P&R 08-05-101. 2. 3. 4. a APPROVED MINUTES PARKS AND RECREATION COMMISSION CITY OF CUPERTINO Regular Meeting August 5, 2010 at 7:00 p.m. Community Hall Council Chamber 10350 Torre Avenue, Cupertino CALL TO ORDER Chairperson Paul called the meeting to order at 7:00 p.m.. in the Community Hall Council Chamber, 1.0350 Torre Avenue, Cupertino, CA. PLEDGE OF ALLEGIANCE ROLL CALL Commissioners present: Darcy Paul, David Lee, Jeanne Bradford and David Greenstein Staff present: Mark Linder, Donna Henriques, Justin Cecil PRESENTATION A. Justin Cecil — Outdoor Nation Youth Summit Justin Cecil attended the Outdoor Nation Youth Summit in June at Central Park in New York City. More than 500 young leaders from across the country joined together to address the growing disconnect between young people and the outdoors. These Outdoor Nation delegates set a national outdoor agenda that outlines priorities and youth -led actions. This agenda will be presented to President Barrack Obama on November 15, 2010. MISCELLANEOUS — NO ACTION REQUIRED A. Staff oral reports Director Linder said City Council interviews for a new Parks and Recreation Commissioner are scheduled for September 7. Director Linder reported that at the August 3 Council meeting, the Ordinance regarding the feeding of waterfowl at Memorial Park did not pass. However, the Council would like to try a more aggressive education campaign and asked for more interpretive signs, translated into multiple languages. Barbara Banfield, the City's Naturalist will be working on the interpretive signs and the Senior Center staff will do the translations. The J' Council wants the new signs closer to the water and would like to have a six -month trial period to see if this helps the problem. After the trial period, the Council would like to bring back this item and discuss the idea of proceeding with the Ordinance prohibiting the feeding of waterfowl. Director Linder said that he has :met with representatives from Fremont Union High School District, Cupertino Union School District, the Sheriff's office and City staff regarding the traffic problem around the Morita Vista High School area. FUHSD has done a traffic study in this area and has made some recommendations. The group has met and developed a proposal that they will bring to the August 17 Council meeting that involves a four -month pilot based on their recommendations. The trial period would be from late August and run through late December. The Council would. bring this item back for discussion after the trial period has ended. The school districts are willing to participate financially and the Council has money they have designated to Captain Calderone for this project. Captain Calderone is the staff liaison to the Public Safety Commission. Commissioner Greenstein said that he was involved in the traffic study with the Public Safety Commission. Director Linder said he will bring back the results of the report to the Commission. �r B. Commissioner contacts Commissioner Greenstein attended the July Mayor's meeting. He said all the Commissions were to give a report to the Council meeting on August 17 regarding their current work: plan. Director Linder said the Council has decided to have the Commissions' report on two questions: 1.) What our Commission can do to help support other Commissions and 2.) What the other Commissions can do to help support our Commission. 6. MINUTES OF PREVIOUS MEETING A. Regular meeting of June 3, 2010 Action: Commissioner Bradford moved to accept the minutes and Commissioner Greenstein seconded the motion. The motion carried unanimously. 7. ORAL COMMUNICATIONS — None 8. NEW BUSINESS A. Set date for annual retreat Director Mark Linder said that since the Council will be interviewing applicants for the new Parks and Recreation Commissioner on Sept 7, the 2 Commission could cancel their. September 2 Regular Meeting and have a -' retreat /working session meeting, on September 9 at 7:00 pm. That way, Ll the new Commissioner would be able to attend the meeting. The Commissioners agreed to meet on September 9 from 7:00 — 9:00 pm. Location is to be determined. B. Discuss presentation to Council on August 17 Director Linder said that the Council is asking the Commissions to answer these two questions: 1.) What can our Commission do to help support other Commissions and 2.) What the other Commissions can do to help support our Commission. Each Commission's representative should plan to speak for no more than five minutes and may use a Power Point presentation. A list of the other Commissions was handed out to the Commissioners for their feedback on what projects we might work together on with the other Commissions. Director Linder said the Council is encouraging Commissions to work together on projects instead of being disconnected from each other and working separately on the some of the same issues. The Commissioners will send their ideas and comments to Commissioner Paul and Director Linder by August 10 and the two will work on putting together a short presentation fo:r Council. Note: Director Linder reported that Sterling- Barnhart Park ribbon - cutting ceremony is tentatively scheduled for August 21 but the park could be open to the public on August 18. Both dates are pending final inspection. 8.
