P&R 12-05-2013APPROVED MINUTES PARKS AND RECREATION COMMISSION CITY OF CUPERTINO Regular Meeting Thursday, December 5, 2013 at 7:00 p.m. Community Hall, 10350 Torre Ave., Cupertino, CA Note: This meeting will be televised 1. CALL TO ORDER Chairperson David Fung called the meeting to order at 7 :01 p.m. in the Community Hall Council Chamber, 10350 Torre Ave., Cupertino, CA. 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL Commissioners present: David Fung, Darcy Paul, David Greenstein, Geoff Paulsen Commissioners absent: None Staff present: Carol Atwood, Donna Henriques 4. MISCELLANEOUS — NO ACTION REQUIRED A. Staff oral reports Director of Parks and Recreation, Carol Atwood, reported on the r following: 1.) This Friday, December 6 @ 6 :00 is the Tree Lighting event at the Quinlan Community Center. 2..) Breakfast with Santa will be the following Saturday morning; December 7 and there are several different morning times available for this fun children's event. 3.) Home Santa visits are also available so please check the website for available dates before Christmas. 1 4.) City staff had a successful meeting with stakeholders at McClellan Ranch regarding the Barn Renovation and they want to activate the Barn site to a place where the public can participate in hands -on activities. The consultants on this project will report to the Commission in February 2014. 5.) The Mary Ave. Dog Park will have a soft opening in the next few weeks and a Grand Opening on February 8, 2014. 6.) Commissioner interviews are scheduled for the end of January. Unfortunately, this Commission will be losing a very valuable and. long -time Commissioner, David Greenstein. 7.) Director Atwood asked the Commission if they wanted to cancel their regular meeting on January 2; 2.014 and have a special meeting on January 9. The Commission decided to keep the original January 2, 2014 on the schedule. Commissioner Fung asked Director Atwood about the latest update by Council regarding the Environmental Education Building and she reported that Council has allocated an additional $1M for the rebidding of the project. Council also approved the addition of another bathroom to the rebid. B. Commissioner contacts Commissioner Paul attended the Veteran's Memorial ceremony on November 11 and said it was very moving and very impressive. This year's theme was "Women in the Military ". Commissioner Paulsen planted 20 City trees with Weimin Ma, two staff from Public Works, and about twelve other residents, at a City Tree planting event in the Portal Park area. He asked Director Atwood about th- e eye disease that the goats at McClellan Ranch have contracted. Director Atwood said 4H reported the virus and quarantined the affected animals and the 4H members who take care of the animals are wearing masks and rubber gloves. The Community Gardeners have also been notified and signs have been posted. 7 5. MINUTES OF PREVIOUS MEETING A. Regular meeting of November 7, 2013 Action: Commissioner Paul asked to have the words "a presentation on" the Cricket Tournament added to the minutes. Commissioner Paul made a motion to approve the minutes as amended and Commissioner Paulsen seconded the motion. The motion carried unanimously. 6. ORAL COMMUNICATIONS - Name 7. NEW BUSINESS A. Verbal report on Joint Use Permit with Santa Clara County Water District for the McClellan. Ranch Preserve property — Carol Atwood, Director Director Atwood gave a Power Point presentation regarding the ownership of the different parcels in or near McClellan Ranch Preserve and where easements are located. The City's largest ownership partner is Santa Clara Valley Water District. The Joint Use Agreement with SCVWD in 1999 for the next 25 years: • Allows the City to use District property for park and trail, as consistent with the District's other obligations • Covers SCVWD meadow parcel between McClellan Ranch Preserve and Blackberry Farris Park • Does not cover District -owned channel parcel at McClellan nor District -owned parcel at Stevens Creek Blvd footbridge The Easement over McClellan Ranch meadow was granted to SCVWD in 1972 and covers the following: • Grants broad power to District for flood control and storm drainage • Keep area clear of structures, fences, trees etc. unless District gives permission • Easement does not sunset 3 Director Atwood recommended the Commission direct staff to initiate discussions with the "District regarding adding other District parcels to Joint Use Agreement. In the new discussions, she would like to clarify the District's authority at McClellan meadow, including applicability of permits. Action: Commissioner Greenstein made a motion to direct staff to initiate the discussions with Santa Clara Valley Water District regarding adding other District parcels to the Joint Use Agreement and to clarify the District's authority at McClellan meadow including applicability of permits. Commissioner Paulsen seconded the motion. The motion carried unanimously. B. Verbal update on Stevens Creek Corridor Phase 2 Master Plan, including plans for the McClellan Ranch West /Simms property - Carol Atwood, Director Director Atwood reported that the RFP for the Stevens Creek Boulevard to McClellan Ranch Preserve Parks Master Plan will be going out by next Monday. The bid deadline will be January 6, 2014, then after the RFP's are evaluated between January 6 - 10, it will go to Council on February 4. After this process, the chosen consultant will meet withh the Commission and begin the community outreach process. 8. OLD BUSINESS A. Review FY 2013 2014 Commission's Work Plan schedule Staff added the item "Selection of Officers" to the February 6, 2014 agenda, after the two new Commissioners have been appointed by Council at the end of January. 9.
