BPC 07-16-08l~ZINUTES MINUTES OF THE REGULAR MEETING OF THE BICYCLE PEDESTRIAN COMMISSION July 16, 2008 GUPERTINO The meeting was called to order at 7:03 p.m. ROLL CALL Present: Paulsen, Armstrong, Koski, Wiant, Walton Absent: Staff: David Stillman Also present: Terry Calderone, Chief of Police for Cupertino ORAL COMMUNICATIONS NAME TOPIC None WRITTEN COMMUNICATIONS NAME TOPIC None APPROVAL OF MINUTES 1. September 19 Re lar Meetin A N/A_ NOTES June 18, 2008 5 May Kokki did a great job on the June minutes? OLD BUSINESS -None NEW BUSINESS 2. Presentation/Discussion with Santa Clara County Sheriff's Department Captain Terry Calderone on Bicycle Law Enforcement, Tri-school Area Traffic Congestion, and Safe Routes to School. Chief Calderone was nice enough to come to the commission meeting to discuss issues surrounding traffic and bicycle enforcement. Terry first discussed Tri-school traffic and mentioned that in the coming school year that there will be two motor unit staffs around the schools to help with traffic. Chief Calderone also added that it was recommended that a SRO be added in the near future. There will be a traffic consultant coming on board for one year to put together a task force to help with safe routes to schools and to analyze traffic plans. There are also some recommendations around the school areas: • Lincoln school's main parking lot will be restriped to make it a one lane path and out of the parking lot to have a left turn only. • Have a right turn only coming out of the Monte Vista main parking lot. • Move the crosswalk further toward Imperial and move the flashing crosswalk lights. • Install flashing light at Sedgwick and Tantau. • Joe Walton brought up having the officers watch for bicycles on sidewalks. • May brought up that bike riders around they tri-school areas are in danger on the sidewalks as well as on the bike paths/routes and suggested other safer solutions. • Geoff suggested have the new traffic cons~iltant look over the BTC • Chief Calderone discussed the Juvenile Diversion Safety Program. Instead of giving children tickets for violations, the children are asked to go to a one day class on bike safety. 3. Cupertino Health and Safety Fair The Fair is set for Sept. 13`t' and 14~' at Memorial park. 4. Low-Cost Traffic Circles Geoff brought up traffic circles and talk about a a~mpany in Hollister that makes low cost traffic bumps. The BPC discussed to possibility of installing the circles in neighborhoods to eliminate stop signs and calm traffic, also how the circles could be decorated. The BPC agreed to find designs to be reviewed and could be implemented with the help from the city and all of the possible road blocks (Signs, fire vehicle routes). The topic of speed limits signs with the speed displayed was discussed and if more could be installed and if they are effective. Jim bought up the fact that there is debris on matey of the overpasses and who is responsible for cleaning them. Action: Yes to explore the possibility of use the circles Vote: Yes Motion: Geoff/Joe Seconded: May 5. Discussion of Safety Training and Ridesharing Methods for Pedestrians and Bicyclists. Many ideas were discussed on the topic of safety and ridesharing methods. • League of American Bicycles to train PE teachers and then the teachers would teach student on bike safety. • Provide school websites for ridesharing • Websites to depict safe routes to schools • Link to Cupertino website to provide methods of safe riding. Also info on bike routes paths and trails. • Joe discussed having the Cupertino webmaster look into having links on the Cupertino site about ridesharing.
