P&R 11-07-2013 APPROVED MINUTES PARKS AND RECREATION COMMISSION CITY OF CL PERTINO Regular Meeting Thursday, November 7, 2013 at 7:00 p.m. Cupertino Senior Center Bay Room, 21251 Stevens Creek Blvd., Cupertino, CA Note: This meeting will not be televised 1. CALL TO ORDER Chairperson David Fung called the meeting to order at 7:02 p.m. in the Cupertino Senior Center Bay Room, 21251 Stevens Creek Blvd., Cupertino, CA. 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL Commissioners present: David Fung, Darcy Paul, David Greenstein, Geoff Paulsen Commissioners absent: None Please note: Commissioner Siva Budaraju was terminated on September 5, 2013 Staff present: Carol Atwood, Donna Henriques, Teri Gerhardt 4. MISCELLANEOUS —NO ACTION REQUIRED A. Staff oral reports Director of Parks and RecrE-ation, Carol Atwood, reported on the following: 1.) The Apple 2 Campus was approved at the November 4, Council meeting. ThE' second reading for this item will be at the November 19, Council meeting. In the Development 1 Agreement, Apple has promised $8.2M toward parks for purchase or a 1.1 acre park in Cupertino. 2.) City staff met with Stakeholders in the McClellan Ranch Preserve Barn Renovation meeting this week to begin the discussion with consultants hired to assess the structural integrity of the barn. The consultants are tentatively scheduled to report back with their findings, in February 2014, to the Commission. 3.) City staff met with a group from the Cupertino Tennis Club regarding three projects that are scheduled to begin in August 2014 at the Sports Center: a.) repair a retaining wall that is leaning on three tennis courts; b.) repair the multi-use sports court; c.) resurface the tennis courts. 4.) City staff also met with neighbors and CUSD staff regarding the replacement of the baseball field at Collins School near Portal Park. The neighbors' main concerns were: no lights, increased noise and traffic around the neighborhood, and additional play activity at Portal Park. Director Atwood would also like to reach out to the neighbors and get their feedback regarding additional work to be done at Portal Park. This work would be done over the next 18 months. 5.) The Leadership 95014 group's session on November 14 will be regarding Public Safety Month and will be held at the Campbell Fire Department's Training Center and Sheriff's firing range. 6.) The Parks and Recreation Department is increasing their partnership with the Public Works Department to continue to bring up the standards of the City's parks and fields. B. Commissioner contacts Commissioner Fung attended the November monthly Mayor's and Commissioner's meeting and asked Director Atwood about the construction of the Mary Avenue Dog Park. Ms. Atwood said there will be a "soft opening" of the Dog Park around December 15 and the Grand Opening will take place on Saturday, February 1, 2014. San Jose Animal Control w11 provide services for dog owners at the event. 2 Commissioner Greenstein said the Walk One Week Program is currently taking place at Monta Vista High School and the student response and participation is very good. He said the bike racks are full and there are many students walking to school. Commissioner Fung asked staff about the Next Door Program that the City is rolling out to the Block Leaders and residents. Director Atwood said she can have staff report back to the Commission regarding this new program. Commissioner Fung said the TICC Commission reported on this program at the November Mayor's meeting and voiced their concerns. The Fine Arts Commission reported on the new art that is being installed around Cupertino. Teri Gerhardt said the new ext locations are being cataloged on the City's website at "Cupertino at a Glance". Commissioner Paulsen reported that he met with the Director of Our City Forest and also spoke with Cupertino resident, Weimin Ma, who is organizing the City tree planting on November 16. Mr. Ma is looking for volunteers to help with this effort. Commissioner Paulsen also attended the General Plan Meeting and the Audubon event at McClellan Ranch Preserve. Commissioner Paul said there was a City Block Party in his neighborhood. He also worked on setting up the Diwali Festival at Memorial Park. 5. MINUTES OF PREVIOUS MEETING A. Regular meeting of October 3, 2013 Action: Commissioner Paulsen made a motion to approve the minutes and Commissioner Paul seconded the motion. The motion carried unanimously with Commissioner Greenstein abstaining. 6. ORAL COMMUNICATIONS Jennifer Griffin, Cupertino resident, said she was glad to hear the Glendenning Barn will have a home in Cupertino. She thinks the Barn Renovation at McClellan Ranch Preserve was a good idea so 3 school children can learn about the importance of how horses were used for farm work. 7. NEW BUSINESS A. Increase park awareness by using social media —Teri Gerhardt, GIS Coordinator Teri Gerhardt showed the Commissioners a new application called "Park and Recreation Finder" that allows citizens to locate park and recreation opportunities in the community. The application presents the parks and recreation assets and amenities in an interactive way and helps the citizens get the maximum benefit from their community's green spaces. The application has two ways to locate a park or recreational activity in their community within a mile radius. It provides directions to each park, hours of operation, and amenities in the park. In addition, the park will have a link to the reservations page. Teri will put this application on the City's website. B. Verbal update on possible partnership with the Rancho Rinconada Recreation Center in conjunction with swim lessons and lap swim Director Atwood reported Cupertino staff has contacted the Rancho Rinconada Recreation Center Manager, Kevin Davis, regarding using their pool facility. Ms. Atwood said the Rec Center is currently managed as a special district but LAFCO has been trying to get the City to take over. However, the residents and members of the Rancho Rinconada community are happy with the way it is. Director Atwood said that the City is interested in possibly renting their pool for lap swim and swim lessons in the non-summer months. Staff will be contacting Kevin, to see if he is interested in partnering with the City. Jennifer Griffin, Cupertino resident, said she grew up in the Rancho Rinconada area and that the complex is a very fiscally, well-run recreation facility. It was originally considered a "Cabana Club" and has its own elected Pool Board and the neighborhood members of Rancho Rinconada pay special park fees. She said the parking in that area is very limited. 4 C. Verbal update on purchase and installation of shelter trailer for emergency supplies at the Quinlan Community Center Director Atwood said they will receive $3,000 from Cupertino Rotary to use toward the purchase of the shelter trailer and the location of the pad at Quinlan Community Center has been identified. Tom Walters, Recreation Supervisor at Quinlan, has the medical supplies stored and with the help of the Public Works Department purchasing and installing the trailer, it should be in place in the next couple of months. 8. OLD BUSINESS A. Review FY 2013 — 2014 Commission's Work Plan schedule Staff gave the Commissioners the current updates for 2014. Commissioner Paul asked to have a presentation on the Cricket Tournament added next spring. Director Atwood said the RFP for the Stevens Creek Corridor Master Plan would be going; out soon. She also said the property owners of the house between the Blue Pheasant and the Stocklmeir property have approached the City regarding purchasing their property. Staff from the Public Works Department will be meeting with the owners today to discuss a possible purchase. 9.
