1. CALL TO ORDER
Chairperson David Fung called the meeting to .order at ,7:03 p.m. in the

A. Staff oral reports
Newly appointed .Director of Parks and Recreation, Carol Atwood,
reported the.Leaders In Training summer program participants just
graduated and the program. was successful in giving the teens a
taste of'working,'in Parks and Recreation.
hn the Leadership 95014 upcoming session, there are 18,participants
and the two-day kick-off program with Minh Le, on September 12
and 13. 'The current session is until,May 2014.
The Senior Center had its quarterly trip registration day this week
and they took in over $31,000 in revenue.

She also •reported that she and staff met with the Quinlan Center
remodeling Architects and they are working on plans for new
carpet and paint in the front lobby area. The new carpeting should
help with the.acoustics problem in that area.
At the -September 17, City Council meeting, Director Atwood will
present an amendment to the Joint Agreement with Cupertino
Union School District due to the fact that our ball field was
removed at Faria School and CUSD w. ants to replace it at Collins
Elementary School. Commissioner Paulsen asked about Lawson
School being locked and wanted to know how to go.about having it
open,for the residents to access the field. Director Atwood said she
would look into having signs put up at the school fields, that the
City contracts with, that say the field is open to residents after
school hours. Director Atwood said she would put the question on
the agenda for the next quarterly meeting with the schools'
superintendants in September.
Director Atwood reported that unfortunately., the bids for the
Environmental Education Center at McClellan.Ranch Park Preserve
came in over budget and did not meet the City's specifications.
Our Public Works Department will put this project out for re=bid
again in January. The grant funds for this project are available to
use until June•30, 2015:
She also reported there is incorrect information on the homepage of
the website, BringFido.com that reports that there is an off-leash
dog park at Wilson Park. Director Atwood said dogs are not
allowed off-leash anywhere ui the City of Cupertino until the Mary
Avenue Dog Park is constructed. Staff will contact the
BringFido.com website to correct this incorrect information.
Commissioner Paulsen congratulated Director Atwood on her
recent promotion to permanent Director of Parks and Recreation
and the other Commissioners also offered their congratulations.
Director Atwood said the Parks and Recreation Department has
added three new staff members, Ken Ericksen, Disaster
Preparedness programs, Steffanie Turim, Neighborhood Watch
programs, and Laura Domondon Lee, who oversees the City's
Block Leader programs.

Commissioner Fung asked Director Atwood for additional
information o_n the Environmental Education Building bid process
and she said she will update the Commission as more information
becomes available.
B. Commissioner contacts
Commissioners Fung, Greenstein, Paulsen-and Paul attended the
annual Commissioner's dinner last week.
Commissioner Paulsen reported that he walked the Stevens Creek
Trail with Anne Ng and Joanne McFarlin, from Acterra. They are
preparing a nature guide for the lower end of the Trail.
Commissioner Paulsen and Anne also met with Mondy Lariz, and
obtained a lot of information about the fish that are located in
Stevens Creek. He also attended .a talk by David Muffley in Palo
Alto, regarding the Apple 2 Campus and all the trees that will be
planted there.
5. MINUTES OF PREVIOUS MEETING
A. Special meeting of July 24, 2013
Action: Commissioner Greenstein made a motion to approve the
minutes and Commissioner Paulsen seconded the motion. The
motion carried unanimously.
6: ORAL COMMUNICATIONS - Norte
7. NEW BUSINESS
A. Teen Center and Teen Commission update by Recreation Coordinator,
Lauren Neff
Chair Fung introduced Lauren Neff, who oversees the Teen Programs
in the Youth and 'Teen Division in Parks and Recreation. Lauren's
main responsibilities include: the Cupertino Teen Center and Teen
Commission, the Summer Volunteers — Leaders in Training Program,
and Teen and Adult contractual classes. These classes include: art,
language; Driver's Education, FUHSD Enrichment (college prep
classes), and television production.

Lauren provided information regarding the Teen Center and all the
scheduled activities as well as a very well-equipped drop-in facility
with computer access, computer games, Wii, Xbox, Pool and Table
Tennis, Foosball, and board games. The Teen Center is open six days'a
week, in the afternoons and evenings.
Lauren is also the Staff Liaison for the Teen Commission. The Teen
Commission is open to 811, — 121-' grade Cupertino residents, who may
apply and are appointed by the City Council. The Teen Commission
meets September through May, on the 2nd & 41h Wednesday of the
month. The Teen Commission is involved in various projects such as,
Walk One Week with Cupertino Schools, the Anti-tobacco Grant and
Youth Conference, the Annual Giving Tree Campaign,
Intergenerational Events with the Cupertino Senior Center and a
political Forum for Teens,called "Pizza and Politics'.
B. Friends of Stevens Creek Trail update by Executive Director; Aaron
Grossman
Mr. Grossman said this year was the 20th Anniversary of the Friends
of Stevens Creek Trail organization and he thanked the City for being
so supportive of their organization and for giving,them a room to have
their meetings at McClellan Ranch Park,Preserve for a minimal fee.
Mr. Grossman said there is a current map of the: Stevens Creek Trail
progress on their website at www.stevenscreektrail.org
He also said their annual Trailblazer Race is on Sunday, September 291
beginning at 8:30 a.m. at Shoreline in Mountain View. The Trailblazer
Race includes a 10K and 5K run and walk and a 1 mile free race for
kids.
Commissioner Greenstein asked what the status is of the Four 'Joint
Cities meetings and Mr. Grossman said they are meeting every month
to every three months and the City of Sunnyvale is taking the lead on
doing the major feasibility study of the trail that runs through
Sunnyvale and connects the trail between Mountain View, Cupertino,
and.Los Altos.

Chair Fung asked Mr. Grossman if he would please continue to keep
the Commission updated on the status of the Stevens Creek Trail,so in
the future, they can tie in the trail with Cupertino parks and open
space.
C. Approve FY 2013 —2014 Draft Work Plan
Director Atwood said she filled in the monthly agendas on the Draft
Work Plan according to project schedules and timing. The agenda
items are subject to change depending upon changes in construction
schedules and also according to when updates are necessary.
Commissioner Greenstein asked to have the April 3, meeting, at
Blackberry Farm since the agenda items are related to the Phase JI
Master Plan. He asked if we hold meeting at other venues; if they can
.still be televised. Director Atwood said staff will note on the agendas
that a particular meeting would not be televised at certain locations.
She will also ask the City Communication:staff to see if they can setup
a camera at an off-site location. Staff will also post agendas in the
Blackberry Farm neighborhood imd will notify the interested parties
group in that area of the April meeting.
After discussion by the Commissioners, Director Atwood said she
would ask the Planning Department to report at the January 2, 2014
meeting, regarding what is, happening. with the. Haul Road ,access.
Director Atwood suggested that the Commission,review the work plan
at-.each meeting and adjust the items during the year so:updates can be
added or moved as needed.
Action: Commissioner Greenstein said we should add the review of
the work plan to each month's agenda, and he made. a motion to
approve the Draft Work,Plan as written and Commissioner Paulsen
seconded the motion. The motion carried unanimously.
