P&R 10-03-2013 APPROVED MINUTES PARKS AND RECREATION COMMISSION CITY OF CUI-'ERTINO Regular Meeting Thursday, October 3, 2013 at 7:00 p.m. Community Hall, 10350 Torre Avenue, Cupertino, CA Note: This meeting will be televised 1. CALL TO ORDER Chairperson. David Fung called the meeting to order at 7:03 p.m. in the Community Hall Council Chamber, :10350 Torre.Avenue, Cupertino, CA. 2. PLEDGE OF ALLEGIANCE 3. ROLL CALL Commissioners present: David Fung, Darcy Paul, Geoff Paulsen Commissioners absent: David Greenstein Please note: Commissioner Siva Budaraju was terminated on September 5, 2013 Staff present: Carol Atwood, Donna Henriques, David Brandt, Jonathan Ferrante 4. MISCELLANEOUS — NO ACTION REQUIRED A. Staff oral reports Director of Parks and Recreation, Carol Atwood, reported on the following: 1.) Leadership 95014 started with a two-day kick-off session and the next session, Government Day, will include a City- wide tour and information on City government. 1 2.) Diwali Festival is taking place on Saturday, October 12, at Memorial Park: 3.) Blackberry Farm is now closed for the season. 4.) City staff met with the Cupertino Union School District regarding the ball fields' construction at Collins and Faria Schools. An outreach meeting has been planned with neighbors around Portal Park and Collins School, including the Block Leaders. 5.) Staff continues to meet with consultants on upgrading Quinlan Community Center. 6.) Several staff will be attending the National Recreation and Park Association Conference in Houston next week. B. Commissioner contacts Commissioner Paulsen reported that he met with the former General Manager of Mid-Peninsula Open Space District, Craig Brittan, to discuss the Stevens Creek Trail. He also met with the Director of Canopy, to discuss incorporating city volunteers in tree- planting programs. Commissioner Fung said lie attended the monthly Mayor's Meeting with discussion centered around the Apple Campus II project. The Commission's work plan for the upcoming year was also discussed. 5. MINUTES OF PREVIOUS MEETING A. Regular meeting of September 5, 2013 Action: Commissioner Paulsen made a motion to approve the minutes and Commissioner Fung seconded the motion. The motion carried unanimously with Commissioner Paul abstaining. 6. ORAL COMMUNICATIONS — Jennifer Griffin, Cupertino resident, said she recently went to a City/Apple meeting at Quinlan Community Center and that it is a beautiful facility accommodating 300 people comfortably. 2 7. NEW BUSINESS Note: Chair Fung asked the Commission .if they could move up Item 7C so it can be addressed by City Manager, David Brandt with his Item 7A. The other Commissioners agreed. A. Introduce City Manager, David Brandt David Brandt said Cupertino was very fortunate to have such good resources for the City's parks and recreation programs. He believes, with upcoming additional resources, the City can begin more expansive park planning projects. Mr. Brandt said he was glad to see the Master Plan for the McClellan Ranch and Stevens Creek Corridor project on the Commission's work plan for the upcoming Fiscal Year. He said the Master Plan is in need of more comprehensive planning and it should be the first major project for the Commission's upcoming year. He asked the Director and the Commission to explore a plan for more outreach to the community regarding their feedback on the current Parks and Recreation programs. He is interested in knowing which programs are popular, which are under-utilized and what can be done to elicit more participation in our programs. Commissioner Paul asked about the Lawrence/Mitty property and Mr. Brandt said the current price of the property is too high but feels there may be another chance to purchase it in the future. Commissioner Fung asked about the bid process for the Environmental Education Building and Mr. Brandt said the bids all came in too high and staff will be taking the project back to Council. C. Review FY 2013—2014 Commission's Work Plan schedule The Commission reviewed their work plan schedule. . Commissioner Paul said he would like to have a presentation on the upcoming Cricket tournament in February or March. The other Commissioners agreed. B. Update on City trees from City Arborist, Jonathan Ferrante 3 Jonathan Ferrante discussed Cupertino's City Urban Forestry Work Plan and told the Commission the Public Works Department identified 1600 locations where new trees could be planted, resulting in 400 trees per year for four years. Jonathan said Cupertino resident, Weimin Ma, has volunteered to put a group together to plan community tree planting events and there is an event planned for November 16, which includes training on pruning and planting. Jonathan also reported that his staff works year-round to educate Cupertino residents on how to care for newly planted and existing trees. They have launched an application for Smart Phones called "Trees 95014" to help residents identify their trees via a QR Code. Commissioner Paul asked if there was a specific email address or phone number for people to use to report tree damage or place a request for maintenance. Jonathan said the best place is to use the link to "Access Cupertino" on the City's website www.cupertino.org or the direct line to call for tree maintenance is 408 777-3410. 8.
