PSC 07-10-08 CUPERTINO PUBLIC SAFETY COMMISSION MEETING MINUTES REGULAR MEETING Thursday, July 10, 2008, 7:00 p.m. Cupertino City Hall • Conference Room A I. CALL TO ORDER Commissioner Charles Caldwell called to order the regular meeting of the Cupertino Public Safety Commission at 7:32 p.m. on Thursday, July 10, 2008 in the Cupertino City Hall, 10300 Torre Avenue, Conference Room A, Cupertino, California 95014. II. ROLL CALL Commissioners Present: Charles Caldwell Nina Daruwalla Tamara Pow Commissioners Absent: None Other Absent: Santa Clara County Fire Department Captain Terry Calderone, Santa Clara County Sheriffls Office III. ORAL COMMUNICATIONS There were no oral communications to discuss at this regular meeting. N. WRITTEN COMMUNICATIONS There were no written communications to discuss at this regular meeting. V. APPROVAL OF MINUTES 1. August 09, 2007 ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 The minutes for August 09, 2007 cannot be approved due to unavailable commission members. 2. September 13, 2007 ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 ~ The minutes for September 13, 2007 cannot be approved due to unavailable commission members. 3. January 10, 2008 ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 1 The minutes far January 10, 2008 cannot be approved due to unavailable commission members. 4. April 10, 2008 ACTION: YES VOTE: YES MOTION: Charles Caldwell SECONDED: I*lina Daruwalla 3 to 0 Votes taken, all in favor to approve the minutes for April 10, 2008. VI. OLD BUSINESS 1. Radar Speed Signs ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Commissioner Tamara Pow reports that the Cupertino City Council wants to add one school resource officer, and the speed sign was taken off the agenda. The Council feels the speeding is not an issue, but the congestion of traffic is the problem. The radar speed signs will be continued to next month's regular meeting. 2. Safe Routes to School ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 The Safe Routes to School will be continued to next month's regular meeting. 1. Speed Sign on Pacifica Drive ACTION: YES VOTE: YES MOTION: Charles Caldwell SECONDED: Nina Daruwalla 3 to 0 The speed sign on Pacifica Drive project is complete. Captain Terry Calderone notified the commission a new pole has been placed on this street. VII. NEW BUSINESS 1. Discuss Presentation to Council for Safety for Schools ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Commissioner Pow attended the Cupertino City Council Meeting on May 06, 2008, and commented that Captain Terry Calderone did an excellent job on the presentation to the council. The commission will need a copy of the packet from Captain Terry Calderone. 2 2. Discuss Councilman Mark Santoro's idea of incentives for walking/biking to school ACTION: YES VOTE: NO MOTIOIV: No SECONDED: No 0 to 0 Commissioner Pow briefly recall that Councilman Mark Santoro mentioned the method to reduce traffic and how to encourage people to participate, but no particular incentives except for service credits for those who woutd walk or bike to school as oppose to driving a car. Commissioner Caldwell asked the other commissioners their opinion, if he sent an email to Councilman Santoro inviting him to attend the Public Safety Commission Meeting to discuss his ideas further. Commissioner Pow suggests inviting a member of the Teen Commission as well as Mayor polly Sandoval. 3. Discuss the Cupertino Library and their concerns about speeding and u-turns on Torre Avenue ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 A member of the Cupertino Library Commission discussed with the Public Safety Commission the speeding problems and illegal u-turns around the library area, especially on Torre Avenue. The Library Commission made a request, if the Public Safety Commission can assist on resolving or provide resources to relieve these traffic concerns. The speeding and illegai u-turns around the library will be continued to next month's regular meeting. 4. Resignation of Commissioner Hugh Riddell ACTION: YES VOTE: NO MOTION: No SECONDED: No 0 to 0 Commissioner Caldwell received the resignation for Hugh Riddell; he will provide a copy to the other commission members. VIII. REPORTS 1. Santa Clara County Fire Department The Santa Clara County Fire Department provided a copy of their Activity Log for Santa Clara County and Service Log for the City of Cupertino for the month of May 2008. The Fire Department was not present at this regular meeting. 2. Santa Clara County Sheriff s Office Captain Terry Caiderone was unable to attend this regular meeting due to an incident occurring in the City of Saratoga. 3. Commissioner's Report Commissioner Pow discussed the wildfires occurring throughout California. She would like to know if the Ciry of Cupertino has a Business Watch, if not, we should consider creating one. She also reports that the next mayor's breakfast meeting is on July 28, 2008. 3 IX.
