When Mr. Pierra said four signs ( "STOP ENGINES", etc.) were up. there
by State Law, lie was told they were not counted in the allowable
square footage of the signs.
' . Ca 11 1,
The Assistant Planner posed the following questions: How do you
regulate existing service. stations? How do you encourage oil
companies to upgrade the stations? Discussion followed.
.Do fi.nitions 'lhc definition of a shopping center was discussed next. Both• i,•,,,•
Commissioner Hirshon and Cha_rman Meyers felt we might. ru.n,into,,•,•:;::::
problems when we seta minimum and maximum size for shopping centers. t;
Commissioner Hirshon said he was not sure' it should be:limit'ed';to•':
shopping centers, when discussing that portion of the ordinance i
relating to locations of service stations. Commissioner Hirshon
was not sure they should limit the- 1ccations to only shopping centers.
It should not be synonymous with the words. "shopping centers".
For instance, there is a definite need for a service station in an
industrial zone.
The Planning Commission was unanimous about prohibiting of unplanned
gro,:p .:rgs groupings of service stations, such as on all four corners of an
intersection. Director Si-, k is to cite examples on Page A-6.
Mr. Cook said most service station dealers would be in favor of not
rcl.a-xi.n; the r<estricv.ions on service stations because this would
help keep competition down; but the oil. companies would not agree...
'Elie businessmen and the citizens are probably in favor of- limiting
the stations.
i
\ PO The Assistant Plainer said the t'uierican Society of Planning Officials
rosearcn researched a lot of cities with the results of two lines., of •thitiking:
one, it is good to have service stations on all four corners for
r
line of sight ; and two, it is better not to have service stations on
corners.

Chairman Pleyers brought up the matter of display racks of Cites.; Display °of
At the first study session it was deci.dud a display of 20 tires' tires
would be al..l ri.c;f,t. , and it would be all right to ii'ave it outdoors. ! {
would was some discussion of relating the number of tires on display
to the number of pump islands ; thereby giving larger stations more
lat1.tilde. Plr. Cook said tyre rent and payroll are usually paid 'by
the profit on l;as saJ.cs. 'File ancillary equipment sales pay'the
rest of the bills. }ir. P:ierra felt very strongly that the'more'
you advertise and di.spl.y stacks of tires, the more you sell:.
It ,;as decided that the staff was to use as a guideline (rather
than put it in file Ordinance) that 20 tires may be displayed :in:
a rack and the service station dealers must show where they intend
to display them. Up against the building, up on the catwalk;' or .
within 5 feet of the building wil.l. be all right. Another thought' `_.
was that tires should be displayed no more than 36 inches in height
by 4 feet in width.
Mr. Cook said 80% of the ancillary sales are made by 'the dealers i
themselves. they have to rely on advet:tisement of the merchandise. i
CoMjniS8io:7^.r. O'Keefe wondered if in fact , the stacking of tires
detracts from the appearance of the stations and discourages
customers from going there.
i
It was decided that the ordinance should read 1% or 500 sq. ft. ,
' Guidelines •
whichever i. : larger, shall be the maxir;}um sign area. There will offered a`
be a place for promotional signs. Emphasis should be put on the
quality of the signs; they are more ef:cective. The maicrity. of
present signs are less than 1%. A
Mr. Cook proposed that the City ;could have the laws and the dealer Liason
group would be the liason between the C and the dealers when between star
ity
& dealers
problems arise, lie, asked that the staff contact him directly. ti
