MEETING P41NUTES
1. CALL TO ORDER
At 7:02 pm Commissioner Kolb called the meeting to order at Cupertino City Hall,
10300 Torre Avenue, in Conference Room B, Cupertino.
2. ROLL CALL
Commissioners: Jerry Liu, Annie Ho, Adrian Kolb, Rose Grymes
City /County Library Staff. Cynthia Wilson, Nancy Howe, Nidhi Mathur
Absent: Ann Stevenson

3. APPROVAL OF MINUTES
Commissioner Kolb moved to approve the minutes of the regular meeting of July 3,
2013. Commissioner Liu seconded and. the motion passed unanimously.
3. PRESENTATION
Katy Jenson- Council committed $400,000 for Outreach, and property changes.
Included in that is underground parking. This will be a two year project. Another
budgeted project is a shade canopy for the book drop. As well as a project for an
expansion of the Library story room that will hold 75 people, with a possible external
entrance. This has been budgeted for over two fiscal years. A fourth project is a
conceptual design for an additional parking structure in the parking lot. There will be
an intense selection process to choose a design team that will be able to handle the
entire scope of all four of these projects.
4. NEW BUSINESS
A. Welcome Cynthia Wilson, Acting Cupertino Librarian
Librarian Cynthia Wilson was introduced and welcomed to the Library Commission.
5. WRITTEN COMMUNICATIONS
A. Cupertino Community Librarian Report
In addition to the written report Ms. Wilson discussed database cards for
teachers. This is a way for teachers to help local students' access local library
databases electronically. Discussed the summer reading program where
county wide more than 10,000 readers took part logging over 60,000 books
online. In Cup_ ertino over 3,200 readers took part 2100 children, over 700
teens.
Outreach - Librarian went to Happy Kids Day and spoke to over 700 people.
The Library participated in National Night Out, a crime prevention program.
The Foundation had a reception for 2013 S3 Summer Science Winners.
Coming Outreach- Cupertino Staff and Library staff will be at the Silicon
Valley Fall Festival.
Included in the report- circulation this month was over 230,000 items. 11000
volunteer hours, 78000 people visited the library.
B. County Librarian Report
Measure A- 81.7 % voted ,yes. This has extended the special tax for 20 years.
This tax represents about 18 -20% of funding.
The Return On Investment Study was entirely funded by Cupertino Library
Foundation who allocated $25,000 and worked with library district hired
independent consultant auditor -Burk Company. One of the goals was to
determine a value to the public library. It was quantified in following way: for
every dollar the benefit ratio is $2.50- $5.17. They also conducted interviews
around the county and submitted a graph to show the things they could not
quantify but show the library's value. It was suggested that this might be of
interest to bring before the City Council at a Mayor's meeting.
C. Friends of the Library Report
None
D. Cupertino Library Foundation Report
A Cupertino Library Foundation member has been working on a Technology
and Art Fusion project that will be held at the library in the spring of 2014.
One of the features of interest is 3D printing. It was suggested the
Commission get in touch with the Foundation member regarding 3D printing.
The technology and fusion project is envisioned as a 3 part series.

F. Calendar Review
October Mayor's Meeting is scheduled on October 1 and will be attended by
Commissioner Liu
November Mayor's Meeting is scheduled on November 5 and will be attended
by Commissioner Stevenson
December Mayor's Meeting is scheduled on December 3 and will be attended
by Commissioner Ho
City Council meeting- It was discussed when the Commission and the Library
Foundation should attend the meeting and talk about the ROI report during the
Oral Communications section of the meeting.
6. REPORTS
A. Cupertino Poet Laureate
Commissioner Kolb reported that Poet Laureate Selection Committee is
nominating Jennifer Swanson Brown to be the next Poet Laureate for a 2 year
term 10/13/2013 — 9/30/2015. There were 3 qualified candidates that the
committee interviewed. Commissioner Kolb asked for a motion on the table
to approve the selection of the Poet Laureate selection. Commissioner Grymes
moved to approve the Poet Laureate nomination. Commissioner Liu seconded
the motion. Vote 4 -0.
B. Commission Report
1. 2013 Work Plan Elements
Commissioner Ho has been speaking to the Rotary and the Realtors
Association to support Measure A.
2. Commission Report
Commissioner Liu and Commissioner Grymes will be meeting with Megan
Wong to discuss her assessment on the Technology Toolbar and some of the
ideas that the Commission subcommittee discussed regarding ways to
searching for library materials. Commissioner Grymes reported that she talked
to the Library Lead for the Technology Toolbar and it was discussed that new
training for it are in the works. Commissioner Grymes reported that the one of
the public interest with the Tech Toolbar is that using it eliminates library
fines. Commissioner Liu discussed how the issue of tablets and smart phones
constantly changing may at become relevant to the user friendliness of the
Tech Toolbar.
Commissioner Grymes reported that she attended the Technology Information
and Communication technology workshop. Wi -Fi was one of the topics
discussed during the workshop. It was also discussed if laying cable or
waiting for wireless options are the way to go in the future. Commissioner
Grymes reported City currently have few good mobile apps such as Eats
95014, Next Door and Access Cupertino.
3. City Council
C. Staff Report
Ms. Mathur reported that the city is hoping to have the Apple project to pass
by November. Ms. Mathur has developed an App that showcases Cupertino
restaurants. It is called EATS 9.5014.
7. OLD BUSINESS
A. Possible Commission Half. -Day 'Retreat"

9. AGENDA BUILDING
It was suggested that Carol Frost come in and give a presentation on the 3 year
technology plan. It was also discussed the Megan Wong is to come and present,
tentatively scheduling for the November meeting. Commissioner Kolb is to schedule
the new Poet Laureate to come to the meeting in December.
