CALL TO ORDER Commissioner Charles Caldwell called to order the re€;ular meeting of the Cupertino Public Safety Commission at 7:05 p.m. on Thursday, April 10, 2008 in the Cupertino City Hall, 10300 Torre Avenue, Conference Room A, Cupertino, California 95014. Cupertino residents, Bill Syrus and Melissa Snarski were viewers and listened in during this regular meeting. IV. WRITTEN COMMUNICATIONS There were no written communications to discuss at this regular meeting. V. APPROVAL OF MINUTES 1. January 10; 2008 ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 The minutes for January 10, 2008 cannot be approved due to unavailable commission members. 2. March 13, 2008 ACTION: YES VOTE: YES MOTION: Hugh Riddell SEC~JNDED: Tamara Pow 5 to 0 Votes taken, all in favor with a slight change in wording under Section V1, Old Business (2)(a), change word from better to safer. If the City of Cupertino could fund six (6) signs per year, installation should start with the worst school sites than to the befte~ safer schools. VI. OLD BUSINESS 1. Radar Speed Signs ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Commissioner Charles Caldwell presented pricing and available products in the current market. The commission discussed and agreed to support this project at the next Cupertino City Council Meeting. The commission is also awaiting funding approval ii-om Cupertino City Council to install functional units around the schools. Captain Terry Calderone discussed the different cost of a basic radar unit versus a solar unit with data battery backup and a trailer radar unit. Some data units can be programmed to gather statistics during the morning or afternoon hours. The commission request to draft a letter to the ~~upertino City Council to request their support for this project. Captain Terry Calderone requests the commission not to draft the letter until after he could present his packet to City Council on May 6, 2008. The commission is requesting a copy of the May 6, 2008 Cupertino City Council Meeting Agenda. 2. Flashing Speed Signs ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Captain Terry Calderone is still researching the flashing speed lights as to its life expectancy, how they operate, and the price factor. The flashing speed signs only require a power source and do not necessarily need to change the timing of the lights. 3. Safe Routes to School ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Captain Terry Calderone received information fi~om the different schools on the Safe Routes to School project. He will provide to the commission the information collected from the different schools. The commission discussed another program they had which educated the children to ride their bicycles and walk on the right side of the roadway. VII. NEW BUSINESS 1. Radar Trailer The radar trailer stationed on Pacifica Avenue does not pick up speeding vehicles until almost four (4) house lengths before the trailer. Captain Terry Calderone explained that the trailer sensitivity can be set by the Sheriff's Office depending on the citizen complaints from the neighborhood. 2. Crosswalks Commissioner Tamara Pow reports that there is no crosswalk in the area of Vista Knoll Boulevard. Captain Terry Calderone will send the Traffic Unit to survey the area and he will provide recommendation to the City Engineer, David Stillwell. 3. Speed Limit Sign on Pacifica Drive The commission discussed the speed limit sign on Pacifica Drive, which is hidden behind the tree. Captain Terry Calderone advised the commission the issue has been brought to the City Engineer, David Stillwell, and is awaiting action. 4. Posting of Commission Position Captain Terry Calderone announced that the Cupertino City Council accepted the resignation from ex- Commissioner Jeff Payne, and they have posted the opening for the commission position. VIII. REPORTS 1. Santa Clara County Sheriff s Office Captain Terry Calderone reports there are a numh~er of incidents that have occurred. There is quite of few thefts from vehicles occurring at the shopping center and residential areas. An article was published in the Mercury Newspaper to provide information to the citizens to help them protect their possessions, but the types of items stolen are the same as before. Victims are still not securing their personal properties and leaving their laptops, GPS, purses, and wallets in open view. These thefts are also occurring in Saratoga, Sunnyvale, and Mountain View. Moving citations has gone up as well as other citations. Captain Calderone reports that speeding using radar is important not just on busy streets, but in the residential neighborhood as well as other moving violations, such as red light violations, stop sign violations, crosswalk violations, pedestrians, and children around schools. Code Enforcement handles the parking citations, but if they are unavailable, the Sheriff's Office will handle the citations. There was an armed robbery at 7-Eleven on Homestead Road. The suspect was not initially apprehended, but the Sheriffs Office was able to locate and arrest the suspect with the assistance from Sunnyvale Department of Public Safety. Vehicle accidents have gone up, which is not unusual during March until school ends. Captain Terry Calderone discussed with the corrimission about handicap parking and citizen arrest. He explained that the Sheriffs Office issues the citation for the handicap parking, but a citizen cannot. If a violation occurs, anyone can make a citizen arrest until the Sheriff s Office arrive to issue the citation. Captain Terry Calderone also discussed with ':he commission the 9-1-1 system using your cellular telephone. Most 9-1-1 calls on cellular telephone goes directly to the California Highway Patrol (CHP) Headquarters in Vallejo. If an incident occurs in Cupertino on the freeway, it is best to call directly to the non-emergency line, 299-2311. If an incident occurs while at home, dial 9-1-1 for immediate assistance. 2. Commissioner's Report Commissioner Tamara Pow reports what occun•ed at the Mayor's Meeting on March 31, 2008. She announced the different projects the Mayor's Office is working on. The state budget will affect the city by one million dollars with no interest payback. Tl~e Library is open on Mondays and the building of the library. The Cupertino Village is working on their expansion. The city is awaiting an application to re-do the Oaks Center. IX. FUTURE AGENDA FOR NEXT MEETING The commission did not discuss future agendas for next regular meeting. X. ADJOURNMENT The meeting was adjourned at 8:08 p.m. XI.
