FAC 03-26-2013 4,,41 9ss APPROVED MINUTES C U P E RT I N O FINE ARTS COMMISSION Regular Meeting March 26, 2013 PLEDGE OF ALLEGIANCE At 7:05 p.m., Chairwoman Rajeswari Mahalingam called the meeting to order in Conference Room A, 10300 Torre Avenue, Cupertino, California, and led the Pledge of Allegiance. ROLL CALL Present: Chairwoman Rajeswari Mahalingam, and Commissioners KC Chandratreya (7:15 p.m.), Jessi Kaur, Russell Leong, and Michael Sanchez. Absent: None. Staff Present: Staff Liaison Kim Smith and Senior Planner Aki Honda. STAFF REPORT -None ORAL COMMUNICATIONS - None BUSINESS 1. Minutes of the special meeting of February 25, 2013. Russell and Mahalingam moved and seconded to approve the minutes as presented. The motion carried unanimously, with Commissioner Chandratreya absent. 2. Report from Mayor's meeting with commission members, and confirm representatives to attend next meetings (first Tuesday of each month, 8:00 a.m., Conference Room A). Chairwoman Mahalingam handed out a written summary and highlighted the topics covered at the Mayor's meeting, including the extension of the Stevens Creek Trail, as well as the City Council's work plan and amendments to the General Plan. She said the Mayor also encouraged the various commissions to work together on projects. Mahalingam said the five commission representatives discussed the following items: Progress on the new Apple campus, the Main Street project, the new McClellan Environmental Center, a teen conference, the Walk One Week program, a tea party at the senior center, participation in the Big Bunny fun run, and a Teen Commission promotional March 26, 2013 Cupertino Fine Arts Commission Page 2 video. Chairwoman Mahalingam said she reported on the Aloft hotel sculpture "Message Blade", the Homestead shopping center sculpture "Rara Avis", the Distinguished and Emerging Artist award, the children's art show at the Cherry Blossom festival, the Shakespeare festival, the Poet Laureate program, the Euphrat Museum's current exhibition on War & Healing, and a potential joint project with the Cupertino Rotary called "Cupertino Idol". The commissioners asked to see the Teen commission promotional video when it was finished. 3. Status report on the Distinguished and Emerging Artist nomination period, and updates from ad hoc committee of Leong and Sanchez regarding posters and/or other advertising solutions. Commissioners Leong and Sanchez said they had met and discussed some minor changes to the flyer previously used. Leong will make the final changes and send the digital file to the staff liaison, who will print out 300 copies. It was agreed that the Fine Arts Commissioners will collect them from City Hall and distribute to local art schools, high schools, and DeAnza College. 4. Receive report from Commissioner Sanchez about updates to the public art catalogue. Commissioner Sanchez showed some of the photographs he had taken, with particular emphasis on getting both long shots and close-ups. He will keep the commission informed of his progress. 5. Receive report from Chairwoman Mahalingam about the proposal for a "Cupertino Idol" talent competition. Chairwoman Mahalingam said that the Cupertino Rotary was working on a similar concept, and she would meet with them again in the future to see if the two groups could work jointly on the project. She will notify the staff liaison when to put this item back on the agenda. 6. Update on the "Message Blade" public artwork at Aloft Hotel and the artist's reception to be held on March 28. This reception was rescheduled to April 25 at 5:00 p.m. 1 March 26, 2013 Cupertino Fine Arts Commission Page 3 7. Update the commissioner work plan for 2013, including consideration of historical materials related to the Distinguished Artist of the Year. The staff liaison briefly reviewed the updated 2013 work program and said that the Fine Arts Commission should pay special attention to item No. 5, "Review the City's Quarter-Percent for Art materials for any needed updates or clarifications, and consider recommending an increase in the required budget amount and/or increasing or eliminating the expenditure cap." She said that the Fine Arts Commission may wish to amend or remove the review criterion that says "Preference will be given to artists living or working in the San Francisco Bay Area and artists whose work is not already displayed as public art in the Cupertino area. The developer is encouraged to select artist(s) of diverse culture." She explained that developers of two different projects had both chosen the same artist, but had no way of knowing that until they both requested a hearing date with the Fine Arts Commission and the staff became aware of the situation. The Commission agreed that they would like to review the language of this document after the art for both projects had been approved. It was tentatively scheduled for discussion at the September meeting. COMMISSIONER REPORTS - None ADJOURNMENT At 8:15 p.m. the meeting was adjourned to Thursday, April 18, 2013.
