LIB 06-04-2014 City of Cupertino Library Commission Regular Meeting June 4 2014 MEETING MINUTES 1. CALL TO ORDER At 7:01 pm Commissioner Liu called the meeting to order at Cupertino City Hall, 10300 Torre Avenue, in Conference Room C Cupertino. 2. ROLL CALL Commissioners: Jerry Liu, Annie Ho, Ann Stevenson, Rose Grymes, Adrian Kolb City/County Library Staff. Gayathri Kanth,Nancy Howe,Nidhi Mathur Absent: Guest: 3. APPROVAL OF MINUTES Commissioner Grymes moved to approve the minutes of the regular meeting of May 7, 2014. Commissioner Kolb seconded and the motion passed unanimously. 4. WRITTEN COMMUNICATIONS A. Cupertino Community Librarian Report Ms. Kanth reported fewer visitors to the Cupertino Library this year than last, however there were more new patrons in April 2014 than April 2013. There were fewer programs offered,however almost the same amount of patrons attending the programs. Total circulation was lower this year compared to last year. A Book of the Month Club was described which takes place after the Summer Reading Program and will continue throughout the school year where children will read one book a month and then answer a question. It is one of the Library's most popular programs with over 280 participants last month. The Garden for Kids is another popular program with 60 attendees participating in the May 22, 2014 program. The Children's Librarians were involved with outreach to Kennedy Middle School and Sedgwick Elementary School. A new program called, Lunchtime Librarian was launched at Sedgwick Elementary School and 40 children attended to talk to the Librarian and get book recommendations. Many of theirs registered for the Summer Reading Club. This program may be expanded to other schools. Master Gardeners and the Spring Film Series with Mark Larson are popular programs. The Monta Vista Teen Technology Symposium had 137 attendees. Future library programs include the Summer Reading Program for kids and adults, the Prototype Your Idea Yourself workshop which is the second 31) printer class sponsored by the Library Foundation and telescope viewing with a retired NASA physicist. B. County Librarian Report Ms. Howe reported that Joint Powers Authority Meeting will take place where the budget and behavior policy will be discussed. There will also be a proposal for a Subcommittee to review fees, including the non-resident card fee, which garnered over $400,000 in revenue with 5,000 cards distributed the first year and $330,000 in revenue is expected this year. An explanation of reduced revenue could be there have been additional San Jose Libraries opened and 10,000 free library cards have been provided to non-resident students. Assembly members have requested that the state budget restore$10 million in funding for libraries so transaction-based reimbursement is still being discussed. C. Friends of the Library Report A written report was submitted by Kathy Stakey. D. Cupertino Library Foundation Report A written report was submitted by Eno Schmidt. E. Others . None F. Calendar Review June 11, 2014 Mayor's Meeting- Commissioner Stevenson will attend June 12, 2014 Poet Laureate Event July 2, 2014 Library Commission Meeting 5. REPORTS A. Cupertino Poet Laureate Commissioner Kolb reported that Cupertino Poet Laureate, Jennifer Brown will conduct a workshop called, "Write Your First Poem. The next Cupertino Poet Laureate event is on June 12th called, "An Unsung Holiday" and event will celebrate"Loving Day"based upon the day in 1967 that the US Supreme Court struck down laws prohibiting different races from getting married. The celebration is for people who work for racial equality and tolerance and will have three speakers—Michael Cross, a teacher from De Anza, Bob Dickerson, a teacher from De Anza and Erica Goss from Los Gatos. The celebration will be held at the Euphrat museum. Jennifer is requesting a middle school, high school or college student volunteer assistant to help with organizing the event. B. Commission Report Commissioner Liu reported on Mayors Meeting that only three other Commissions besides the Library Commission were represented at the meeting—Bicycle Pedestrian, Fine Arts and Public Safety. One thing on the agenda was asking why more people don't attend the Mayor's meeting. The meeting time is causing issues for most people so the compromise is to meet at 4:30 pm. The Fine Arts Commission is holding a Distinguished Artist Contest and it has put together a photo book of art and sculpture in Cupertino. The Bicycle and Pedestrian Commission is doing a survey about why people walk and bike to school. The Public Safety Commission discussed the PulsePoint app and funding issues. There was discussion about the Stevens Creek dam and how it would fare in an earthquake. They are planning to put up warning signs in the inundation area. Commissioner Liu shared information about the Library attendance,programs and website. In May, Perkins +Will hosted an input gathering discussion of different design ideas for the Civic Center redesign. There will be a public meeting in July so the public can share their thoughts.. Commissioner Ho attended a Library stakeholder meeting where Perkins+ Hill discussed the Teen Center and Library floor plans. The book drop unreadable screen issue was raised and Ms. Howe indicated that the issue needs more study. There isn't sufficient budget and there may not be vendors that provide the needed solution with a window that leads to a conveyor belt. She asked architects to study the solution again. The remote book topic is not presently on the discussion table. The Library Planning Committee for the Tenth Anniversary involves people from Friends of the Library, the Library Commission,the Cupertino Library, the Foundation and Mayor Wong. The celebration will take place on October 18, 2014 from 12 to 4 pm and booths with activities will be related to the Dewey Decimal System, though Ms. Kanth indicated that the Library will be trying to get community involvement in other manning booths in the Civic Center Plaza. CEEF, Planetree, and the Library with Reading Programs and an eBook demo will be mannin g booths. C. Staff Report Ms. Mathur reported that there is a Budget, Public Hearing, and City Council Meeting on June 10, 2014. There is a General Plan Amendment(GPA) workshop on June 28, 2014 in Community Hall at 6:45 pin. The City Council will hear Civic Center ideas in July. 6. OLD BUSINESS A. Cupertinolibrary.org website Commissioner Liu modified the website based upon comments from past meetings. The reason for the website is to host a website for the Commission and the Friends. C. Discuss 2014 Commission Work Plan Commissioner Gryines moved to approve the Work Plan. Commissioner Kolb seconded the motion. D. Library Services and Expansion Survey Commissioner Liu proposed that the commission should be a liaison with the community and sponsor a survey for Library patrons to determine what matters to theirs and possibly do this survey in conjunction with the Story Room Expansion and the Tenth Year Anniversary. Possibly the Library Commission could plan this survey on an annual basis. He proposed to ask the conununity about what they envision in a Library of the future. A contest where kids submit drawings of a Library of the Future was also discussed. There was a suggestion to work with Cupertino Poet Laureate and the winner of the Distinguished Artist contest to comment on their ideas of the Library of the Future. There was discussion surrounding utilizing survey monkey,paper submissions, survey design, and teen volunteers from the Teen Advisory Board and funding sources for this survey. 7.
