expresses hesitation on voting without all commissioners in attendance, but understands that with Commissioner Huang absent next meeting that it is better to make these decisions now. ACTION: YES VOTE: YES MOTION: MCCOY SECONDED: f ERBIC 4 to 0 Commissioner McCoy motions to nominate Commissioner Andy Huang to the position of Cupertino Public Safety Commission 2015 Vice Chair; Commissioner Jerbic seconded the motion;votes taken, all in favor to assign Commissioner Huang as the PSC Vice Chair for 2015. 2 Commissioner McCoy then nominates Commissioner Huang to the position of Vice Chair for next year, based on seniority and experience. Commissioner jerbic states that he understands the reasons for this nomination, but would like to voice a suggestion that the PSC find opportunities to develop more leadership in 2015 so the other three commissioners gain the necessary experience to have a chance at these positions in future years. Conunissioners McCoy and Huang readily agree, noting that each of their terms end after another year and reappointments to the commission are not guaranteed. IV.
